Implementing Resolution No. 206/2025/QH15: Timely removing difficulties and obstacles due to legal regulations

The plan to implement Resolution No. 206/2025/QH15 aims to synchronously, uniformly, promptly and effectively deploy the Resolution nationwide, promptly removing difficulties and problems arising in practice due to legal provisions.

The purpose of issuing the above Plan is to synchronously, uniformly, promptly and effectively implement Resolution No. 206/2025/QH15 nationwide, promptly remove difficulties and obstacles arising in practice due to legal provisions, contributing to promoting socio-economic development in accordance with Resolution No. 66-NQ/TW dated April 30, 2025 of the Politburo on innovation in law-making and enforcement to meet the requirements of national development in the new era.

Organize to thoroughly grasp and widely propagate the Resolution in removing difficulties and obstacles, promoting socio -economic development.

The plan to issue 08 implementation contents, specifically as follows:

Regarding the compilation of documents serving the dissemination, propaganda and popularization of Resolution 206/2025/QH15 , the Ministry of Justice shall preside over and coordinate with ministries, ministerial-level agencies, government agencies and People's Committees of provinces and cities to implement and complete in the third quarter of 2025 .

Regarding the organization of dissemination and communication of Resolution No. 206/2025/QH15, the Plan requires the organization to widely disseminate the content of the Resolution to all cadres, civil servants, public employees and the People, especially those directly affected by the Resolution; to propagate the meaning and importance of the Resolution in removing difficulties and obstacles, and promoting socio-economic development.

At the central level, the Ministry of Justice presides over and coordinates with ministries, ministerial-level agencies, government agencies, Voice of Vietnam, Vietnam Television, Vietnam News Agency, People's Committees of provinces and cities, and relevant agencies and organizations to deploy and implement.

At the local level, the People's Committees of provinces and cities preside over and coordinate with relevant departments, branches, agencies and organizations to deploy and implement.

Implementation period: From Quarter II, 2025 to February 28, 2027.

Review and propose solutions to improve the law to remove difficulties and obstacles caused by legal regulations.

Regarding the issuance of the Prime Minister's Decision promulgating the Regulations on the operation of the Independent Appraisal Council in accordance with the provisions of the Resolution , the Ministry of Justice has presided over and coordinated with the Government Office, the Ministry of Public Security, the Ministry of National Defense, the Ministry of Finance, the Ministry of Home Affairs, the Ministry of Foreign Affairs, the Ministry of Science and Technology, the Central Committee of the Vietnam Fatherland Front and relevant agencies to draft the Prime Minister's Decision on the Regulations on the operation of the Independent Appraisal Council in accordance with the provisions of the Resolution. On July 14, 2025, the Prime Minister issued Decision No. 23/2025/QD-TTg promulgating the Regulations on the operation of the Independent Appraisal Council in accordance with the provisions of Resolution No. 206/2025/QH15 on special mechanisms for handling difficulties and obstacles due to legal provisions.

The Ministry of Justice monitors, guides and urges ministries, ministerial-level agencies, government agencies and People's Committees of provinces and cities to implement the Resolution . Implementation period: From the second quarter of 2025 to February 28, 2027.

Regarding the review and proposal of solutions to improve the law to remove difficulties and obstacles caused by legal regulations, the Plan requires   Agencies and organizations shall carry out tasks according to Plan No. 20-KH/DU dated July 10, 2025 of the Government Party Committee on directing and giving opinions on the results of the review and proposing solutions to improve the law to remove difficulties and obstacles caused by legal provisions, ensuring compliance with the Plan of the Central Steering Committee on improving institutions and laws. At the same time, continue to review and identify difficulties and obstacles caused by legal provisions and solutions to handle difficulties and obstacles according to the principles prescribed in Resolution No. 206/2025/QH15.

Ministers, Heads of ministerial-level agencies, Chairmen of provincial-level People's Committees and heads of competent agencies to develop and promulgate legal documents are directly responsible for, direct and take responsibility. The Central Committee of the Vietnam Fatherland Front, the Supreme People's Court, the Supreme People's Procuracy, the State Audit, the Ethnic Council and agencies of the National Assembly are requested to coordinate with ministries and ministerial-level agencies in reviewing and identifying difficulties and obstacles caused by legal provisions and proposing solutions according to the principles prescribed in Resolution No. 206/2025/QH15.

Implementation period: From Quarter II, 2025 to February 28, 2027.

Issue a plan to handle difficulties and problems caused by legal regulations before March 1, 2027.

Regarding handling difficulties and obstacles caused by legal provisions , based on the review results, Ministries, ministerial-level agencies, People's Councils, People's Committees at all levels, Chairmen of Provincial and Municipal People's Committees shall review and propose solutions to handle difficulties and obstacles caused by legal provisions according to the provisions of Clause 1, Article 4 of Resolution No. 206/2025/QH15 and study, develop, promulgate according to their authority or submit to competent authorities for promulgation of documents to handle difficulties and obstacles caused by legal provisions. It is recommended that the Central Committee of the Vietnam Fatherland Front, the Supreme People's Court, the Supreme People's Procuracy, the State Audit, the Ethnic Council and agencies of the National Assembly, within the scope of their tasks and powers, proactively handle and coordinate with Ministries and ministerial-level agencies in handling difficulties and obstacles caused by legal provisions. The issuance time is before March 1, 2027 and according to the roadmap and plan approved by the competent authority; ensuring compliance with the goal: "By 2025, basically complete the removal of "bottlenecks" due to legal regulations" identified in Resolution No. 66-NQ/TW.

The Ministry of Justice shall preside over and coordinate with ministries, ministerial-level agencies, government agencies, People's Councils, and People's Committees of provinces and cities to organize specialized training conferences on professional skills and techniques in drafting and promulgating legal documents in accordance with Resolution No. 206/2025/QH15 . Implementation period: From the third quarter of 2025 to the end of 2026.

Every 6 months and every year, the Ministry of Justice shall preside over and coordinate with ministries, ministerial-level agencies, government agencies, the Supreme People's Court, the Supreme People's Procuracy, the Nationalities Council and agencies of the National Assembly, People's Committees of provinces and cities and relevant agencies and organizations to prepare assessment reports on the implementation of the Resolution and send them to the Government and the National Assembly upon request.

Based on the contents of this Plan and the practical situation, Ministries, ministerial-level agencies, Government agencies and Chairmen of People's Committees of provinces and cities shall develop detailed plans to implement the Resolution within the scope of management of their ministries, branches and localities (if necessary). Periodically every 6 months, annually or unexpectedly, report the implementation results to the Ministry of Justice for synthesis and reporting to competent authorities.
