On the afternoon of March 5, the Steering Committee for the implementation of the arrangement of commune-level administrative units in the province for the period 2023-2025 held a conference to evaluate the progress of implementing the task of arranging commune-level administrative units.

Comrade Ngo Dong Hai, Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Steering Committee spoke at the conference.

Attending the conference were comrades of the Standing Committee of the Provincial Party Committee, members of the Steering Committee, and leaders of districts with commune-level administrative units subject to rearrangement.

Pursuant to Conclusion No. 48-KL/TW dated January 30, 2023 of the Politburo, directives of the National Assembly Standing Committee and the Government on the implementation of the arrangement of district and commune-level administrative units in the period 2023 - 2030, Thai Binh province has 28 communes in the districts of Dong Hung, Kien Xuong, Quynh Phu, Hung Ha, Tien Hai subject to the arrangement. In the past time, the Provincial Party Committee, the Provincial People's Committee, and the Provincial Steering Committee have focused on leading and directing relevant sectors and districts with communes subject to the arrangement to implement tasks according to the set plan and schedule. The implementation, dissemination, and propaganda of directives of the Central and the province related to the arrangement of commune-level administrative units have been promoted to create high consensus and unity among cadres, party members, and people of all walks of life. Based on the overall plan for the arrangement of commune-level administrative units in the period of 2023-2025 in Thai Binh province of the Provincial People's Committee, the People's Committees of the districts have developed a project for the arrangement of commune-level administrative units in the district in the period of 2023-2025. From February 16 to 20, 2024, the People's Committees of 28 communes completed the compilation and posting of voter lists at the headquarters of the commune People's Committees, community activity points in villages and residential areas. After posting the voter lists for at least 30 days, the People's Committees of the districts will direct the People's Committees of the communes to organize the collection of voters' opinions, with the completion date before March 25, 2024. Along with that, the People's Committees of the districts also based on the instructions of the Central and the province to review and grasp the current situation of quantity, quality, thoughts and aspirations of cadres, civil servants and non-professional workers in the communes implementing the arrangement, on that basis, develop plans and roadmaps for arrangement, arrangement and resolution of regimes and policies.

Delegates discussed issues related to the arrangement of commune-level administrative units: the ideological situation of cadres, party members and people; the work of making, posting lists and organizing to collect voters' opinions; naming new communes; plans for arranging, reorganizing and resolving policies for redundant cadres, civil servants and non-professional workers after the arrangement of commune-level administrative units; handling of local assets; propaganda work to create consensus among cadres, party members and people; work of ensuring security and order, etc.

Conference delegates. Comrade Pham Van Tuan, Standing Committee Member, Head of the Provincial Party Committee's Organization Board spoke at the conference. Comrade Pham Dong Thuy, Standing Committee Member, Head of the Provincial Party Committee's Propaganda Department spoke at the conference.

In his concluding remarks, Comrade Ngo Dong Hai, Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Steering Committee acknowledged and highly appreciated the efforts of the Department of Home Affairs and the districts in implementing the task of rearranging commune-level administrative units in the period of 2023 - 2025 to ensure progress and requirements; and agreed with the assignment of tasks to each member of the Steering Committee.

The Provincial Party Secretary emphasized that the arrangement of commune-level administrative units is difficult and sensitive, affecting many areas, so it must be carried out methodically, carefully assessing the impact factors based on the experience of arranging commune-level administrative units in the province in the period of 2019-2021. The Provincial Steering Committee and the districts must identify the arrangement of commune-level administrative units in the period of 2023-2025 as an important political task, focusing on successful leadership and direction and achieving the highest results, especially creating high consensus and unity among cadres, party members and people. Continue to do a good job of propaganda on the arrangement of commune-level administrative units with many diverse forms, suitable for each subject and each locality. From now until the time of organizing the voter consultation, it is necessary to continue to review and grasp the grassroots situation, the ideology of cadres, party members, and people, and promptly resolve complicated issues that arise. Focus on reviewing, carefully evaluating, developing specific plans and roadmaps for arranging, reorganizing and resolving regimes and policies for cadres, civil servants and non-professional workers who are redundant due to the implementation of the reorganization of commune-level administrative units in the most thorough and satisfactory manner, in accordance with the salary reform policy. Each member of the Steering Committee, Party committees, and authorities at all levels, especially the heads, must uphold their responsibilities in performing the task of reorganizing commune-level administrative units. Continue to review and have appropriate solutions to issues related to: public assets, public investment, reorganization of political and social organizations, and completion of legal procedures after the reorganization of administrative units...

The Provincial Steering Committee requested the Provincial People's Committee to direct specialized agencies to research and advise on the issuance of policies and mechanisms to support localities in the arrangement of commune-level administrative units in the province in the period of 2023 - 2025.
