Inspectorate of highest additional income in Ho Chi Minh City

The above content is shown in the summary report on the results of implementing the financial autonomy mechanism in 2022 according to Decree No. 130/2005 and Decree No. 117/2013 of the Government sent by the Ho Chi Minh City People's Committee to the Ministry of Finance and the Ministry of Home Affairs.

Ho Chi Minh City People's Committee assessed that the implementation of the mechanism of autonomy and self-responsibility for the use of staff and administrative management budget in the past time has basically achieved the set goals.

Accordingly, the autonomy mechanism has contributed to promoting agencies and units to review their functions and tasks, reorganize their apparatus, and employ civil servants in accordance with their training and actual capacity in accordance with the requirements of the job position.

At the same time, it helps units save on staffing and management costs while still ensuring the assigned workload, improving effectiveness and efficiency in state management, and contributing to administrative reform.

Regarding the management and use of staff, the Ho Chi Minh City People's Committee assigns administrative staff and the number of employees in public service units and special associations according to actual staffing needs.

Regarding income distribution, the Ho Chi Minh City People's Committee assessed that through the implementation of measures to practice thrift, combat waste and use allocated funds economically and effectively, agencies implementing budget allocation have saved and used savings to increase income for cadres and civil servants.

In particular, most units have specified the distribution of additional income for cadres and civil servants associated with work performance based on evaluation and classification. The spending of additional income is carried out publicly, transparently and democratically within the agency or unit, contributing to improving work efficiency and improving the quality of cadres and civil servants in performing public duties.

Regarding the specific level of additional income, the city block has 48 units with an income increase coefficient of 0.1-0.5 times and 9 units with an income increase coefficient of 0.5-1 times. Of which, the unit with the highest additional income recipient is the Ho Chi Minh City Inspectorate with 7.8 million VND/person/month, the lowest unit is the Ho Chi Minh City High-Tech Agricultural Zone Management Board, which does not pay additional income due to lack of savings.

In the district block, 243 units have an income increase coefficient of 0.1-0.5 times; 97 units have a coefficient of 0.5-0.8 times and 21 units have a coefficient of 0.8-1 times. The unit with the highest number of people receiving additional income is the Department of Education and Training of Binh Thanh District with 6.7 million VND/person/month, the lowest is the Inspectorate of Binh Tan District with no additional income due to lack of savings.

In the ward, commune and town block, 149 units have an income increase coefficient of 0.1-0.5 times and 163 units have a coefficient of 0.5-1 times. The unit with the highest income increase is the People's Committee of Ward 17, Binh Thanh District with nearly 5.6 million VND/person/month and the lowest is the People's Committee of Ward 4, District 3 receiving 220,000 VND/person/month.
