However, with the current quality of human resources, many localities, especially mountainous communes, are in need of training, fostering, and professional training for their staff and civil servants.

Adhering to the regulations and instructions from the Central and the province, immediately after the operation, the commune-level authorities in the mountainous areas of the province have focused their efforts and effectively implemented the assigned functions and tasks. In particular, they have paid attention to perfecting the organizational structure, repairing facilities, investing in purchasing machinery and equipment for online meeting rooms and public administration centers to best serve the needs of the people.

At many public administrative centers, the working spirit and attitude of officials and civil servants are enthusiastic and enthusiastic in guiding people to carry out administrative procedures. Most procedures are resolved quickly, promptly, and in accordance with the process on the network environment, saving maximum costs and travel time for people and businesses.

In addition, the work of receiving citizens, handling complaints, denunciations, recommendations and reflections has also been seriously implemented by the authorities of the communes in accordance with the law. The work of caring for people's lives, providing social welfare, repaying gratitude, supporting the poor, preventing and overcoming the consequences of natural disasters has been focused on...

Meanwhile, the staff of cadres and civil servants in many communes in mountainous areas is still lacking in both quantity and professional expertise. According to information from the Department of Home Affairs, currently, the total number of cadres and civil servants at the commune level is 6,230 people, lacking 106 staff according to Resolution No. 651/NQ-HDND dated June 24, 2025 of the Provincial People's Council. The situation of local surplus and shortage of civil servants at the commune level is happening, many communes in the 11 old mountainous districts lack a large number of civil servants. Faced with this situation, the Provincial People's Committee has seconded and mobilized 191 cadres and civil servants at the provincial level and in communes and wards with surplus civil servants who wish to work (15 provincial civil servants and 176 commune civil servants) to work, gradually solving the shortage of civil servants in mountainous areas.

The mobilization and secondment of civil servants to work in mountainous areas is a policy that is being evaluated as timely and correct, aiming to ensure that the two-level local government operates smoothly and effectively. The problem of the shortage of basic staff has been solved. However, many communes still lack specialized staff to carry out the authority and tasks previously transferred from the district level.

For example, in Luan Thanh commune, after the province added 3 more civil servants, the government sector is still short of 8 people (from September 1, there will be 1 more retired official) according to the staffing plan. Among the missing staff, Luan Thanh commune needs the most specialized civil servants to arrange jobs: basic construction investment, accounting and information technology. Mr. Ngo Van Tuong, Chairman of the People's Committee of the commune, analyzed: According to regulations, the People's Committee at the commune level is assigned the function of investor of public investment projects in the area. If there are no specialized civil servants in this field, it will be very difficult to implement the initial investment procedures and subsequent management work. Or if there is a lack of specialized civil servants in information technology, the commune will face many difficulties in implementing digital transformation, a key task of the 2-level local government model.

Similarly, in Thang Loc commune, according to regulations, the government sector will have 32 positions. After the province mobilized 4 more civil servants, the current number of positions is 23 people. Among the remaining positions, the commune needs most civil servants with expertise in accounting, basic construction investment and information technology. Chairman of Thang Loc commune People's Committee, Le Van Hung, said: Currently, the commune only has 1 commune-level civil servant with suitable expertise to be assigned to the accounting position of the Economic Department, but he has to undertake related work at both the People's Council and People's Committee offices, so he faces many difficulties. Meanwhile, the commune still does not have civil servants with expertise to carry out tasks related to basic construction investment and information technology.

According to the reporter's investigation, in the 11 old mountainous districts, many communes lack civil servants with expertise in information technology, accounting, and basic construction investment. While most of the current staff are commune-level civil servants, their capacity and qualifications are uneven, making it difficult for them to undertake commune-level tasks after receiving many authorities from the district-level People's Committees in the past. Therefore, leaders of many communes believe that, in addition to mobilizing and seconding civil servants who wish to work in mountainous areas, departments and branches need to pay attention to training, coaching, and fostering related expertise and skills for cadres and civil servants. At the same time, support and guide communes in mountainous areas in implementing steps and procedures according to the law in a number of tasks such as: basic construction investment, financial - budget management, land, resources, environment, etc.
