(NLDO) - The Ho Chi Minh City Department of Construction was established on the basis of merging the Department of Construction and the Department of Planning and Architecture. After the merger, the number of affiliated departments decreased by 20%.
On the afternoon of March 3, the Ho Chi Minh City Department of Construction held a ceremony to announce the establishment of the Department of Construction, based on the merger between the Department of Construction and the Department of Planning and Architecture.
The Board of Directors of the Ho Chi Minh City Department of Construction consists of a director and 5 deputy directors.
Mr. Tran Hoang Quan holds the position of Director of the Department of Construction. In addition, there are 5 Deputy Directors, including: Mr. Huynh Thanh Khiet, Mr. Pham Minh Man, Mr. Truong Trung Kien, Mr. Phan Ngoc Phuc, Mr. Phan Van Tuan. The headquarters of the Department of Construction is located at 60 Truong Dinh, Vo Thi Sau Ward, District 3.
Mr. Tran Hoang Quan, Director of the Department of Construction, said that after the merger, the state management function of technical infrastructure will be transferred from the Department of Construction to the Department of Transport and Public Works.
The Ho Chi Minh City Department of Construction has the function of advising and assisting the City People's Committee in state management of construction investment activities, urban development, housing, offices, real estate market, construction materials; construction planning, architecture in the city.
Director of Ho Chi Minh City Department of Construction Tran Hoang Quan and Director of Ho Chi Minh City Department of Transport and Public Works Tran Quang Lam signed the handover minutes between the two departments.
Regarding the organizational structure, before the merger, the total number of departments of the two departments was 21 departments and 6 units. After the merger, the Department of Construction consisted of 16 departments and 4 units (reduced by 4 departments and 1 department - Technical Infrastructure - to the Department of Transport and Public Works).
Compared to before the merger, the number of rooms decreased by 4/20 rooms, reaching 20%; the number of affiliated units decreased by 1/5 units, down 20%.
Director of the Ho Chi Minh City Department of Construction Tran Hoang Quan said that 188 people have applied for retirement according to the provisions of Decree 178/2024.
According to Mr. Quan, the expected staff assigned to the Department of Construction after the merger is 1,391 people, of which 1,128 are civil servants. In addition, the Department of Construction will receive 63 employees under labor contracts under Decree 161/2018 and Decree 111/2022.
The number of staff to be streamlined according to the roadmap for the 2025-2030 period is 226 civil servants and 63 public employees, accounting for 20% of the total payroll.
