Dismantling the "tiger cage" at Dong Phat apartment complex

Officers and soldiers of the Fire Prevention Team, Fire Prevention and Rescue Police Department (PC07), Provincial Police supervise the process of opening the second exit at apartment 404, 4th floor, building 11, Dong Phat apartment building.

Dong Phat 1 area alone currently has 12 apartment buildings with 600 households/1,920 people living there. The buildings were built from 2007 onwards. Most of the apartments in the apartment complex are small in size, so households take advantage of the balcony area to add a sturdy "tiger cage" with an iron frame to expand the space, use it to dry clothes and prevent theft. However, this poses many potential risks to fire safety.

Along with that, on the first floor, households take advantage of the space to display goods, make a roof outside the apartment building's yard, arrange yards, plant trees, power lines, and cables on the adjacent sides of the apartment building, affecting the internal traffic of the area.

In particular, also in the first floor area - where the stairs are arranged to exit directly, residents often use it as a parking area, the arrangement of vehicles obstructs the escape route.

In some locations, due to security needs, residents arbitrarily install folding doors and lock the doors at night to protect their property, affecting escape activities in case of fire or explosion.

Officers and soldiers of the Fire Prevention Team, Fire Prevention and Rescue Police Department (PC07), Provincial Police distributed leaflets about fire prevention and fighting to residents in Dong Phat apartment complex.

Faced with that situation, the Fire Prevention Team proposed to the leaders of the Fire Prevention and Rescue Police Department to organize propaganda to improve knowledge and skills on fire prevention and escape for residents, business households, people working and living in Dong Phat apartment complex; at the same time, propagate and mobilize households to voluntarily dismantle the "tiger cage" and open a second escape route.

Captain Nguyen Manh Dung, an officer of the Fire Prevention Team, Fire Prevention and Rescue Police Department, said: The team has coordinated with the People's Committee, Hac Thanh Ward Police, management board, and heads of apartment buildings to organize propaganda and disseminate knowledge and skills on fire prevention and escape to 100% of households living and working in Dong Phat apartment complex.

The team also reviewed and mobilized households to repair the second escape route, such as: expanding the size, replacing rusty locks; adding equipment to support escape from high floors to the ground such as rope ladders, slow-lowering ladders, mobile ladders...

Through propaganda work, up to now, 100% of households in this apartment building have voluntarily opened the second emergency exit and supplemented and equipped with fire extinguishers, demolition tools such as pliers, hammers...

Mobilizing people to dismantle “tiger cages” is to serve the work of escaping and rescuing people when a fire or explosion occurs; to quickly control and handle initial fires, to prevent the fire from spreading and becoming larger. This work will be maintained regularly by the Fire Prevention and Rescue Police Department so that the current situation of people installing “tiger cages” will no longer exist.

According to statistics, just this morning, along with the propaganda work of the functional forces, Dai Viet Fire Prevention and Rescue Company has supported 11 households in Dong Phat apartment complex to dismantle the "tiger cages" for free. In addition, the units also supported 5 MFZL4 fire extinguishers for families in difficult circumstances, anchored people and equipped with fire prevention equipment, tools such as rope ladders, fixed ladders to escape to the ground safely.
