Mr. Thuong requested to strictly implement Circular 29 and shared: "Three weeks ago, I asked a principal in Hanoi if implementing Circular 29 would reduce teachers' income? The principal replied: "It will reduce a lot, but we will strictly implement it."
After that, I texted her back that the actual reduction is a reduction in income that does not belong to us. So, that is not a reduction. Or we can say that we reduce or lose income that does not belong to us. Let's do more for our students, for our colleagues. Let's do more for a more substantial and fair education .
The Deputy Minister of Education and Training requested to promote the spirit of self-study of students. Schools and teachers need to do something so that "students who do not deserve to study extra, do not force them to study extra, but guide them to form other abilities and qualities such as playing sports , performing arts...".
Mr. Pham Ngoc Thuong also emphasized that the 2025-2026 school year is the first year the country applies the 2-level local government model, so it is necessary to innovate education management methods accordingly.
Due to the reduction of intermediate management levels, it is necessary to strengthen the connection between the Ministry of Education and Training and the Department of Education and Training, between the Department of Education and Training and the commune-level authorities and schools. Managers and teachers need to continue training to improve their management capacity, expertise, and advisory capacity for local Party committees and authorities.
"We must change the method of educational management, from administrative management to creative and motivating management. Administration is an order, it is assigning targets and when it is an order, it is imposing. Creative is giving direction, giving initiative and we must change to this management method," said Mr. Thuong, and believed that we need to give more autonomy to schools, instead of pre-inspection as before, we should switch to post-inspection.
The Deputy Minister of Education and Training also noted the need to strengthen "substantial teaching and learning" and minimize the emphasis on scores and achievements. "In education or any field, there must be quantification, with scores, but they must be real scores, not just for achievements," said Mr. Thuong.
Regarding the capital's education sector, Mr. Thuong suggested that it is necessary to aim for more sustainable and quality development, not just comparing with 34 provinces and cities or being the top in the country, but also comparing in the region and the world.
