The operation of the two-level local government in Dak Lak has initially been smooth and effective. Commune-level officials and civil servants have proactively overcome difficulties, quickly adapted to new work, and better resolved administrative procedures for people and businesses.
However, in practice, there are also difficulties and shortcomings that need to be addressed.
Initial results
At the recent regular meeting of the Dak Lak Provincial People's Committee in July, Director of the Provincial Department of Home Affairs Truong Ngoc Tuan said: After more than a month, localities in the province have quickly caught up with the two-level local government model, initially operating stably and effectively. The People's Councils and People's Committees of communes and wards have issued documents to establish affiliated units and stipulate the functions, tasks, powers and organizational structures of the units; appointed positions according to regulations, arranged enough civil servants and public employees in departments, offices and Public Administration Service Centers of communes and wards to perfect the organization and apparatus of the government; focused on ensuring conditions for headquarters, infrastructure and working conditions for cadres, civil servants, public employees and workers to perform their duties.
Ea Nuol commune was merged from three communes: Ea Bar, Cuor Knia and the old Ea Nuol. After the merger, the new commune has an area of about 110.67 km2, with a population of 42,773 people. Chairman of the People's Committee of Ea Nuol commune Nguyen Duy Hoai said: "Although the area is large, the population is large, and there is a lot of work, the commune government has made efforts to overcome difficulties and quickly stabilize the organization and apparatus.
At first, some cadres and specialists were still confused with the new tasks, but with a high sense of responsibility and the urging and supervision of superiors, up to now the apparatus has operated stably; the economy and society have developed well, security and order have been ensured, the Commune Public Administration Service Center has received and resolved nearly 1,000 administrative procedures, most of them on time and before the deadline, so people are very excited". Ms. H'Diep Adrong in Knia 4 village came to the center to confirm poor households to go to vocational training and shared: "Before going, I thought that after the merger of communes, the large population and a lot of work would make the confirmation of records take a long time, so I went early. However, in reality, at the Commune Public Administration Service Center, there are always cadres on duty, giving enthusiastic guidance and resolving very conveniently and quickly, so I am very satisfied".
Quickly resolve arising problems
According to Director of the Department of Home Affairs of Dak Lak province Truong Ngoc Tuan, after more than a month of operating the two-level local government in Dak Lak, some difficulties and problems have arisen. Specifically, the decentralization, delegation of authority and implementation of legal documents of the Central Government have not yet been uniformly regulated, such as: Authority to establish the Public Administration Service Center at the commune level; authority to regulate the functions and tasks of public service units under the department, some areas have not been clearly decentralized. Detailed guidance documents are not yet synchronous and unified, such as: Public investment management, land management, natural resources, environment, basic construction, etc., causing difficulties and confusion in the implementation process.
Regarding the organizational structure and staffing after the reorganization, there were changes in staff, management scale, workload, many tasks had to be carried out in parallel, the implementation time was very short while the instructions were not timely, so there were certain difficulties. Some localities still lacked leaders of departments and offices, so they had to arrange for part-time staff; some areas still had a local shortage of specialized staff, such as: Information technology, science and technology, finance, construction, health, education , etc. At the same time, the arrangement of civil servants in specialized departments was not suitable for the work requirements and workload, so there was confusion in advising and handling.
After the reorganization, the localities were assigned to the old commune-level facilities with infrastructure that did not ensure space and working area, causing difficulties for common activities. On the contrary, some new communes and units, when assigned to work at the old district and provincial administrative center headquarters, exceeded the standards and norms for working headquarters compared to regulations, causing waste. The arrangement of operating funds for the new commune level is still limited, not meeting the actual needs after the merger, causing many difficulties in implementing regular and unexpected tasks...
Chairman of the People's Committee of Ea Nuol Commune Nguyen Duy Hoai shared: "The work pressure is very high, especially in the two specialized departments of economics and culture and society. Each department currently has 12 staff members and specialists, including a head of department and a deputy head of department. At the same time, each specialist is in charge of many fields, so it is impossible to cover everything."
Chairman of the Dak Lak Provincial People's Committee Ta Anh Tuan said that to resolve current difficulties and problems, the Provincial People's Committee assigned the Department of Home Affairs to review the contents and work implemented according to the Project on rearranging administrative units, organizing two-level local governments of the province; organizing the apparatus, operating model, and tasks of commune-level governments, clearly identifying the shortcomings and inadequacies related to the activities of local governments, advising the Provincial People's Committee to report to the Steering Committee and the Provincial Party Committee to organize a meeting to draw experience and propose remedial measures so that the two-level local governments can operate smoothly, effectively and efficiently.
