Reorganizing provincial and communal administrative units is a major task of strategic significance in the process of building a streamlined government apparatus that operates effectively and efficiently according to the requirements of political system innovation. Implementing Resolution 18 of the Central Executive Committee, Binh Thuan province has been demonstrating a proactive, resolute and synchronous spirit in implementing tasks, with the highest goal of sustainable development, improving people's lives and meeting integration requirements.
Conduct seriously and thoroughly
Immediately after the Government issued the directive documents, Binh Thuan issued Plan No. 317 dated March 28, 2025, clearly defining the goals, requirements, tasks and roadmap for the arrangement of administrative units at the provincial and communal levels. The province established a provincial Steering Committee, organized working groups, and simultaneously deployed tasks from the provincial to grassroots levels. This is not only a manifestation of high political responsibility but also demonstrates a methodical and scientific way of doing things, avoiding passivity and confusion during the implementation process. Based on the plan, the province has conducted a review and overall assessment of the current status of the administrative apparatus, population situation, socio-economic development, national defense and security, religion, finance, land and other specific factors in each locality. The review work is conducted seriously and thoroughly, ensuring complete and accurate data, serving as the foundation for developing an arrangement plan suitable to local realities and the general direction of the Central Government.
In particular, Binh Thuan has implemented the consultation of voters carefully, closely, ensuring democracy, publicity and transparency. From April 18 to 20, 2025, localities will organize consultation of voters in residential areas and each family related to the merger of commune-level administrative units. The results of the consultation will be an important basis, reflecting the thoughts and aspirations of the people, helping local Party committees and authorities at all levels to complete the arrangement plan in a sustainable and feasible direction, creating broad consensus in the whole society.
Up to now, Binh Thuan has basically completed the overall plan and draft of the Project on the arrangement of commune-level administrative units. It is expected that the whole province will arrange 45 commune-level administrative units, including 8 wards, 36 communes and 1 special economic zone, Phu Quy. The arrangement plan is not only based on legal criteria on population and area as prescribed, but also takes into account practical factors such as residential area, natural conditions, history of formation, cultural identity and socio-economic development conditions of each area. At the same time, Binh Thuan also closely coordinated with Lam Dong and Dak Nong provinces to develop a draft Project on the merger of provincial-level administrative units. Major contents have been completed in the spirit of initiative, responsibility and strict compliance with the process of collecting opinions, appraisal and submission to competent authorities for consideration.
Regarding the implementation progress, Binh Thuan set specific requirements for each time frame. On April 23 and 24, the People's Council at the commune level held a meeting to vote on the policy of rearranging commune-level administrative units. On April 25, the People's Council at the district level met to consider and vote on the policy. On April 26, the Provincial People's Committee and the Provincial People's Committee Party Committee met to give opinions on the project. On April 27, the Standing Committee of the Provincial Party Committee, the Steering Committee, the Standing Committee of the Provincial Party Committee, and the Provincial Party Executive Committee held meetings to consider and approve the project. On April 28, at the 34th session (special topic), the 11th Provincial People's Council approved the policy of rearranging the province and commune levels. Thus, the entire dossier will be completed and submitted to the Government before May 1, 2025, in accordance with the set plan.
Streamlining the apparatus, opening up new development space
Not only stopping at the arrangement of administrative units to meet the requirements of population and area according to regulations, the profound goal that Binh Thuan is aiming for is to build a streamlined, efficient government apparatus at all levels, better serving the needs of people and businesses. The arrangement will open up great opportunities to restructure the administrative apparatus, concentrate resources, and effectively exploit the development potential of each region and locality.
Along with that, Binh Thuan also pays great attention to ensuring the legal and legitimate rights of cadres, civil servants and public employees affected by the rearrangement. The province has requested relevant agencies and units to develop a plan for reasonable personnel arrangement and rearrangement, with appropriate support policies, creating favorable conditions for cadres and civil servants to continue to contribute in the new working environment. At the same time, propaganda and mobilization work to create unity in awareness and action of the whole society continues to be strengthened. Binh Thuan identifies that the consensus of the people is the decisive factor for the success of the administrative unit rearrangement. Therefore, agencies and units from the province to the grassroots have proactively promoted information, clearly explained the goals, meanings and implementation roadmap so that people can understand, share and accompany.
Restructuring administrative units is a difficult and complicated task, however, this is also an opportunity for Binh Thuan to break through, reshape the development space, build a streamlined, professional, modern administrative apparatus, contributing to creating new momentum for rapid and sustainable socio-economic development in the new period. With the strong leadership, careful and methodical preparation and high sense of responsibility of the entire political system, along with the consensus and support of the people, Binh Thuan is gradually realizing the great goal: Making the administrative apparatus increasingly compact, effective, serving the people better, meeting the development requirements in the new context.
