Fully implement policies to develop ethnic minorities

With the characteristics of a mountainous and border province with nearly 84% of the population being ethnic minorities. In recent years, Lang Son province has focused on disseminating support policies and guidelines; reviewing and ensuring the effective use of support funds to the right beneficiaries. At the same time, actively implementing investment in building essential infrastructure such as electricity, roads, schools, clinics, irrigation, domestic water, cultural houses... Thereby, contributing to arousing awareness of commodity production, encouraging people to strive to develop the economy to escape poverty and become rich legitimately.

In particular, to solve the shortage of residential land and production land in ethnic minority and mountainous areas, from 2014 to present, Lang Son province has implemented land policies for ethnic minority people according to 3 major policies including: Decision No. 755 dated May 20, 2013 of the Prime Minister approving the policy of supporting residential land, production land, and domestic water for poor ethnic minority households and poor households in extremely difficult communes, villages, and hamlets; Decision No. 2085 dated October 31, 2016 of the Prime Minister approving the Specific Policy to support socio-economic development in ethnic minority and mountainous areas, period 2017 - 2020. Currently, it is the National Target Program for socio-economic development in ethnic minority and mountainous areas (National Target Program 1719), period 2021 - 2025.

To effectively implement ethnic policies, recently, the People's Committee of Loc Binh district has organized inspection and supervision of the National Target Program 1719. Accordingly, from the beginning of 2024 to present, the implementation of National Target Programs in the district has been closely directed by all levels and sectors and achieved positive results. Agencies, units, and investors in the district have focused on implementing projects and sub-projects with component content of the National Target Programs.

In Chi Lang district, thanks to the close attention and direction of the district People's Committee, relevant units quickly started implementing works and projects under the National Target Programs. In 2024, from investment capital, relevant agencies and units in the district started construction of 13 new projects. To ensure progress, the units assigned as investors focused on implementing steps, organizing bidding and implementation. The relevant units implemented 2 projects: supporting residential land for 4 households and approving the list of housing support for 51 families. Up to now, 15 households have completed their houses, 7 households are under construction...

Mr. Phung Van Nghia - Vice Chairman of Chi Lang District People's Committee said that since the beginning of 2024, the District People's Committee has developed a plan to implement the project and disburse detailed public investment capital of the National Target Programs. In addition, the district has also issued documents directing, operating, guiding, urging the implementation as well as promoting the role of the Steering Committee and Management Board for the implementation of National Target Programs in communes and towns. In particular, the district is focusing on promoting the implementation of Project 1 on supporting residential land, production land, and domestic water for ethnic minorities.

According to the Provincial Ethnic Committee compiled from localities, the whole province of Lang Son has nearly 800 households in need of support for residential land; 5,540 households in need of support for production land. As a result, the province has supported more than 900 households lacking production land, reclaiming and improving more than 99 hectares of production land. Regarding support for career conversion, the whole province has more than 12,740 households in need. From the programs, support has been provided to more than 3,220 households with a total cost of over 16 billion VND, an average of 5 million VND/household to purchase agricultural machinery. The biggest difficulty for Lang Son at present is that there is no more public land fund to support people and no more land to reclaim for production land. Lang Son's terrain is complex, mainly hills and mountains, steep slopes, strong division, fragmented and small-scale cultivated land area, causing difficulties in land accumulation. In addition, the funding source according to regulations is low compared to the price of land transfer and reclamation for production. Regarding the support of residential land using local budgets, the People's Committees of districts have not yet arranged funding for implementation.

Currently, Lang Son province is continuing to pay attention to propaganda to raise awareness for ethnic minorities to proactively escape poverty, while promoting the implementation of support policies directly related to ethnic minorities.
