Changing perceptions of gender equality

The departments, branches and localities of the province have issued a synchronous system of documents directing and guiding the integration of gender equality in plans and programs. Communication work has been carried out in a diverse and rich manner, meeting the requirements of transmitting information to each target group. In the period of 2021-2025, the whole province organized more than 3,900 thematic and integrated communication sessions (an average of 975 sessions/year); attracting more than 256,000 civil servants, public employees and people to directly participate; tens of thousands of people have access to documents, billboards, posters and communication publications.

Direct communication continues to assert its superiority in direct interaction and exchange on gender issues. Thematic talks, seminars, competitions, and dramatizations in many communes, wards, and special zones have attracted the attention of a large number of people, especially in rural and mountainous areas where access to information is limited. Thanks to the core team of propagandists (people with prestige in the community), the message of gender equality has been widely spread.

Quang Ninh Newspaper, Radio and Television maintain a special page and column on gender equality. On Quang Ninh Electronic Newspaper, the provincial electronic information portal and Facebook pages managed by Quang Ninh Newspaper, Radio and Television have continuously integrated news, articles, short video clips... to help increase interaction and multi-dimensional access to the public, especially young people.

Production and distribution of communication materials have been systematically implemented, meeting the diverse needs of people from all walks of life. From 2021 to present, more than 68,000 leaflets, brochures, posters, and billboards have been compiled, printed, and distributed free of charge at residential areas, schools, and administrative agencies, contributing to strengthening basic knowledge about gender equality and preventing gender-based violence for people.

Gender equality education in families, schools and communities has been implemented synchronously. The Department of Education and Training has directed the establishment of nearly 300 “Students with gender equality” clubs in secondary and high schools; integrated into flag salute and class activities. Intensive communication skills training courses for women’s union, youth union and social work service staff have also contributed to improving the capacity of the gender equality team at the grassroots level.

The province always pays attention to resources for implementing gender equality work in the area; the budget from the state budget for the period 2021-2025 is about 15 billion VND. Large enterprises such as TKV, Sun Group , VinGroup... actively sponsor banners, communication shirts, gifts during the annual Gender Equality Action Month, along with support from international organizations (UNICEF, UNPA...) (totaling about more than 3 billion VND), helping to deploy communication and intervention models in ethnic minority areas in the area.

Quang Ninh has identified a number of key tasks in gender equality work in the 2026-2030 period: Diversifying communication forms towards changing behavior; prioritizing vulnerable groups such as ethnic minority women and female workers; improving staff capacity through intensive training; perfecting institutions and a set of indicators to evaluate communication effectiveness; encouraging initiatives, using digital platforms and social networks to expand access...

The communication and education work on gender equality in Quang Ninh has created a solid foundation, but it is still necessary to continue to innovate, create, strengthen inter-sectoral coordination and socialization to create a stronger spread. Only when every citizen, family and community has a correct awareness of gender equality, will communication efforts truly contribute to building a fair, civilized and sustainably developed society.
