Not only are they comrades in arms, comrades in life and death moments, the relationship between the commander and the political commissar is also a deep companionship, sharing responsibility, solidarity, and overcoming difficulties, building a strong and comprehensive unit.

Since its establishment, the Vietnam People's Army has taken politics as its foundation, Party work and political work as its soul, playing a key role in building combat strength. Therefore, the Party organization model in the Army always closely links the commander with the political commissar and the CTV - a unique and special combination, a vivid expression of the principle of "the Party's absolute and direct leadership in all aspects of the Army".

Through two resistance wars against French colonialism and American imperialism and the years of protecting the border and fulfilling international obligations, in any circumstances, the commander and the political commissar and the CTV always stood side by side, supported and complemented each other, creating a combined strength in ideology, organization and action. It is this harmonious coordination that is the decisive factor in the mettle, will and combat effectiveness of each unit. In the organizational model of command-political commissar and CTV and implementing Resolution 51 of the Politburo (9th tenure), the commander presides over military work; the political commissar and CTV preside over Party work and political work. However, the boundary of responsibility is not a division but a division of labor to jointly achieve the common goal of building a clean and strong Party organization and a strong unit in all aspects.

The important thing is that there is always unity of thought and action between the commander and the political commissar and the deputy commander. The political commissar and deputy commander are not only the ones who maintain the "ideological front" but also the companions who help the commander strengthen the confidence, courage and inspire the officers and soldiers. Meanwhile, the commander with organizational capacity and military courage will be a solid foundation for the political commissar and deputy commander to effectively carry out Party and political work in training, work and combat.

In the military environment, where discipline, work intensity, demands for endurance, and a steely spirit are always put first, the trusting relationship between the commander and the political commissar or CTV is not only a title but also a deeply humanistic bond. It is this mutually supportive relationship that makes the commander and the political commissar or CTV not only a leadership pair, but also a pair of comrades in arms, able to frankly exchange, share thoughts, and together find a "way out" for the difficulties and problems that arise during the work process. It is a relationship full of responsibility but also very sincere!

In the modern training and combat readiness environment, with increasingly high and diverse mission requirements, the role of political commissars and commissars must be promoted more strongly. They are not only the "fire keepers", instilling confidence and inspiring patriotism, but also reliable companions, helping the commander not to be alone in difficult and complicated decisions. The trusting handshake, the sharing eyes, the sincere advice between two comrades in different positions but with the same goal and ideal is the highest expression of the spirit of "one will, one action" in our Army.

Therefore, the image of the commander and the political commissar, the CTV fighting side by side is always a beautiful symbol of political and spiritual strength, a testament to the maturity and growth of the heroic Vietnam People's Army. Thoroughly understanding that great meaning, the cadres of the Ho Chi Minh City Military Command always carry out well the close, united and companionate relationship between the commander and the political commissar, the CTV, creating endogenous strength, contributing to the successful completion of all tasks.
