New opportunity
In Can Tho City, the private economy participates in most fields of production and business: industry, trade, tourism, health, education, environment, science and technology... This sector creates added value, contributing about 74% of the total GRDP and over 80% of the city's total budget revenue. This is an important force promoting innovation, improving labor productivity, increasing national competitiveness, contributing to hunger eradication, poverty reduction, and stabilizing social life. Many private enterprises have grown strongly, affirmed their brands and reached out to regional and world markets. In addition, enterprises also actively contribute to social security and sponsor cultural and festival activities.

However, the level of development of the private economy is still not commensurate with the potential, advantages, and role of the city as a regional center. Human resource development is not commensurate with the requirements of development and integration; the quality of the available labor force does not meet the requirements of enterprises, especially in foreign-invested enterprises and enterprises using modern technology and equipment. In addition, there are no products or brands that are competitive in the supply chain and value chain in the domestic and international markets.
In that context, Resolution No. 68-NQ/TW of the Politburo was issued, demonstrating a major step forward in the Party's theoretical thinking and practical guidance: "In a socialist-oriented market economy, the private economy is the most important driving force of the national economy". The Resolution affirmed that Vietnamese entrepreneurs are "soldiers on the economic front" in the new era. They not only contribute to enriching themselves but also carry out the noble mission of building a strong and prosperous country.
Implementing Resolution No. 68-NQ/TW, in June 2025, the Can Tho City Party Committee (old) issued Plan No. 418-KH/TU to implement Resolution No. 68-NQ/TW. The Plan stated that developing a fast, sustainable, effective, and high-quality private economy is both a central and urgent task and a long-term strategic one; it needs to be specified in the country's development strategies and policies. Thereby, promoting all potentials and strengths, liberating all productive forces, activating, mobilizing and effectively using all resources, especially resources among the people, for socio-economic development, consolidating and strengthening national defense and security, enhancing foreign affairs and international integration. At the same time, thoroughly eliminating perceptions, thoughts, concepts, and prejudices about Vietnam's private economy; correctly assessing the important role of the private economy in national development; foster and encourage the entrepreneurial spirit and innovation of people and businesses, respect businesses and entrepreneurs, identify entrepreneurs as soldiers on the economic front...
Raising the level of private economy
Mr. Nguyen Phuong Lam, Director of the Vietnam Federation of Commerce and Industry, Mekong Delta Branch, said that Resolution No. 68-NQ/TW raises issues that are not new. However, the Central Government once again wants to affirm the potential for private economic development for the country and localities. The Resolution opens up opportunities for private enterprises when mentioning preferential and specific mechanisms and policies for the development of this region.
“With Resolution No. 68-NQ/TW, national resources will be prioritized for enterprises. Previously, resources for private economic development were not large enough, we had to borrow, thanks to other driving forces such as the leading role of state-owned enterprises or FDI enterprises, but now resources for private enterprise development are large enough. The Resolution identifies private enterprises as the “most important” force. This is the right direction, so policies from the central to local levels must focus on land, human resource training, access to national resources and building action programs for enterprises to develop more strongly,” said Mr. Lam.
Mr. Pham Thai Binh, General Director of Trung An High-Tech Agriculture Joint Stock Company, shared: "Trung An has been located in Can Tho City (old) for about 30 years, but its investment, production and business activities have expanded to Hau Giang (old), Soc Trang (old) and many other localities. The company is very happy with the birth of Resolution No. 68-NQ/TW, combined with the merger opening up new development space for Can Tho City. Along with the new apparatus, the new government is very dynamic and open, we expect it will be an opportunity for Trung An's operations to be more favorable. The company hopes that the city will support the implementation of the waste-to-energy project and access capital to implement the project of 1 million hectares of high-quality and low-emission rice cultivation associated with green growth in the Mekong Delta region by 2030".
Ms. Ta Thi Thu, President of the Association of Women Entrepreneurs in Can Tho City, said: The Association of Women Entrepreneurs has 229 members, operating in the trade and service sector accounting for 76%, small-scale industrial production 13%, finance and banking 10%... In recent years, in addition to supporting each other to develop production and business activities, the association has also maintained charity programs such as Love Supermarket, vocational training programs for disadvantaged women and other charity programs. Resolution No. 68-NQ/TW was issued as a policy and guideline for the activities of the business community, including women-owned enterprises. Accordingly, enterprises must transform and be proactive to keep up with the country's development, take advantage of opportunities and policies to support enterprises to strengthen their internal strength, renew themselves, and gradually create breakthroughs in the new era.
According to Mr. Vuong Thanh Nam, Deputy Director of the Department of Finance of Can Tho City, the city will continue to arrange and complete the organizational apparatus in 2025 to ensure the right roadmap, stable and smooth operation of the 2-level local government organization model, without interruption or delay in the activities of people and businesses, especially in administrative procedures. At the same time, closely following the institutions, mechanisms and policies of the Central Government, focusing on completing and ensuring resources to seriously and effectively implement the Resolutions of the Politburo including: Resolution No. 68-NQ/TW, Resolution No. 57-NQ/TW on breakthroughs in science and technology development, innovation and digital transformation, Resolution No. 59-NQ/TW on international integration in the new situation, Resolution No. 66-NQ/TW on innovation in law making and enforcement.
Mr. Do Thanh Binh, member of the Party Central Committee, Secretary of the Can Tho City Party Committee, emphasized: Recently, the Politburo issued Resolution No. 68-NQ/TW on private economic development and Resolution No. 57-NQ/TW on breakthroughs in science, technology, innovation and national digital transformation. These two resolutions have a great impact on the development process of the business community. The city's leaders requested relevant departments and branches of the city to thoroughly understand the role and importance of the private economic sector, completely eliminate perceptions, thoughts, concepts and prejudices about the private economy, thereby being proactive in deploying and implementing mechanisms and policies to support businesses. At the same time, regularly dialogue, care, share, accompany, promptly remove difficulties, obstacles and legitimate proposals and recommendations of businesses.
