The Provincial Party Standing Committee requests that Party committees, Party organizations, units and localities organize the study, dissemination, propaganda and popularization of Directive No. 42; combine the work of education on diligence, thrift, integrity, impartiality and selflessness with the work of Party building and rectification, especially the work of cadres, studying and following Ho Chi Minh's ideology, morality and lifestyle; implement the Party's regulations on the responsibility to set an example and on the revolutionary ethical standards of cadres and Party members in the new period.

Cadres and party members, especially key cadres, leaders, managers, heads of Party committees, Party organizations, and authorities at all levels, must take the lead and set an example by regularly studying and practicing diligence, thrift, integrity, impartiality, and selflessness; practicing revolutionary ethical standards in the new period; and including the content of "promoting the exemplary role of cadres and party members" in the content of annual quality review, assessment, and classification of cadres and party members.

In addition, innovate and improve the content, form and methods to improve the effectiveness of education on thrift, integrity, impartiality and selflessness suitable for each target group; further promote the role of the press and media in information and propaganda work, creating a strong and widespread spread throughout society on education on thrift, integrity, impartiality and selflessness.

Continue to review, supplement and perfect regulations of the province, agencies, organizations and units (according to the direction of the Central Government) and village and community conventions on education and practice of thrift, integrity, impartiality, building a culture of integrity, thrift, no corruption, waste and negativity to implement in agencies, organizations, units and the political system.

Regularly inspect, supervise, and urge the leadership, direction, and organization of the implementation of the Party's policies and regulations and the State's laws on education and practice of diligence, thrift, integrity, impartiality, and selflessness; build a culture of integrity, thrift, and non-corruption, waste, and negativity; include this content in the annual inspection and supervision program of Party committees, Party organizations, and inspection committees at all levels.

At the same time, proactively advise the Provincial Party Standing Committee and the Steering Committee for anti-corruption, waste and negativity to strictly handle cases and incidents involving corruption, waste and negativity, causing loss of trust among the people.
