On April 14, the appeal hearing of the Van Thinh Phat case (phase 2) ended its debate. Ms. Truong My Lan and her co-defendants had their final words before the jury deliberated.

Ms. Truong My Lan said the case was the fate of her life.

Beginning her final statement, Ms. Truong My Lan shared that she was very emotional because during the days the court was on recess, through her lawyer, she learned that the Government had decided to establish a Central Inter-sectoral Steering Committee on organizing the execution of judgments and recovering assets in her case.

Ms. Truong My Lan said that the above decision of the Government is very meaningful to her after many petitions and requests that she sent to departments and agencies to request a special mechanism to completely recover the assets.

"The consequences were unexpected, an accident. During more than 10 years of participating in restructuring SCB Bank and since being detained until now, the defendant has continuously tried to find ways to contact partners to find the best solution for projects and assets.

This morning, the defendant was informed by his lawyer and family that a group of foreign partners agreed and had prepared resources to handle the assets.

This group of partners has proposed a profile, which will be submitted to the Steering Committee for the execution of the judgment for the latest processing. Please acknowledge the efforts and consider the overall assessment to have an appropriate penalty level," said Ms. Truong My Lan.

The trial panel said that the Prime Minister had signed a decision to establish and appoint the Permanent Deputy Prime Minister as head of the Central Inter-sectoral Steering Committee on organizing the execution of judgments and recovering assets in the case, so during the execution of judgments, the defendant could contact the competent authority to come up with the best plan to compensate and remedy the consequences of the case.

If during the execution of the sentence, the defendant shows goodwill to improve, there will be a review policy in favor of the defendant.

Continuing to present her final statement, Ms. Truong My Lan thanked the prosecution agencies for their hard work in investigating the case and clarifying the figures in the case. Ms. Lan also thanked the detention agencies for their concern, mental and physical support, and encouragement during the past time.

Ms. Lan said that she had many times faced the choice of going abroad to develop. In 1993, Ms. Lan met her husband, Mr. Chu Lap Co - a Chinese businessman, but she did not go abroad with her husband but decided to stay to contribute to the development of the country.

"Even though my children are over 30 years old this year, I have never slept with them because I am a workaholic. I want my country to have what foreign countries have. I just want the jury to reconsider my family, the ethics, and the contributions of my family and me over the past decades.

Regarding SCB, the defendant is a righteous person, so when called upon to save SCB, the defendant was willing to participate in restructuring. SCB was rebuilt from the rubble, the defendant can only hope that after this trial, the jury will help the defendant have the opportunity to remedy the consequences as soon as possible.

The defendant determined that this was an accident, the fate of his life, and did not blame anyone. The defendant hoped that SCB would develop sustainably. The assets he put into SCB, in addition to paying off the debt to the State Bank , must be developed in the true sense of the assets," Ms. Lan shared.

Finally, Ms. Truong My Lan continued to ask the jury to "deeply" reduce the sentences for the other defendants, especially her husband, Mr. Chu Lap Co.

Former SCB CEO asks for a second chance

In his final words, Mr. Vo Tan Hoang Van (former CEO of SCB) said that he worked for a salary, following the assignment of his superiors, and his violations stemmed from his participation in the SCB restructuring project.

The failure of the SCB restructuring project affected many people, and was a dark night. However, the defendant still thought that in that darkness there would still be a ray of hope and faith because thanks to those events, the state management agency and market participants would recognize the shortcomings and from there adjust and strengthen the market foundation so that the economy could develop more sustainably in the future.

"Dear judges, throughout the past time, the defendant has always looked back at his own dignity and morality, and those things have helped him repent. So please allow him and other defendants not to be isolated from society for too long because he still has responsibilities to his family," Mr. Van stated.

Mr. Van asked the jury to trust, create conditions, and give him and the other defendants, especially Ms. Truong My Lan, a chance to start over, and Mr. Van promised to live up to that opportunity.

Finally, Mr. Van expressed his gratitude to his partner for taking care of his elderly parents and children for the past 30 months and for a long time to come.

After the defendants had their final words, the jury announced that they would announce the verdict on the morning of April 21.
