On August 9, at the national online conference to train professional skills for cadres, civil servants and public employees at the commune level in the field of state management of the home affairs sector, Minister of Home Affairs Pham Thi Thanh Tra clearly stated that she would try to resolve the regime and policies according to Decree 178 and Decree 67 before August 31.

According to the Minister, this is an important task, but that should not cause anxiety, because there is still time to train, develop, and coach the current team to meet job requirements.
Regarding the organizational structure, the Ministry of Home Affairs will advise competent authorities to adjust personnel to suit population size, natural area, decentralization, delegation of authority, division of authority and other necessary criteria.
Regarding the staffing framework, Minister Pham Thi Thanh Tra said that the total staffing will be assigned to localities based on population size, natural area, authority, level of decentralization, as well as considering functions, tasks, economic scale and specific factors.
In the coming time, the Ministry of Home Affairs will have specific instructions to regulate civil servants from places with surplus to places with shortage. If after regulation there is still a shortage, units and localities will be allowed to recruit more people according to Decree 170 and Decree 173.
"In reality, some communes and wards may need hundreds of officials and civil servants, but there are also localities where only about 30 officials and civil servants are enough, such as communes that remain unchanged or small special zones," said the Minister.
According to the leader of the Ministry of Home Affairs, currently, the entire system must review, evaluate and classify cadres and civil servants, and select those who meet the requirements in the new situation. On the contrary, those who do not meet the requirements of the task, have limited capacity and health, can voluntarily resign to make way for the younger generation and qualified people.
Previously, at the regular Government meeting in July on August 7, the Minister said that out of more than 95,000 people who had decided to retire under Decree 178, about 75,000 people had their funding approved by competent authorities. Of these, only about 42,000 people had been actually paid.
The Minister requested that localities must "quickly and thoroughly" resolve the regime and policies according to Decree 178. Regarding the payment of regimes, Minister Pham Thi Thanh Tra said that when units and localities have decided to let cadres, civil servants and public employees quit their jobs due to the impact of the organizational arrangement, they need to promptly carry out the payment of regimes and policies in accordance with regulations to ensure that when a decision to quit is made, it must be paid immediately.
Decree 178 of the Government on policies and regimes for cadres, civil servants, public employees, workers and armed forces in implementing the organizational arrangement of the political system, was issued on December 31, 2024. Subsequently, the Government issued Decree 67 amending and supplementing a number of articles of Decree 178.
