A journey to be proud of
In January 2004, along with the re-establishment of Dak Nong province, the Dak Nong Department of Construction was officially established. The entire sector carries on its shoulders the responsibility of advising and managing in the fields of construction, architecture, planning and developing technical infrastructure for the new land.
In the early days of its establishment, the unit faced numerous difficulties: small organizational structure, lack of facilities and human resources... With tireless efforts, the collective of cadres, civil servants and public employees of the Department of Construction united, unanimously overcame challenges, gradually stabilized the apparatus, and effectively implemented assigned tasks.
Over the past 21 years, under the leadership and close direction of the Provincial Party Committee, People's Council, Provincial People's Committee, and close coordination with departments, branches, and localities, the Department of Construction has achieved many great achievements.
First of all, in the field of urban planning and development, Dak Nong has achieved many results. From a province with only 6 district-level units and no type IV urban areas, Dak Nong now has 9 urban areas. Of which, there is 1 type III urban area, 3 type IV urban areas, and 5 type V urban areas.
The urbanization rate of the province increased from 7% in 2004 to 26.2% in 2024. Currently, in all districts and Gia Nghia city, there are approved urban master plans.
Although local budgets are still limited, in recent times, the coverage rate of zoning and detailed planning of localities has been increasing. This is the basis for calling for investment in socio-economic development of the province.
The field of urban and rural transport infrastructure has also recorded many results. Dak Nong has invested in opening new, upgrading and expanding transport routes in districts and cities.
Roads through urban centers have also been invested in construction. From here, the appearance of urban areas in the province has become more and more spacious. Up to now, the whole province has 4,683km of roads.
Of which, there are 3,278km of asphalt and cement concrete roads (accounting for 70%). Many large and important projects on the national highway system have been implemented. District roads, roads to commune centers, and intra-village roads have been focused on investment.
The transportation sector has developed strongly step by step. The infrastructure of wharves and yards has been invested in repair and construction. Means of transport have been replaced and supplemented to meet the needs of people's travel and transportation of goods. Currently, there are 9 bus stations in the area, including 1 type 3 bus station; 7 type 4 bus stations; 1 type 6 bus station.
Not stopping there, Dak Nong Department of Construction is always proactive in innovating management thinking, promoting the application of information technology. Administrative reform, improving service efficiency for people and businesses is also focused on by the unit.
Inspection, examination and supervision of construction quality and construction safety are also increasingly strengthened, contributing to ensuring sustainable development and compliance with the law in construction activities in the area.
Great responsibility, great accountability
In the current context, construction technology is constantly innovating, technical requirements are increasingly high. That requires each officer and civil servant in the construction industry in general and Dak Nong Department of Construction in particular to constantly learn, innovate and make efforts to meet new expectations.
According to Director of Dak Nong Department of Construction Phan Nhat Thanh, entering a new stage of development, Dak Nong Department of Construction determined to continue improving the effectiveness of State management in the construction sector.
The unit will promote digital transformation, promote the development of green and smart cities. The whole industry continues to advise on investment in upgrading traffic routes, especially national and provincial highways, thereby creating links for the development of regions in the area. The whole industry will focus on building a synchronous, sustainable technical infrastructure system that adapts to climate change.
We will focus on training and fostering a team of cadres with strong political will, deep expertise, and professional style to meet the requirements of tasks in the new situation.
Mr. Phan Nhat Thanh - Director of Dak Nong Department of Construction
According to Mr. Thanh, to do this, the whole industry focuses on speeding up the progress of establishing, appraising, and approving regional plans, urban master plans, and rural construction plans.
The Department of Construction will strengthen planning management, ensure harmonious and sustainable development, and avoid overlapping and fragmented planning.
The Department of Construction also focuses on the field of urban technical infrastructure construction, especially in central cities. The whole industry focuses on developing transportation systems, water supply and drainage, waste treatment, and public works to serve the people.
The process of managing construction order and construction quality in the area will be enhanced by the Department through improving the effectiveness and efficiency of construction order inspection and examination.
The Department of Construction will continue to closely coordinate with all levels, sectors and localities to effectively implement national target programs on new rural construction, civilized urban areas, etc.
People are the central element
Director of Dak Nong Department of Construction Phan Nhat Thanh affirmed that throughout the journey of forming and developing the construction industry, Dak Nong Department of Construction always identifies people as the central factor determining success.
Therefore, the unit always thoroughly grasps Ho Chi Minh's thoughts on personnel work, especially the viewpoint of "using people like using wood".
“We have constantly focused on perfecting the organization, arranging and assigning staff in a scientific, reasonable and appropriate manner to the requirements of each stage. Using people is like choosing precious wood. We must know how to select, train, nurture, polish and use them at the right time and place to be effective in all tasks,” Mr. Thanh affirmed.
Entering a new phase, there are many tasks and great responsibilities. The Department of Construction will focus on implementing many synchronous solutions. The unit will review and improve the organizational structure towards streamlining, effective and efficient operations.
The entire industry arranges and assigns staff based on a correct assessment of each individual's capacity, strengths and moral qualities.
The sector will focus on training and fostering cadres and creating conditions for young and capable cadres to develop. The unit will conduct a comprehensive assessment of the functions, tasks and performance of its affiliated units. Clearly identify overlaps and duplications between agencies and units to serve as a basis for merging and streamlining.
The Department of Construction is promoting the merger of units with similar functions and overlapping operations, aiming to create agencies of reasonable size and more effective operation.
The establishment of specialized units in fields such as planning, construction, technical infrastructure, construction quality management, etc. will help improve specialization and reduce management units.
“We will screen the team, assign the right people to the right jobs, and improve the quality of the staff. Training and development, especially in digital skills and modern management, will be prioritized. All of this is aimed at building a team of cadres, civil servants, and public employees with strong political will, pure moral qualities, and increasingly high professional qualifications, meeting the requirements of the tasks in the new development stage of the province,” said Phan Nhat Thanh, Director of the Department of Construction.
It can be said that with the tradition of solidarity, creativity and the spirit of constant innovation, Dak Nong Department of Construction is determined to continue to strive, actively contributing to the cause of building Dak Nong province to become increasingly rich, civilized and modern.
Dak Nong Department of Construction currently has 8 specialized departments and 1 affiliated department, including: Department Office; Department of Planning - Finance; Department Inspectorate; Department of Technical Infrastructure and Housing Management; Department of Transport, Vehicle and Driver Management; Department of Architectural Planning and Urban Development; Department of Construction Quality Management; Department of Economics and Construction Management; Department of Construction Maintenance Project Management and Dak Nong Construction Consulting.
