Perspective of Rocko Bay Resort Ninh Thuan Project.

Ninh Thuan Provincial People's Committee has announced the land reclamation of the Rocko Bay Resort Project of Minh Thanh Tourism Development Company Limited (referred to as Minh Thanh Company).

Accordingly, the People's Committee of Ninh Thuan province reclaimed an area of ​​59,060 m2 of land (construction land and traffic land - PV) in Vinh Hai commune, Ninh Hai district that had been leased to Minh Thanh Company to implement the Bai Thung Eco-tourism Project (now the Rocko Bay Resort Project) according to Decision No. 286/QD-UBND dated July 2, 2015.

The reason for the revocation is due to violations of land laws, falling under the case of land revocation according to the provisions of Clause 8, Article 81, Land Law 2024 and according to the content of Inspection Conclusion No. 1752/KL-UBND, dated April 22, 2024 of the Chairman of Ninh Thuan Provincial People's Committee.

Minh Thanh Company is not compensated for assets attached to land and remaining land investment costs according to regulations.

The Bai Thung Eco-tourism Area Project invested by Minh Thanh Company has an area of ​​19.5 hectares, with a total investment of 170 billion VND. The project was approved for investment on October 14, 2009, and the project implementation schedule is 2 years from the date of issuance of the investment certificate. Then, on August 23, 2019, the People's Committee of Ninh Thuan province allowed an extension of the schedule.

According to the detailed planning 1/500 approved in 2008, Bai Thung Eco-tourism Project has 3 sides bordering Nui Chua National Park, the remaining East side borders Bai Thung (East Sea). In the area of ​​195,727 m2, the land for construction is 21,450 m2, traffic land is 37,610 m2, green land is 136,667 m2.

The project includes 4 functional areas including the central area (0.9 ha); bungalow - fishing village area (0.4 ha); bungalow - garden house area (0.4 ha); service area (0.3 ha).

By 2021, Minh Thanh Company has a document requesting to adjust the project name to Rocko Bay Resort Tourist Area Project; at the same time, adjust the investment level and extend the progress.

It is known that as of July 2024, the project has completed a number of items such as the Southern area has completed the foundation of 16 apartments, including concrete beams on the ground floor of 5 apartments and concrete roofs on the attic of 2 apartments; the Northern area has completed the foundation of 11 apartments, including concrete beams on the ground floor of 2 apartments and concrete roofs on the gazebo of 7 apartments; the central area has completed the foundation; internal roads.

Despite being extended and having investment adjusted many times, more than 15 years after being approved, the Rocko Bay Resort Project is still in a state of prolonged sluggishness, so the Ninh Thuan Provincial Inspectorate has stepped in to inspect the compliance with the law in investment management, construction, land and environmental protection; then advised the Chairman of the Provincial People's Committee to issue an inspection conclusion.

According to research, the investor had difficulty raising capital so could not continue implementing the project.

Minh Thanh Company has its registered address at a 2-storey house, Bai Kinh, Binh Hung - Vinh Hy coastal road, Vinh Hai commune, Ninh Hai district, Ninh Thuan province, with Ms. Ta Thu Thuy (Director) as the legal representative. Notably, on the website, Crystal Tourism Group Joint Stock Company also introduces the Rocko Bay Resort Project as one of the 4 outstanding projects of this group in Ninh Thuan province.

Previously, on December 11, 2024, for the same reason, the People's Committee of Ninh Thuan province also announced the land reclamation of the Nui Chua High-class Eco-Resort Project invested by Thanh Trung - Ninh Thuan Joint Stock Company. This company is also represented by Ms. Ta Thu Thuy.
