The Provincial Party Executive Committee basically agreed with the reports and submissions of the Provincial Party Standing Committee and the Provincial People's Committee Party Committee on the progress of implementing the Central's conclusions on the arrangement and organization of the apparatus in the provincial political system; the situation of developing the personnel project for the 18th Provincial Party Congress, term 2025-2030; reporting on principles, criteria and plans for the arrangement and reorganization of commune-level administrative units.

The Provincial Party Secretary requested that Party committees, authorities and localities in the province focus on leading and directing to continue advising on relevant contents on the arrangement and reorganization of administrative units at all levels and building a 2-level local government organization model according to the conclusions and directions of the Central Government. The Provincial Party Standing Committee will establish a Steering Committee to deploy the project to arrange and reorganize commune-level administrative units in Hai Duong province.

The Provincial People's Committee needs to urgently absorb and complete the principles, criteria, plans and projects to arrange commune-level administrative units and submit them to competent authorities on schedule.

Party committees at all levels proactively directed the preparation and successful organization of the Party Congresses of communes and wards for the 2025-2030 term immediately after receiving new instructions from the Politburo on organizing Party Congresses at all levels for the 2025-2030 term.
