Attending the meeting at Tuyen Quang bridge were comrade Nguyen Van Son, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; leaders of a number of departments, branches, districts, cities and contractors of the Tuyen Quang - Ha Giang expressway section through Tuyen Quang province.

To complete the target plan of 3,000 km of expressway in 2025, the Prime Minister has established 7 inspection teams and assigned 7 Deputy Prime Ministers as Heads of the teams, along with ministries and branches to directly inspect the site to remove difficulties and obstacles, and urge the progress of implementing projects in the list of 3,000 km of expressway to be completed in 2025.

After the inspection, the summary report of the localities showed that: the localities have made great efforts in site clearance and implementation of assigned tasks; investors, consultants, contractors, engineers and especially workers have worked enthusiastically and diligently on construction sites for the goal of completing key projects. Some of the implemented tasks have had specific results, contributing to resolving difficulties and obstacles of the project.

However, there are still some tasks that need continued leadership, direction, and resolution, and the efforts of investors and contractors, as well as the consensus and support of the people, can be completed by the end of 2025.

At the conference, localities reported on the results of organizing and implementing highway construction projects; solutions to remove difficulties and obstacles in site clearance, supply of construction materials, embankment soil... At the same time, they also made recommendations and proposals to the Prime Minister and central ministries and branches on a number of issues related to capital and project adjustment...

Speaking at the meeting, Chairman of the Provincial People's Committee Nguyen Van Son reported on the implementation of the Tuyen Quang - Ha Giang Expressway Project (Phase 1), the section passing through Tuyen Quang province. Regarding the handover of the site, up to now, the entire route has been handed over at 99.2%, with 550m remaining to be handed over. The province is focusing on and resolutely directing specialized agencies, investors and local authorities at all levels to resolve existing problems, difficulties and obstacles, and hand over the site to the contractor to construct the remaining 550m before April 5, 2025. The province has resolved material problems to ensure that the contractors' needs are met.

The project has a total of 7 construction packages, with more than 90 construction projects so far being implemented; the total number of machinery and equipment on the route is nearly 660 pieces of equipment. The total cumulative implementation value is 1,467/4,789 billion VND, reaching 30.62% of the contract value, 4.36% behind the contract according to the project schedule. Tuyen Quang province continues to direct "3-shift construction", focusing on equipment, materials, and workers to complete the project (phase 1) through Tuyen Quang province to ensure quality and progress before December 31, 2025.

He proposed that the Government and the Prime Minister consider providing the province with an additional capital of VND 1,800 billion from the central budget in 2025 to complete the first phase of the project in 2025; supplement the medium-term public investment plan from the central budget for the period 2021-2025 corresponding to the increased revenue of the central budget in 2023 of VND 2,000 billion.

The Provincial People's Committee proposed that the Government, the Prime Minister, and central ministries and branches consider and supplement the central budget capital in the period of 2026-2030 for the Project to continue investing in completing the entire route to reach a scale of 4 complete lanes in accordance with the road planning for the period 2021 - 2030, with a vision to 2050 approved by the Prime Minister in Decision No. 1454/QD-TTg dated September 1, 2021.

Speaking at the meeting, Prime Minister Pham Minh Chinh emphasized: The goal of completing 3,000 km of expressway by 2025 is a particularly important political task to celebrate the country's major holidays and effectively implement the goal of accelerating the disbursement of public investment capital, creating momentum for socio-economic growth, creating jobs and livelihoods for people and businesses, bringing added value to land, creating new space for the development of industrial parks, services, and residential areas...

Through the inspection by the Deputy Prime Ministers, the results were very positive. The Prime Minister commended the localities involved in the expressway projects for their efforts in resolving problems and speeding up the construction progress of the projects.

The time from now until December 31 is not long while the workload is still very large. Therefore, the Prime Minister requested ministries, branches and localities to seriously review and urgently implement key tasks to complete the goal of the emulation movement "500 days and nights of emulation to complete 3,000 km of expressway", especially in projects in the group that are behind schedule and have difficulties and obstacles in the spirit of serving the people.

Localities must mobilize the entire political system to participate, especially in site clearance; promote the licensing of construction material exploitation to facilitate construction contractors; directly and regularly pay attention to and encourage workers to participate in projects in the locality; urge the progress of project implementation, ensure completion on schedule, ensure quality, and prevent negative corruption.

The competent authorities, investors, and contractors of the projects must review and develop detailed construction schedules, and have solutions to speed up progress to compensate for the delayed construction volume, ensuring completion on schedule; must identify existing problems and obstacles, and have solutions to remove them based on the principle of "clear people, clear work, clear progress, clear results, clear responsibilities" as a basis for monitoring and reviewing in the following inspections, ensuring maximum effectiveness of the working groups.

Media agencies should increase propaganda and encourage advanced models and places with good and creative ways of doing things in the emulation movement.

Regarding the proposals of localities on capital allocation, the Prime Minister agreed and requested the Ministry of Finance to allocate immediately, creating maximum conditions for localities to proactively allocate capital to meet construction progress requirements. Contractors need to coordinate with local contractors in the spirit of large enterprises supporting small local enterprises, creating conditions for sharing experiences, supporting development; taking advantage of favorable weather conditions to speed up construction progress "construction in 3 shifts, 4 shifts".

The Prime Minister assigned the Ministry of Finance to coordinate with the provinces to review the capital sources of the 2025 Capital Allocation Plan and the 2026 Capital Plan to ensure sufficient funding for projects to be completed in 2025; relevant ministries and branches focus on directing investors, contractors and relevant agencies and units not to be negligent or subjective, and to continue to proactively and actively implement and make greater efforts.
