General Secretary To Lam pointed out that the workload to be resolved at this Central Conference is very large, the scope is very wide, many sensitive contents related to "national affairs and people's livelihood". At the same time, he suggested a number of issues for the Central Committee to focus on discussing and deciding.

According to the General Secretary, over the past 4 months, implementing the conclusions of the Central Committee, the Politburo and the Secretariat have led and directed the basic completion of the arrangement and streamlining of the apparatus of the Party, Government, National Assembly and Fatherland Front agencies at the central level.

The figures on streamlining and work efficiency as well as cost savings stated in the reports clearly demonstrate the revolutionary nature of this streamlining. However, in general, the organizational model of the political system is not really complete, especially at the local level.

Therefore, the Politburo requests that Central Committee members, with innovative thinking and a radical revolutionary spirit, for the development of the country and the people, focus on giving opinions on the contents according to the discussion suggestions attached to each project.

"Especially big issues such as the policy of arranging administrative units - provincial level to 34 provinces and cities; not organizing district level, reducing about 50% of commune-level administrative units.

Regarding continued preparations for the 14th National Party Congress and the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term, the General Secretary stated that since the 10th Central Conference, the Politburo has continued to resolutely and urgently direct preparations for the organization of the 14th National Party Congress, focusing on two groups of issues: documents and personnel.

With the document, according to the General Secretary, the Politburo has directed the addition and updating of many new issues, especially important revolutionary policies and decisions for national development.

The content and presentation of documents have many improvements, ensuring that the documents are scientific, practical, actionable, feasible, and purposeful according to the motto that the political report is a torch to light the way, while other reports must be a handbook for action.

The consistent spirit of the documents demonstrates the unchanging persistence of the path to socialism, and well resolves the relationship and dialectic between stability and development.

Along with that, closely following the big goal of increasingly better meeting the needs of the people, determined to realize the country's two 100-year goals.

To achieve these goals, according to the General Secretary, the Politburo and the Secretariat are eager to hear recommendations and solutions to help achieve the GDP growth target of 8% or more in 2025.

At the same time, it continuously grew by double digits in the following years under the conditions of carrying out a revolution in organizational structure and rearranging administrative units at all levels, as well as in the context of a global trade war.

"The most important thing with this content is that comrades in each locality, ministry and sector must find out what needs to be done right from their own motivation in order to achieve the set targets," he noted.

Regarding personnel, the General Secretary pointed out that this is the "key of the key" issue to realize the goals and visions of the 14th Congress.

Therefore, personnel work must be prepared early and will continue to be supplemented and perfected until the 14th Party Congress takes place.

The General Secretary stated that up to now, the Politburo has directed the review and supplementation of the draft direction for personnel work of the 14th Central Executive Committee in accordance with the structure of the new organizational model.

Review and propose the Central Committee to supplement the strategic-level cadre planning; draft amendments and supplements to a number of contents of Directive 35 of the Politburo on organizing Party congresses at all levels towards the 14th National Party Congress.

Including some new amendments and supplements on the age of re-election, structure, number of Party committees, time of congress organization, and congress content.

All of these important tasks are aimed at the goal of successfully organizing Party Congresses at all levels and organizing the 14th Congress in the first quarter of 2026 as planned.

Advocating for earlier elections

According to the General Secretary, to contribute to bringing the 14th National Congress resolution into life, the Politburo submitted to the Central Committee a project on "directions for the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term".
