At the working session with the leaders of 3 provinces: Thanh Hoa, Nghe An, Ha Nam, Minister of Ethnic Minorities and Religions Dao Ngoc Dung emphasized: Localities need to maximize growth potential associated with stable and sustainable development, ensuring major balances in the area. The most important task is to work with the whole country to successfully achieve the common growth target (8% or more), creating a foundation for growth in the 2026-2030 period.
On the morning of April 4, Comrade Dao Ngoc Dung, Member of the Party Central Committee, Minister of Ethnic Minorities and Religions chaired a working conference with three provinces: Thanh Hoa, Nghe An, Ha Nam to promote the implementation of growth scenarios assigned by the Government to localities and other important issues.
The conference was connected online to local bridges. Also attending the conference were leaders of departments, ministries, branches, central agencies, and provincial leaders.

Speaking at the conference, on behalf of Thanh Hoa Provincial People's Committee, Vice Chairman of the Provincial People's Committee Dau Thanh Tung reported some outstanding growth results of the province in the first quarter, such as: GRDP growth reached 7.57%; industrial production index (IIP) increased by 15.9%; export value reached more than 1.47 billion USD, up 16.1%; retail sales of goods and some service industries reached 50,609 billion VND, up 12.1% over the same period; total number of tourists reached 2.67 million, up 4.8% over the same period, revenue increased by 6.1%.
Vice Chairman of the Provincial People's Committee Dau Thanh Tung reported on some contents about the province's growth results in the first quarter.
State budget revenue in the first quarter reached 12,572 billion VND, equal to 27.6% of the estimate. The whole province established 579 new enterprises, an increase of 14.9%, ranking first in the North Central region and 6th in the country.
Regarding the disbursement of public investment capital, Thanh Hoa has established 5 working groups and organized inspections of the progress of major and key projects in Nghi Son Economic Zone and industrial parks, civil, cultural, transport and agricultural works to remove difficulties and obstacles, and promote the disbursement of public investment capital in 2025.
As of March 25, the province's total disbursement value of public investment capital in 2025 reached VND2,401 billion, 7.4% higher than the country's average disbursement rate. Disbursement of the three national target programs reached 34.7% of the capital plan.
Vice Chairman of the Provincial People's Committee Dau Thanh Tung proposed that central departments, ministries and branches continue to pay attention to and remove obstacles and shortcomings in institutions, mechanisms and policies to facilitate the implementation of tasks in the locality.
Regarding the construction of houses for poor households, near-poor households, policy households, and households with housing difficulties associated with the implementation of Directive No. 42/CT-TTg dated November 9, 2024 of the Prime Minister, as of April 3, Thanh Hoa has mobilized more than 563 billion VND. The whole province has supported the construction and repair of 8,086 houses for poor households, policy households, and households with housing difficulties.
He also stated: Although the above results are a very important driving force and foundation, creating momentum for the province to be determined to successfully implement the goals and tasks of 2025; however, Thanh Hoa also frankly acknowledged the remaining limitations and difficulties that could affect the growth target, namely: The business community's activities still face difficulties, especially in participating in the supply chain of goods, accessing markets, credit capital, construction materials, and filling materials; challenges due to shrinking demand from large, traditional export markets, decreasing global foreign direct investment; the progress of implementing infrastructure investment projects in industrial parks and industrial clusters is still slow, affecting the attraction of secondary investment projects; state budget revenue and direct investment attraction are decreasing compared to the same period; collective work stoppages at enterprises and occupational accidents at production sites still occur.
To achieve the target of GRDP growth of 11% or more, on March 31, 2025, the People's Committee of Thanh Hoa province issued Decision No. 921/QD-UBND with growth scenarios for each quarter. Accordingly, by the end of the second quarter, GRDP is expected to reach 10.24% or more and by the end of the third quarter, it will grow by 10.74% or more.
Thanh Hoa province also recommended that the Government, central ministries and branches continue to pay attention to and remove obstacles and shortcomings in institutions, mechanisms and policies to facilitate the implementation of the tasks that Thanh Hoa has reported in detail in Document No. 54/BC-UBND dated March 31, 2025; including many recommendations related to land, site clearance, public investment, licensing of mining for construction materials, corporate credit, etc.

Concluding the meeting, Minister of Ethnic Minorities and Religions Dao Ngoc Dung highly appreciated the important position and role of the three provinces of Thanh Hoa, Nghe An, and Ha Nam and expressed his excitement that all three provinces set very high growth targets. In the first quarter, the provinces also achieved and almost achieved the set growth targets. Some areas achieved very high results compared to the national average such as budget collection, disbursement of public investment capital, development of social housing, elimination of temporary and dilapidated houses, etc.
Minister of Ethnic Minorities and Religions Dao Ngoc Dung emphasized: In the general context of many difficulties and challenges when the whole country has to carry out many important tasks; many institutional problems have not been resolved in a timely manner; people's lives still have many difficulties, localities need to continue to unite, focus highly, and not be satisfied with the achievements that have been made.
In the field of public investment disbursement, we are not satisfied with results higher than the national average rate; we pay attention to evaluating, reviewing, and implementing the 3 National Target Programs; we speed up the progress of key projects and industrial development.
In particular, Minister Dao Ngoc Dung requested that the three localities pay attention to infrastructure development, especially the main traffic axes, the vital routes of the Central and local governments. At the same time, focus on implementing Resolution 57 of the Politburo on breakthroughs in science, technology, innovation and national digital transformation. Pay attention to training high-quality human resources, especially ethnic minority human resources, and promote on-site job creation...
Minister of Ethnic Minorities and Religions Dao Ngoc Dung also requested the two provinces of Thanh Hoa and Nghe An to soon direct the development of a project to solidify schools and build all schools in ethnic minority and mountainous areas in a solid direction; to provide special policies specifically for the health sector to perform well the task of taking care of people's health. Along with that, continue to focus highly on completing the program to eliminate temporary and dilapidated houses in the province.
