Implement seriously and effectively

Standing Deputy Secretary of the Provincial Party Committee - Head of the Steering Committee Nguyen Hoai Anh has just signed the 2024 work program of the Steering Committee for Party building, mass organizations in state-owned enterprises of the province with specific tasks and solutions to implement the Plan to implement Directive No. 33-CT/TW of the Central Party Secretariat and Plan No. 157-KH/TU, dated September 9, 2019 of the Standing Committee of the Provincial Party Committee on strengthening the building of Party organizations in private economic units.

Accordingly, the Steering Committee continues to lead and direct provincial Party committees, provincial agencies and units to continue to propagate and promote the implementation of Decree No. 98/2014/ND-CP, dated October 24, 2014 of the Government on regulations on the establishment of political organizations, socio-political organizations in enterprises of all economic sectors; the specific contents, tasks and responsibilities of localities, agencies and units are set forth by the Standing Committee of the Provincial Party Committee in Plan No. 157-KH/TU, dated September 9, 2019 on the implementation of Directive No. 33-CT/TW of the Central Party Secretariat on strengthening the building of Party organizations in private economic units; Regulation No. 2132-QD/TU, dated June 2, 2020 of the Standing Committee of the Provincial Party Committee on the establishment, organization and management of Party organizations, socio-political organizations in all types of enterprises; Plan No. 117-KH/TU, dated December 14, 2022 of the Provincial Party Committee implementing Resolution No. 21-NQ/TW, dated June 16, 2022 of the Party Central Committee (term XIII) and Plan No. 07-KH/TW, dated August 17, 2022 of the Politburo (term XIII) on strengthening the consolidation and building of grassroots Party organizations and improving the quality of Party members in the new period and Instruction No. 91-HD/BTGTU, dated September 23, 2019 of the Provincial Party Committee's Propaganda Department on promoting propaganda to strengthen the building of Party organizations in private economic units, Instruction No. 95-HD/BTGTU, dated November 8, 2023 of the Provincial Party Committee's Propaganda Department guiding the dissemination, dissemination and propaganda of Resolution No. 41-NQ/TW, dated October 10, 2023 of the Politburo on building and promote the role of Vietnamese entrepreneurs in the new period and Instruction No. 05-HD/TU, dated April 20, 2022 of the Provincial Party Standing Committee on guidelines for admitting private business owners into the Party.

The whole political system must get involved.

The Steering Committee requests local Party committees to strengthen the direction of advisory agencies, assist Party committees in closely following the plans, targets, and tasks assigned to agencies and units that are members of the district-level Steering Committee; increase contact, grasp the ideological situation, public opinion, thoughts, aspirations of Party members, union members, association members, and labor force working at state-owned enterprises to mobilize and create consensus among business owners on the establishment of Party organizations, unions, and development of Party members, union members, and association members in qualified state-owned enterprises. Directing political and social organizations at their level to strengthen propaganda work on social networks so that employees in enterprises can grasp and understand the legal regulations on their rights and obligations, the responsibilities of business owners for the rights of employees according to the Labor Code, and the responsibilities of trade unions in protecting the legitimate rights of employees to avoid creating hot spots, conflicts between enterprises and employees, and strikes and work stoppages... At the same time, continue to strengthen and build grassroots Party organizations and improve the quality of Party members in the new period; promote innovation in the content and methods of operation of Party organizations and political and social organizations in state-owned enterprises and improve the quality of union members in the new period. Regularly hold meetings and dialogues between Party committees and authorities at all levels with enterprises to grasp the situation and promptly remove difficulties and obstacles, create favorable conditions to support and urge enterprises to accelerate their operations and improve investment efficiency; continue to create conditions for Party organizations and unions in enterprises to carry out their tasks in various forms suitable to the production and business situation of the unit or enterprise. Improve the quality of Party committee and Party cell activities in accordance with the specific conditions of each enterprise; improve the quality of Party committees and executive boards of unions in enterprises; organize training courses and professional skills training for Party committees and executive boards of unions in state-owned enterprises. Continue to strengthen training and create sources of introductions for Party organizations to consider and admit private business owners, workers and outstanding employees in state-owned enterprises into the Party.

Regularly launch emulation movements in production, productivity, quality and efficiency in enterprises, in which promote the core, pioneering and exemplary role of Party members, union members and association members to propagate and attract the masses to participate actively and effectively, thereby discovering positive factors to introduce to Party organizations, socio-political organizations...

In 2024, strive to establish 3 new Party organizations; admit 80 or more new Party members. Strive to establish 15 new grassroots trade union organizations. Establish 15 new grassroots organizations of the Youth Union and the Vietnam Youth Union. Strive to establish 13 new Women's Union organizations in enterprises with a large number of female employees but no trade union organization. Establish at least 1 new grassroots organization of the Vietnam Veterans Association.
