
Accordingly, Ho Chi Minh City has completed the organization and consolidation of the apparatus, allocation and arrangement of staff and civil servants to take up tasks at agencies, units and operate the Public Administration Service Center at the commune level.
The working offices of the new administrative units have been reviewed and rearranged to suit the scale of the organization. The reception and settlement of administrative procedures (TTHC) have been implemented promptly.
As of July 31, the Ho Chi Minh City People's Committee received 366,897 administrative procedure records. The satisfaction level in receiving and handling administrative procedures of people and businesses is 95.56%. The city has resolved 3,867 cases of early retirement and resignation according to Decree No. 178/2024 and Decree No. 67/2025 of the Government .
However, Ho Chi Minh City recorded a number of difficulties and obstacles in the process of implementing two-level local government.
According to current regulations on the functions and tasks of commune-level professional departments, the workload is increasing in both breadth and depth, covering many areas. This requires civil servants to have extensive professional knowledge, comprehensive skills and the ability to handle situations flexibly.
One of the outstanding difficulties is that the organization and personnel arrangement at the commune level have not met the workload requirements in the new context.
Specifically, according to regulations, with the current number of civil servants, on average each civil servant must be in charge of 4-9 groups of tasks, each group has many detailed, complex and large-volume contents.
From this workload, civil servants encounter difficulties such as: work overload, difficulty in ensuring quality and progress, lack of reserve resources and limitations in management, operation and consulting.

According to Mr. Pham Thanh Nhan, after the district-level People's Committee ceased operations from July 1, 2025, the urban order management teams under the economic , infrastructure, and urban departments of the district level previously ceased operations. At the same time, the local inspection organization under the Department of Construction was reorganized, leading to a situation where wards, communes, and special zones no longer have specialized forces to perform the tasks of inspection, supervision, and handling of violations related to urban order and construction.
In the context of rapid urbanization with many new industrial clusters and housing projects being implemented in Ho Chi Minh City, the lack of specialized forces in the field of urban order management and construction has caused many difficulties in management, supervision and handling of violations.
The Deputy Director of the Ho Chi Minh City Department of Home Affairs emphasized that, overcoming difficulties, the city is determined to improve the efficiency of the two-level local government model with many solutions, in a systematic and synchronous manner, always striving towards the goal of increasingly better serving the people and businesses.
Also at the press conference, Mr. Duong Van Thom, in charge of the Ho Chi Minh City Public Administration Service Center, Office of the Ho Chi Minh City People's Committee, added that the city has built a model of "One destination, multiple services" with 38 local groups at 38 commune-level Public Administration Service Centers.
At the same time, strengthen and improve the operational capacity of the two previous regional centers in Binh Duong and Ba Ria - Vung Tau ; deploy the reception of non-administrative boundary records at 168 commune-level centers.

From August 1, this model will be officially implemented. It is expected that by October 2025, 100% of administrative procedures will be implemented completely without boundaries within the entire Ho Chi Minh City.
In addition, the Department of Science and Technology of Ho Chi Minh City promotes the provision of online public services, striving to achieve 100% of administrative procedures eligible for online implementation by October 2025; 100% of procedures related to business activities are implemented online and processing time is reduced by 30%.
The Ho Chi Minh City Department of Finance will advise the Ho Chi Minh City People's Committee to submit to the Ho Chi Minh City People's Council a Resolution to collect 0 VND fees for all administrative procedures performed online.
In addition, to facilitate people and businesses, the Ho Chi Minh City People's Committee has directed to add areas to be served at the Public Administration Service Centers at all levels. These include tax, social insurance, public postal services; some localities also arrange services such as lawyers, translation, etc.
