On April 14, Deputy Prime Minister Mai Van Chinh signed Decision No. 757/QD-TTg approving the Plan for preservation, restoration and rehabilitation of the Special National Monument of Phat Tich Pagoda, Bac Ninh Province (Plan).
The planning objective is to preserve and promote the historical, cultural, architectural and artistic values of the Phat Tich Pagoda National Special Relic; protect the natural landscape, ecological environment, relics, national treasures and intangible cultural heritage values associated with the relic. At the same time, form a cultural, religious and ecological landscape tourism destination for Bac Ninh province and the entire Red River Delta; connect the Phat Tich Pagoda National Special Relic with tourist attractions, historical-cultural relics, and scenic spots in the province and surrounding areas to create a rich and unique chain of tourism products, contributing to the socio-economic development of the locality.
In addition, determine and adjust the boundaries of the relic protection area; serve as a basis for delineating the relic protection area, setting up boundary markers for protection and management of the relic; form functional subdivisions, landscape protection areas, ecological environment and land use indicators for the relic area; organize space and arrange technical infrastructure systems suitable for the stages of preservation, restoration and rehabilitation of the relic; serve as a legal basis for establishing, appraising, approving and managing projects for preservation, restoration and rehabilitation of original relics and new construction items at Phat Tich Pagoda; construct auxiliary works, technical infrastructure and landscape of the relic campus, and works serving tourists.
One of the planning contents is to adjust the scale of the relic site. Accordingly, the area of the protected area of the Phat Tich Pagoda National Special Relic is adjusted to increase, in order to overcome existing limitations, comprehensively protect the original elements, expand the landscape space, traditional culture and improve the effectiveness of management and protection of the relic.
Specifically, the area of Protection Area I is adjusted to increase to 1.28ha (an increase of 0.05ha compared to the area determined in the scientific record of the relic ranking); the area of Protection Area II is adjusted to increase to 15.24ha (an increase of about 14.46ha compared to the area determined in the scientific record of the relic ranking).
According to the plan, the relic protection area has an area of 16.52 hectares, including: Protection area I with an area of 1.28 hectares: is the area that strictly protects the original elements of the relic; including existing structures: bell tower, three treasures (front hall, incense burner, ancient tower foot, upper hall), back hall, two corridors, lord's palace, ancestral house, mother house, lecture hall and dining hall, dragon pond, tower garden, ceremony preparation house, Quan Am courtyard, guest house.

Protection area II, area 15.24ha: is the area to protect the landscape and promote the value of the relic; including: Phat Tich mountain (from the height of 33m above sea level), four pillars, lakes (East lake, West lake), existing works (including: dragon well, relic exhibition house, monk house, kitchen, toilet, relic yard); Phat Tich communal house (restored).
Area to promote the value of relics, area 8.43ha: arrange service facilities and public spaces to serve tourists and local people.
Buffer zone to protect the relic landscape, area 8.71ha: is the remaining areas of Phat Tich mountain (from the height of 33m above sea level down to the planning boundary); there are protection and embellishment measures to form an ecological landscape buffer zone associated with nature protection and sustainable tourism development.
Regarding the planning of the organization of space for conservation, restoration and promotion of the value of the relic, the Planning clearly states: protecting the original relics, relics, antiquities and treasures of the relic; preserving the natural landscape, cultural landscape and ecological environment of the relic associated with protecting Phat Tich mountain; renovating, restoring and restoring the relic on the basis of historical documents, materials and scientific records of the relic, ensuring technical and aesthetic requirements and meeting the needs of cultural, religious and belief activities of the people; preserving and promoting the value of intangible cultural heritage associated with the relic.
New construction works to promote the value of relics must ensure a scale appropriate to the overall space of the relic, not affect the general landscape architecture, not have a negative impact on the relic and cultural, religious and belief activities and activities at the relic.
Regarding the orientation of promoting the value of relics associated with tourism development, the Plan determines to focus on attracting the domestic tourist market, tourists from the capital Hanoi and tourists from neighboring provinces; focusing on festival tourists, spiritual and religious tourists and weekend tourists.
The main tourism products are sightseeing tours, learning about the cultural and historical values of the locality and the nature of Phat Tich mountain area; thematic tourism associated with experiencing religious activities and folk culture.
Festival tourism, diversifying activities in the traditional festival of Phat Tich Pagoda. Developing cultural and tourism events associated with folk festivals and local traditional festivals; forming a specialized tourism route of ancient Vietnamese pagodas connecting Phat Tich Pagoda with Dau Pagoda, But Thap Pagoda (Thuan Thanh); Tieu Pagoda (Tu Son),...; festival and spring tourism routes; Duong River tourism routes.../.
