Implementing the policy of continuing to implement the nuclear power project, on February 27, 2025, the Ninh Thuan Provincial Party Committee issued Resolution No. 34-NQ/TU on strengthening the leadership and direction of Party committees at all levels in implementing the nuclear power plant project. The Provincial Party Committee Standing Committee issued Plan No. 369-KH/TU on January 13, 2025 to lead and direct the implementation of the conclusion of General Secretary To Lam during his visit and work with the Provincial Party Committee; Plan No. 371-KH/TU dated January 31, 2025 on disseminating and propagating Resolution No. 57-NQ/TW of the Politburo and Notice No. 113-TB/VPTW of the Central Party Office, to implement in the direction of clearly defining viewpoints, goals, tasks, solutions and assigning specific tasks to levels, sectors and localities in the direction of "Clear people, clear work, clear responsibilities, clear progress, clear results and not missing any tasks" to lead, direct and mobilize the strength of the entire political system in organizing and implementing the policy of building nuclear power projects in the province.

Along with that, the province organizes the study and dissemination of resolutions, plans and policies on the implementation of the nuclear power project to comrades of the Provincial Party Committee, key leaders of departments, branches, sectors, the Provincial Front, mass organizations, leaders of district, city Party Committees and affiliated Party Committees; directs the advisory agencies assisting the Provincial Party Committee, district, city Party Committees and affiliated Party Committees to organize the study, dissemination and dissemination of resolutions to all cadres, party members and people of all walks of life. Develop appropriate and effective implementation programs and plans. Direct the Provincial Party Committee's Propaganda and Mass Mobilization Department to guide information and communication agencies to regularly disseminate resolutions, related policies and guidelines and the role, significance and importance of the implementation of the nuclear power project and promptly detect, commend and replicate good models and effective practices.

Direct the establishment of the Steering Committee and the Steering Committee's Working Group to implement the nuclear power project in the province; promulgate operating regulations; promulgate plans to implement tasks within the province's scope and responsibilities related to the nuclear power project, especially the work of inventory, ownership, compensation, site clearance, resettlement; propose specific mechanisms and policies, the need for additional capital from the central budget to implement the province's tasks on investment in the construction of nuclear power plants... to strive to complete the site clearance, resettlement of two nuclear power plants in 2025 and coordinate with central ministries, branches, and investors to complete the investment and construction work before December 31, 2030, no later than December 31, 2031 according to the central direction to celebrate the 100th anniversary of the founding of the Party and the 85th anniversary of the founding of the country.

In order to effectively develop nuclear energy in conjunction with the implementation of the province's planning, immediately after the policy of continuing to implement the Ninh Thuan nuclear power project, the province organized a workshop on "Orientation for socio-economic development of Ninh Thuan province in the period of 2025-2030, with a vision to 2035" with more than 150 delegates participating, including speakers, experts, scientists, leaders of central research institutes and leaders of other provinces to clarify the basis for supplementing the documents submitted to the 15th Provincial Party Congress, term 2025-2030 and propose and recommend the central government to adjust, update and supplement the Ninh Thuan Provincial Planning for the period 2021-2030, with a vision to 2050. Through the comments at the workshop, the province determined that the nuclear power project will become a new growth driver for the economy, increasing budget revenue, thereby updating and adjusting the Economic targets for the period 2026-2030 according to the nuclear power project implementation scenario, specifically: (1) Average 5-year GRDP growth rate reaches 18-19%; (2) Average GRDP per capita at current prices in 2030 reaches 250 million VND; (3) Economic structure: agriculture, forestry, fishery about 10-11%; industry, construction about 54-55%; service industries 35-36%; (4) Total factor productivity (TFP) contribution to GRDP in 2030 reaches 60%; (5) Labor productivity increases by an average of 15-16% annually; (6) Contribution of the marine economy to GRDP in 2030 reaches 49-50%; (7) Contribution of the digital economy to GRDP in 2030 reaches 30%; (8) The contribution of the urban economy to GRDP in 2030 will reach 85%; (9) Total social investment capital in the 2026-2030 period will reach 365,000-370,000 billion VND; (10) Budget revenue in the area by 2030 will reach about 16,000-17,000 billion VND.

At the same time, the province determined that the implementation of the nuclear power project will contribute to the development of industry, construction, services, and marine economy; promote the development of supporting industries such as: Production of high-tech equipment, construction materials and renewable energy industry and gradually build Ninh Thuan to become: (1) Center for clean energy, renewable energy of the whole country; (2) Center for industrial services, inter-regional renewable energy services; (3) Industrial complex, green manufacturing, supporting industry; (4) NetZero green industry center; (5) Center for semiconductor chip production, AI technology; (6) National, regional, and world data center according to the direction of General Secretary To Lam in Notice No. 113-TB/VPTW dated December 13, 2024 of the Central Party Office.

In addition, the implementation of the nuclear power project also contributes to attracting scientific tourism, research tourism; promoting the development of infrastructure and support services; developing high-tech service industries, including training, research, maintenance, and equipment operation, also creates new development opportunities; developing intra-provincial traffic infrastructure and inter-regional connections. At the same time, developing human resources, increasing the population (mainly workers, engineers and experts in the energy sector); forming universities, colleges and vocational training centers to meet the demand for highly qualified labor for the nuclear and supporting industries, contributing to the shift in occupational structure.
