Many new points in the admission process, especially early admission, are among the changes in the draft University Admission Regulations 2025 that are about to be issued. According to experts, these changes will bring more opportunities for candidates.

Among the many new points of the draft Admission Regulations for 2025, the notable content is that if universities consider high school transcripts, they must use the results of the entire 12th grade of the candidates. This will limit the situation of schools considering early admissions, when the school year has not ended, to avoid affecting the psychology of candidates participating in high school graduation, creating fairness in the admission process.

Commenting on the draft, before the regulation of "controlling" the early admission quota of 20%, there were concerns that the 20% limit on early admission quota for universities was mainly for administrative control. Regarding this content, Ms. Nguyen Thu Thuy - Director of the Department of Higher Education (Ministry of Education and Training) said: The draft stipulates that the equivalent conversion of the review scores and admission scores of the admission methods must be made, along with the requirement that the early admission score must not be lower than the admission score in the general admission round, which automatically limits the scale of early admission. The 20% limit is based on the practical situation of admission work in recent years, so that early admission only focuses on candidates with outstanding abilities and academic achievements, limiting the impact on students' studies in the final semester of grade 12 and high school graduation exam preparation. The most important thing is to create fairness among candidates when applying, not all students are able to participate in early admission before completing grade 12.

According to Associate Professor Dr. Vu Duy Hai - Head of Admissions and Career Guidance Department (Hanoi University of Science and Technology), the draft Regulation basically does not affect the admission methods of the unit too much. The regulation of 20% for early admission - talent admission, this is the rate that Hanoi University of Science and Technology has implemented for many years. Regarding the conversion of scores of the methods, Mr. Hai said that the plan will create many benefits for candidates and society.

Associate Professor, Dr. Vu Duy Hai analyzed: The regulation of the Ministry of Education and Training on early admission only affects the time of announcement of admission results to candidates, but the nature has not changed. Previously, candidates could know the results from March, April, May, but with the new regulation, candidates can only know the results after the national virtual filtering system announces them, usually in August. Thus, candidates are not affected in using admission results, only the time of knowing the results is different. As for the lower "top" schools, this will make the competition more fierce. Candidates are able to register for all schools in the system according to the admission principle, so they can be admitted to most of the "top" schools above, while the number of candidates at the lower "top" schools will be less, thereby affecting the enrollment scale of the schools. If implemented according to the draft 2025 University Admission Regulations of the Ministry of Education and Training, the allocation of quotas is no longer meaningful, because all methods have the same starting point.

Associate Professor, Dr. Tran Thien Phuc - Vice Principal of the University of Technology (Ho Chi Minh City National University) said that when applying for early admission, students have not yet completed their high school training program. The decision to eliminate early admission will create a more even ground, where all candidates compete based on the same reference system: High school graduation exam results. Secondly, focusing on the high school graduation exam will more accurately reflect the quality of teaching and learning at the high school level. In the past, the mentality of "admission early, no need to worry about graduation exams" has significantly affected students' determination to study, especially in the second semester of grade 12.

According to the Ministry of Education and Training, 2025 is the first year that students studying under the new general education program will participate in university entrance exams. Therefore, the innovation of admission regulations aims to meet the requirements of innovation in the 2018 General Education Program, creating a positive impact on teaching and learning at the high school level, especially grade 12. Stricter regulations on early admission, regulations that if using transcripts for admission, the learning results of the entire grade 12 year are required, regulations on unified thresholds to ensure input quality for health and pedagogy groups... are all aimed at ensuring fairness for candidates.
