On the morning of April 3, the Provincial People's Committee held a conference to discuss the contents of the 2025 Thematic Session of the 19th Provincial People's Council, term 2021-2026 and other contents according to the Working Regulations. Comrade Truong Quoc Huy, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Head of the Provincial National Assembly Delegation chaired the conference. Also attending the conference were Comrade Dang Thanh Son, member of the Provincial Party Committee Standing Committee, Permanent Vice Chairman of the Provincial People's Council; Vice Chairmen of the Provincial People's Committee; members of the Provincial People's Committee; leaders of departments, branches, and sectors; districts, towns, and cities.

At the conference, the Department of Finance submitted 5 draft resolutions to the Provincial People's Council, including: Adjusting the 2025 budget estimate for the Ha Nam Provincial Party Committee and Ha Nam Radio and Television Station after merging Ha Nam Radio and Television Station and Ha Nam Newspaper (named Ha Nam Newspaper); on the policy of supporting development investment capital from the provincial budget for public university projects invested in Nam Cao University Area; on assigning details of the Medium-term Public Investment Plan for the period 2021 - 2025; adjusting and supplementing the list of land plots to carry out bidding to select investors for investment projects using land in Ha Nam province in 2025; on supporting funding in 2025 for the Provincial Police to serve the activities of the Drug Rehabilitation Center. Also at the conference, the Department of Agriculture and Environment reported on the results of synthesizing the list of works and projects requiring land recovery, projects requiring land use conversion with areas of rice fields, protective forest land, and production forest land adjusted and supplemented in 2025 in Ha Nam province.

Speaking at the conference, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Truong Quoc Huy emphasized: With the spirit of "running and lining up at the same time", ensuring the rapid arrangement and stabilization of the apparatus, while well performing the tasks of socio-economic development according to the set plan. In the first quarter, the economic development targets in the province were high and exceeded the set plan; economic growth reached 10.54%; budget revenue reached 8,057 billion VND, of which tax and fee revenue reached more than 6,400 billion VND; disbursement of public investment capital reached 26% of the yearly plan; import and export of goods increased by 3% over the same period last year. These are good results for the province to strive for economic growth according to the set plan.

Regarding the tasks of the second quarter of 2025, the Provincial Party Secretary and Chairman of the Provincial People's Committee Truong Quoc Huy requested: The whole province strives to achieve and exceed economic growth in the first quarter. To complete the above goals, localities focus on clearing land for projects to hand over land to investors, increase budget revenue from land, strive to collect 12 trillion VND of land by June 31 to disburse public investment capital and repay public investment capital debt. Localities accelerate the progress of public investment projects to strive to complete the set plan. Regarding the development of resolutions, it plays an important role in promoting economic growth in the Red River Delta region. Specifically, the province attracts universities and at the same time attracts young resources to the area, promotes the development of trade services and creates high-quality labor for industrial parks. Based on the opinions of the sectors and members of the Provincial People's Committee, the drafting agency synthesizes and completes the draft resolutions to submit to the Provincial People's Council as soon as possible.

Also at the conference, the Department of Justice presented: Draft Decision to abolish the decisions of the Provincial People's Committee including: Decision No. 06/2010/QD-UBND dated March 15, 2010 promulgating regulations on coordination in the work of registration, management of civil status and registration, management of residence; Decision No. 52/2019/QD-UBND dated December 31, 2019 promulgating regulations on auction of land use rights when the State allocates land with land use fees or leases land in Ha Nam province; Decision No. 22/2020/QD-UBND dated August 17, 2020 amending Article 12 regulating auction of land use rights when the State allocates land with land use fees or leases land in Ha Nam province issued together with Decision 52/2019/QD-UBND dated December 31, 2019 of the Ha Nam Provincial People's Committee; Decision No. 37/2017/QD-UBND dated September 1, 2017 stipulating a number of support levels for mediation work at the grassroots level in Ha Nam province; Decision No. 20/2012/QD-UBND dated September 14, 2012 promulgating the Regulation on coordination in searching, verifying, exchanging and providing information on judicial records in Ha Nam province.

The Department of Agriculture and Environment submitted the following drafts: Decision of the Provincial People's Committee on adjusting and supplementing the land price list in Ha Nam province; Decision to amend and supplement a number of articles of the regulations on decentralization of management and exploitation of irrigation works in Ha Nam province issued together with Decision No. 41/2019/QD-UBND dated October 23, 2019 of the Ha Nam Provincial People's Committee; Decision regulating the area, location, and purpose of use of construction works directly serving agricultural production on rice-growing land in Ha Nam province.

The Department of Science and Technology submitted a draft Decision to abolish Decision No. 11/2015/QD-UBND dated May 6, 2015 of the Provincial People's Committee on promulgating regulations on management and use of the geographical indication "Dai Hoang" for Dai Hoang royal banana products. The Department of Culture, Sports and Tourism submitted a draft Decision to amend and supplement a number of articles of the regulations issued together with Decision No. 52/2021/QD-UBND dated December 30, 2021 of the Provincial People's Committee regulating the royalty and remuneration regime applicable to electronic information portals/pages and newsletters of State agencies in the province. The Department of Construction submitted a draft Decision to decentralize the Department of Construction to handle administrative procedures in the field of construction activities in Ha Nam province.

At the meeting, members of the Provincial People's Committee agreed to abolish decisions within their authority.
