Steady steps on the journey of innovation and integration

In recent years, the communes and wards before the merger (including Ba Dinh, Dong Son, Lam Son wards, Bim Son town and Ha Vinh commune, old Ha Trung district) have carried out political tasks in conditions with many opportunities and advantages, but also faced many difficulties and challenges. In that context, the localities have always received close attention and direction from the provincial leaders and provincial departments and branches; the Party committees, authorities, the Fatherland Front and socio-political organizations in each locality before the merger have promoted the spirit of solidarity, innovation, creativity, focused on leadership, and organized the implementation of the Party Congress resolution for the 2020-2025 term and achieved many important results in all fields. This is an important premise for the construction and development of Bim Son ward after the merger.

In the new development context with increasingly high requirements, the Party Committee and People of Bim Son Ward continue to innovate thinking, promote actions and arouse the aspiration to rise even stronger in the 2025-2030 term. In that spirit, the orientation for the next term is determined as: Building a strong Party Committee and political system; Promoting the strength of the great national unity bloc; Maximally mobilizing and effectively using resources for socio -economic development; Building Bim Son Ward to become a rich, beautiful and civilized urban area by 2030.

With the motto of action "Solidarity - Discipline - Dynamism - Development", the Ward Party Committee will focus on implementing a number of key groups of tasks and solutions to create clear and sustainable changes throughout the term. First of all, in the work of Party building and the political system, continue to strengthen political, ideological and ethical education . The focus is to thoroughly grasp Marxism-Leninism, Ho Chi Minh Thought, the Party's policies and resolutions to cadres, party members and the people. Focus on improving the leadership capacity and fighting strength of grassroots party organizations; strengthen inspection, supervision, discipline and order within the Party; uphold the principle of democratic centralism, set an example for cadres and party members, especially leaders. At the same time, promote mass mobilization work, build a close relationship between the Party and the people. Proactively grasp and orient public opinion; resolutely fight and prevent manifestations of "self-evolution" and "self-transformation" within the Party; Strengthening the protection of the Party's ideological foundation and fighting against erroneous and hostile views in cyberspace.

In economic development, the ward clearly identifies the role of industrial driving force - building and exploiting local advantages. In particular, it is necessary to focus resources on developing potential service industries, creating momentum to promote economic restructuring towards modernization. Prioritize the development of transportation, logistics, and warehousing services associated with industry and inter-regional transport infrastructure. Special attention is paid to effectively implementing Resolution No. 57-NQ/TW of the Politburo on breakthroughs in science, technology, innovation and national digital transformation. The focus is on promoting service industries with high knowledge and technology content such as finance, banking, information - communication, distribution... Focus on building and strongly developing the financial market; speeding up the digital transformation process, applying digital technology in service sectors. At the same time, concretize and implement Resolution No. 59-NQ/TW of the Politburo on international integration in the new situation, in conjunction with Resolution No. 66-NQ/TW on innovation in law-making and enforcement, to meet development requirements; thereby, promote administrative reform, create an open investment environment, create favorable conditions to attract businesses, especially foreign direct investment (FDI) enterprises to invest, produce and do business in the area. On the other hand, pay attention to implementing solutions to unleash potential, create a favorable environment for the private economy to develop rapidly and sustainably in accordance with practical conditions in the area in the spirit of Resolution No. 68-NQ/TW of the Politburo, clearly identifying the private economy as the most important driving force of the socialist-oriented market economy.

In the field of culture and society, the ward identifies cultural development as the spiritual foundation of society, both a goal and a driving force for sustainable development. Therefore, the ward will focus on improving the quality of the movement "All people unite to build a cultural life", building a civilized urban lifestyle, preserving and promoting the value of traditional cultural heritages. Increase investment in education and training, care for the comprehensive development of the young generation. In particular, focus on preventive medicine, improve the quality of health care for the people; effectively implement social security policies, social protection, and sustainable poverty reduction. Cultural and sports institutions continue to receive synchronous investment, creating conditions for people to enjoy a rich and healthy spiritual life.

National defense and security continue to be identified as an important and regular task. The consolidation of the national defense combined with a solid people's security posture is of primary concern. Strictly carry out military recruitment, training, drills, and combat readiness, ensuring 100% completion of annual military recruitment targets. Actively coordinate in disaster prevention and control, search and rescue, and effectively implement the military rear policy. Maintain political security, social order and safety; prevent the formation of "hot spots" and complications, and create a stable environment for socio-economic development.

One of the key factors to successfully implement the development orientations in the coming term is to arouse the desire to contribute, the sense of responsibility and consensus of all cadres, party members and people. Each Party Committee, each Party organization, each cadre and party member needs to constantly innovate their thinking, promote the sense of responsibility, be close to the grassroots, be close to the people, listen to what the people say, speak so that the people understand and make the people believe. At the same time, promote comprehensive digital transformation in the activities of Party Committees, authorities, the Vietnam Fatherland Front and mass organizations; develop digital infrastructure, digital platforms to serve management, operation, provide online public services, promote the digital economy and digital society.

The 1st Congress of Bim Son Ward Party Committee, term 2025-2030 is a congress of expectations and beliefs; a congress of solidarity, discipline, dynamism and development, demonstrating the sense of responsibility and determination, joint efforts and unanimity of cadres, party members and people to build Bim Son into a rich, civilized, fast-developing, comprehensive and sustainable locality. Thereby contributing to the overall development of the province, firmly entering a new era of development - the era of the Vietnamese nation's rise.
