At the online conference with the Departments of Education and Training on the work of primary school enrollment and high school graduation exam in 2025 held on the afternoon of March 28, the Ministry of Education and Training said that this year, 60 provinces and cities will organize entrance exams for grade 10, of which 58 provinces will choose English as the third subject. The two provinces of Ha Giang and Binh Thuan will choose History and Geography as the third subjects.

There are only 3 provinces nationwide that organize entrance exams for students to public high schools, including Ca Mau, Vinh Long, and Gia Lai.

Most Departments of Education and Training have developed and published reference exam questions for grade 10 entrance exams to serve as a basis and guide for review for grade 9 students.

Candidates registering for the entrance exam to specialized high schools take 4 subjects, including 3 subjects like candidates applying to general high schools and 1 specialized subject according to the specialized class registered for the exam.

Some specialized schools under universities have coordinated with the Departments of Education and Training to develop enrollment plans in accordance with regulations and ensure proper implementation of enrollment principles.

Regarding the entrance exam schedule, according to the report, the Departments of Education and Training have developed a plan to organize the entrance exam in the first week of June to ensure consistency with the 2025 high school graduation exam.

The 2024-2025 school year is the school year in which the new 2018 General Education Program is implemented throughout general education from grades 1 to 12 with fundamental changes from a content-oriented program to a program oriented toward developing students' qualities and abilities.

Therefore, the admission work at the beginning of the level is adjusted according to Circular 30/2024/TT-BGDDT promulgating the Regulations on admission to junior high school and high school.

According to the Ministry of Education and Training, the work of primary school admission according to Circular 30 has received high consensus and special attention, so it has been quickly grasped and promptly implemented, meeting the expectations of society. However, there are still some managers and teachers who do not fully understand the regulations and spirit of Circular 30; there are still some opinions that are hesitant and confused.

Some Departments of Education and Training still rigidly understand the regulations on admission to specialized high schools and preferential treatment for students in areas with particularly difficult socio-economic conditions. The Ministry of Education and Training has issued a number of specific instructions to the Departments of Education and Training.

At the conference, Deputy Minister of Education and Training Pham Ngoc Thuong requested localities to continue to strengthen the direction of implementing the work of primary school enrollment; to clearly propagate and analyze the viewpoints and purposes of developing Circular 30, which not only meets the requirements of the 2018 General Education Program but also focuses on not causing costly pressure on parents, students and society; to ensure the spirit of simplicity, minimizing administrative procedures; to ensure the principles of safety, objectivity, fairness and seriousness, to carry out the task of universalizing lower secondary education and ensuring the goal of comprehensive education in the basic education stage.

Deputy Minister Pham Ngoc Thuong also requested to strengthen inspection and examination of primary school enrollment to remove difficulties in enrollment; promptly detect and correct risks of negativity and inadequacies in enrollment.

In addition, the People's Committees of provinces and centrally-run cities, the Department of Education and Training, universities, colleges, and research institutes with junior high schools and high schools must strengthen their accountability and handle unusual incidents during the enrollment process./.
