Pursuant to Resolution No. 05-NQ/TW dated January 17, 2022 of the Politburo, Resolution No. 230-NQ/QUTW dated April 2, 2022 of the Central Military Commission, Plan No. 1228/KH-BQP dated April 25, 2022 of the Ministry of National Defense on the organization of the Vietnam People's Army for the period 2021-2030 and the following years; on January 24, 2025, the Minister of National Defense issued a decision on merging the General Department of Logistics and the General Department of Engineering and reorganizing them into the General Department of Logistics and Technology; on February 4, 2025, the Central Military Commission issued a Decision on the establishment of the Party Committee of the General Department of Logistics and Technology.

Immediately after announcing the establishment decision, the Party Committee of the General Department promptly completed the Party organization and command organization according to the organizational structure and staffing table associated with completing the personnel of the Party Committee for the new term; focused on leading and directing the Party Committees and commanders at all levels to do well in political education and ideological leadership, and to carry out well the work of ensuring logistics and technology for the entire army, not allowing any interruptions that would affect the results of performing tasks, and maintaining stability of the unit.

Realizing the position, significance and importance of the Party Congress; right in the first session, along with issuing the leadership resolution, working program, working regulations, and leadership regulations for key work aspects, the Standing Committee and the Party Committee of the General Department issued a Directive on Party Congresses at all levels in the Party Committee of the General Department of Personnel and Technology towards the 14th National Congress of the Party, deciding to establish sub-committees to carry out the preparation work for the Party Congress of the General Department for the 2025-2030 term. This is an important document, the basis for Party committees and Party organizations at all levels in the Party Committee of the General Department to lead and direct the preparation work and conduct the Party Congress according to plan.

After the merger, the General Department Party Committee has more than 1,400 party organizations at all levels with more than 18,000 party members working and participating in activities at agencies, units, hospitals, institutes, centers, schools, factories, enterprises, warehouses, stations, workshops, and stationed in many localities across the country. To ensure the quality, timeliness, and successful organization of party congresses at all levels, the General Department Party Committee Standing Committee has focused on leading and directing party committees and party organizations at all levels in the entire Party Committee to thoroughly grasp and strictly implement the directives and conclusions of the Politburo, the Directives of the Central Military Commission Standing Committee, and the Directives of the General Department Party Committee Standing Committee on party congresses at all levels, towards the 14th National Congress of the Party; competent agencies, based on the directives and instructions of higher levels, have issued documents guiding party committees to develop new and adjust and supplement plans at their level for implementation.

The Political Bureau presides over and coordinates with relevant agencies to strengthen direction, urge, and inspect Party Committees to prepare carefully and closely in all aspects, especially documents and personnel, in accordance with the direction of the Central Military Commission and the General Department Party Committee "wherever conditions are met, the congress will be held, where conditions are not met, the congress will not be held"; focusing on guiding and assisting agencies and units that have just completed mergers and reorganizations, and actively prepare congress documents. To improve the quality and consistency in implementing the principles and procedures of the congress, the Standing Committee of the General Department Party Committee has selected a number of Party cells and Party Committees according to each block and type of unit (warehouse, hospital, school, factory, enterprise, etc.) to organize the congress in advance to gain experience for general direction.

By March 30, 2025, the Party cells under the Party Committees of the departments and grassroots Party Committees; the Party Committees of the departments and grassroots Party Committees that were in charge in advance in the Party Committee of the General Department had completed the organization of the congress as planned and with great success. The executive and supporting agencies of the congress had promoted their roles and responsibilities well, and conducted the congress in accordance with the principles, procedures, programs, working regulations and election regulations in the Party. The cadres and Party members attending the congress were proactive in researching, preparing content and actively participating in discussions and contributing to the documents of the congress; the comrades elected to the Party Committee, Secretary, Deputy Secretary for the new term and the delegates attending the congress of the higher-level Party Committee were elected with high votes of confidence. The results of the congress affirmed the mettle, responsibility, democracy and solidarity of the Party Committees and organizations at all levels; At the same time, it demonstrates the determination of the staff and party members in building a clean and strong party committee and cell, and a comprehensively strong, "exemplary and typical" agency and unit.

Promoting the achieved results, so that the next party organizations can better conduct the congress, the General Department of Administrative Procedures and Planning identifies a number of issues that need to be focused on leading and directing the implementation as follows:

Strengthen education work, thoroughly implement directives, regulations, rules, and instructions from superiors on party congresses; make all cadres, party members, and the masses deeply and fully aware of the meaning and importance, and see their own honor and responsibility in performing the task of preparing and successfully organizing party congresses at all levels.

Focus on leadership and direction to improve the quality of drafting documents and congress documents, focusing on political reports that must have a tight structure and high combativeness; comprehensive, objective, honest assessment, close to the actual situation, clarifying advantages, limitations, shortcomings, causes and lessons learned.

Personnel work must ensure the direct and comprehensive leadership of the Party Committee, the Standing Committee of the Party Committee of the General Department of Personnel and Technology and Party Committees at all levels; promote the role and responsibility of the Party Committee and the leading cadres according to regulations. The new Party Committee must have a reasonable number and structure, ensuring inheritance, innovation and development; truly exemplary in political mettle, intelligence, qualities, ethics, lifestyle, capacity and prestige, be the center of solidarity, and meet the requirements of the task.

During the preparation and implementation of the Party Congress, it is necessary to regularly lead and do well the political and ideological work, especially the information and propaganda work, to ensure solidarity and unity; attach importance to directing the successful completion of political tasks associated with promoting the Emulation Movement for Victory.

Maintain strict combat readiness and work order; promptly resolve outstanding or newly arising issues. Raise revolutionary vigilance; proactively fight and effectively prevent violations of discipline and combat in the cyberspace environment. Pay attention to and care for the material and spiritual lives of officers and soldiers; properly resolve policies for officers who are not old enough to participate in the new term Party Committee and policies for the Army's rear.
