On the morning of April 14, the National Assembly Standing Committee opened its 44th session. Speaking at the opening of the session, National Assembly Chairman Tran Thanh Man said the session is very important in preparing for the upcoming 9th session.
Ready to consider issues of responding to US tariff policy
Mr. Man said that according to the meeting agenda, it will take place over two weeks, divided into two sessions. At the same time, it will focus on solving a huge amount of work and "maybe work at night" if the Government submits a timely proposal to rearrange commune-level administrative units in some provinces, the National Assembly Standing Committee will approve it.
He reiterated that the Party Central Committee has reached a conclusion agreeing to merge commune-level administrative units, ensuring that the country reduces the number of commune-level administrative units by about 60-70% compared to the present. "Currently, the country has 10,035 communes and after the Standing Committee meetings, there will be a specific number of communes to be arranged nationwide," Mr. Man added.
Also according to Mr. Man, at the meeting, the National Assembly Standing Committee gave opinions on 42 groups of contents, including 24 groups of contents on constitutional and legislative work, 10 groups of contents on economy, budget, supervision and important issues.

In particular, the National Assembly Standing Committee gave opinions on the dossier proposing to amend and supplement a number of articles of the 2013 Constitution; established a Committee to draft amendments and supplements to a number of articles of the 2013 Constitution; and solicited public opinions on the draft amendments and supplements to a number of articles of the 2013 Constitution.
It is expected to collect public opinions for about 1 month, 5 days for synthesis, so the time is about 35 days.
"Amending the Constitution is a particularly important task with a huge amount of work, involving the responsibilities of many agencies and organizations, associated with the policy of streamlining and reorganizing the system in the spirit of conclusions 126 and 127 of the Politburo, Secretariat, and Central Steering Committee," Mr. Man added.
Along with the official contents, Mr. Man informed that there are still many backup contents that need to be arranged and reviewed to serve the arrangement of the State apparatus, the arrangement of administrative units, the construction of a 2-level local government organization model...
In addition, the Government, Prime Minister, and relevant agencies are currently making great efforts to deploy solutions in all areas to proactively respond to the US tariff policy towards Vietnam.
The National Assembly and the National Assembly Standing Committee are ready to consider issues within their authority to quickly remove difficulties and obstacles for businesses and people to develop the economy and society, and related to tax exemption, reduction and extension policies for US businesses.
The workload is huge, causing overload for both the drafting agency and the reviewing agency.
The National Assembly Chairman pointed out that the legislative task at the 9th session is the largest since the beginning of the term.
It is expected to consider and pass 30 laws, 7 resolutions, and give opinions on 6 draft laws, not to mention many other laws and resolutions that the Government and agencies are continuing to propose to add to the meeting agenda.
Some bills will still follow the old process of the Law on Promulgation of Legal Documents 2015, while many bills will follow the new legislative process under the Law on Promulgation of Legal Documents 2025.
Therefore, agencies need to pay attention, closely follow legal regulations to carry out work and need to coordinate closely.
At the same time, carefully review and discuss in a constructive spirit, trying to reach high consensus on major contents before submitting them to the National Assembly for approval.
"The Central Conference is a historic conference, deciding on historic issues, so the Government concretizes and submits it to the National Assembly, so the National Assembly Standing Committee is responsible, the National Assembly must do its best to implement the Party's resolution.
Discuss in a spirit of empathy and reason, taking people and businesses as the center to resolve recommendations and proposals that the Government is submitting to the National Assembly for consideration and resolution as quickly and as best as possible.
To ensure 8% growth in 2025 under the condition of provincial merger and if the Constitution is passed, there will be no more district level, and the commune level will be merged.
Many related organizational issues will affect the direction and administration of the Party and State, in which the role of the National Assembly and the Government is extremely important," Mr. Man added.
With the spirit of being ready to support and accompany the Government, however, Mr. Man stated that up to now, the National Assembly's inspection agencies have not yet received documents on many contents, especially those on economics, finance and budget.
He requested the Government to direct ministries and branches to urgently prepare the contents under their responsibility, to complete and submit to the National Assembly Standing Committee on schedule, without delaying or consolidating them into the time of the session.
During the session, the National Assembly Standing Committee must also complete the review and approval of resolutions on the arrangement and reorganization of commune-level administrative units.
Provide opinions to submit to the National Assembly for approval of the resolution on merging provincial administrative units and complete the contents according to the work program.

"For non-urgent contents, not related to apparatus arrangement, scientific development, and innovation, the Government should consider not adding them to this session or must prepare thoroughly and ensure quality before proposing to add them...", Mr. Man added.
Regarding the contact with voters in localities before the 9th session, Mr. Man emphasized that when meeting with members of the National Assembly Standing Committee, they must explain "reasonably" to localities about the upcoming issues of merging provinces, merging communes, and abolishing district levels.
