BTO-On December 6, at the 29th session - the 11th Provincial People's Council unanimously approved the policy of changing the purpose of using over 14 hectares of planted forests from the state budget capital with the State representing the owner (outside the planning of 3 types of forests) to another purpose to implement the road project from Tan Minh town to Son My, Ham Tan district.

Accordingly, this project is invested by the Provincial Traffic Construction Investment Project Management Board. The investment location is in the communes of Son My, Tan Duc, Tan Ha, Tan Phuc, Tan Xuan and Tan Minh town (Ham Tan) with a total project area of ​​over 68.3 hectares. Of which, the area of ​​planted forest requested to change its use purpose to another purpose is nearly 14.2 hectares.

It is known that the Road Project from Tan Minh town to Son My, Ham Tan district, has a route length of about 24 km, approved by the Provincial People's Council with a total investment of about 682,260 billion VND (central budget 348 billion VND, provincial budget 334.26 billion VND). Up to now, the project has been approved by the Ministry of Public Security in principle to recover security land to build the Tan Minh - Son My route. The project was also approved by the Provincial People's Committee for investment at the end of 2023 to meet the travel and goods circulation needs of people in the area. At the same time, connecting traffic in the region, gradually completing the technical infrastructure system; effectively exploiting the land fund on both sides of the road. At the same time, creating momentum for the development of industrial parks, promoting the socio-economic development of Ham Tan district and neighboring localities.

According to the audit report of the Economic - Budget Committee of the Provincial People's Council, in the total area of ​​68.3361 hectares implementing the project, there are 14.1792 hectares of planted forests from the state budget capital managed by the State as the owner representative of Thu Duc Prison. However, the procedures for converting the purpose of using the forest to another purpose have not been completed. Therefore, it is necessary to carry out the relevant procedures and processes on forestry before carrying out the next procedures according to regulations. Therefore, it is necessary for the Provincial People's Committee to submit to the Provincial People's Council for approval a Resolution on the policy of converting the purpose of using 14.1792 hectares of planted forests to another purpose to implement the Tan Minh town road project to Son My, Ham Tan district. Through the audit, the Economic - Budget Committee of the Provincial People's Council found that the draft resolution was built with sufficient legal basis, within its authority and ensuring legality and consistency with the current legal system.

Previously, the report of the Provincial People's Committee stated: On the area of ​​14.1792 hectares of planted forest, there are hybrid acacia trees with more than 3.4 hectares, reserves of 274.95 m3; rubber plantations of 7.6814 hectares, reserves of 776.09 m3; and acacia plantations of more than 3 hectares, reserves of 463.37 m3.

The Road Project from Tan Minh town to Son My commune, Ham Tan district is in the list of transportation development planning projects of Binh Thuan province until 2020 and vision to 2030 approved by the Provincial People's Committee.
