Directing the successful organization of grassroots and district level congresses

To ensure the success of the provincial congress, the Provincial Committee of the Vietnam Youth Union has focused on directing the district and commune levels to organize the congress seriously and thoughtfully. By April 21, 2024, 100% of communes, wards and towns had completed the congresses for the 2024-2029 term. By July 30, 2024, 8/8 district-level units also successfully organized congresses and conferences for the 2024-2029 term, ensuring quality and meeting time requirements, creating an important premise for the provincial congress.

Through the congresses at all levels, 1,905 commune-level committee members and 234 district-level committee members were elected; of which 689 were new members (36%), 228 were ethnic minorities or religious people (11.9%), 1,103 had college or university degrees or higher (57.9%), and notably 583 were young members (30.6%). The new committee member structure reflects rejuvenation, professionalization, and diversification in composition. The Association at all levels strictly followed the procedures and regulations of the Central Association and the instructions of the Provincial Association Committee. The content of the political report at the congress focused on evaluating the Association's movements and programs, accurately reflecting the results through specific work and data, comparing them with the Resolution's targets to determine the level of completion. In each result, the Association at all levels selected typical examples and models to set examples and introduce for replication.

In the congress program, there were hundreds of opinions participating in lively and democratic discussions, contributing many enthusiastic and practical opinions, specifically identifying the limitations and causes in each aspect of work. The direction and tasks for the 2024-2029 term were specifically and clearly built, closely following the youth situation and local tasks.

The new point in organizing grassroots and district-level congresses this term is that units strongly apply digital transformation in the stages of organizing congresses, such as scanning QR codes to provide documents; building a report summarizing the 2019-2024 term and directions and tasks in the next term, organizing exhibition booths to introduce youth start-up products, typical local products...

In general, the Congress of delegates of the Vietnam Youth Union at district and commune levels for the 2024-2029 term demonstrated the excitement, enthusiasm, dynamism and creativity of young people in each field, truly a festival of youth at the grassroots level.

Carefully prepare for the Provincial Congress

Comrade Bui The Hop, Vice Chairman of the Provincial Youth Union, said: After completing the district-level Congress, at the end of July 2024, the Secretariat of the Youth Union Committee established the Organizing Committee and Subcommittees to serve the 6th Provincial Youth Union Congress, term 2024-2029, undertaking tasks such as: Building a system of documents, personnel plans, propaganda plans, logistics... of the Provincial Congress.

The Provincial Congress is expected to be held for 2 days, at the end of September 2024, at Pham Thi Tran Theater (Ninh Binh City). The Congress is tasked with objectively and substantially assessing the results of the implementation of the Resolution of the 5th Congress, term 2019-2024; consulting and electing members to participate in the new term of the Association Committee, the Delegation to attend the 9th National Congress of the Vietnam Youth Union; at the same time, proposing directions, tasks and solutions for the work of the Association and the youth movement of the province in the period 2024-2029.

Currently, the preparation work for the Provincial Congress is being carried out synchronously, systematically, actively and thoughtfully. The Congress program has been designed scientifically, closely, ensuring solemnity and efficiency, detailing each part of the ritual, working sessions according to the timeline. The system of documents has been fully built with political reports, reports evaluating the direction of the Standing Committee, the Secretariat, the members of the Association's Committee during the term, draft Resolution of the Congress... Up to now, the political report submitted to the Congress has been drafted and edited through 8 times of receiving comments from the Association at all levels, departments, branches, organizations, Standing members, former Standing members of the Provincial Youth Union, and Provincial Associations through the periods. The comments at the Congress are specifically assigned to the preparation units, it is expected that there will be 10 comments with the content focusing on the movement "I love my Fatherland" and the major programs of the Association during the term.

Through the drafting of the political report and the comments, the Congress will focus on researching and innovating the Association's operating methods, enhancing the attractiveness and effectiveness of its programs, meeting the increasing needs of young people. At the same time, it will propose solutions to unite and gather a large number of young people, especially young students, young workers, and rural youth; through major action programs in the new term, such as: I Love My Fatherland Movement, Youth Volunteers, Building New Rural Areas, Civilized Urban Areas, Accompanying Young Entrepreneurs...

The development of the new personnel plan is carried out in accordance with the regulations and instructions of the Central Committee of the Association. It is expected that 41 people will be consulted and elected as members of the Association's Committee for the 6th term, 2024-2029, ensuring compliance with 5 specific criteria and structure and composition. In addition, the Associations at all levels and the Congress Service Subcommittees are also actively implementing propaganda work and welcoming activities to create a vibrant competitive atmosphere among the youth force in the whole province towards the Provincial Congress. Prepare equipment and facilities to be ready to deploy decoration and celebration work one week before the Congress is held.

The 6th Provincial Congress of the Vietnam Youth Union, term 2024-2029, will have many new points, notably the maximum application of digital transformation in the following stages: Delegate roll call, consultation and selection, QR code scanning to get Congress documents, building a report summarizing the term 2019-2024 and directions and tasks in the next term, displaying typical products of youth in virtual reality space...

The 6th Congress of the Vietnam Youth Union of Ninh Binh Province, term 2024-2029, promises to be an important political event, opening a new development stage of the organization. The Congress is also an opportunity for Ninh Binh youth to demonstrate their pioneering and creative spirit, actively contributing to the development of their homeland.
