What criteria must Starlink meet to be piloted in Vietnam?

(Dan Tri) - Billionaire Elon Musk's Starlink satellite Internet service will need to meet many criteria from authorities before it can be piloted in Vietnam.

As Dan Tri reported, billionaire Elon Musk's aerospace company SpaceX has been granted a controlled pilot license to deploy Starlink satellite Internet service in Vietnam.

However, how SpaceX will provide services in Vietnam is still a question that many people wonder about. According to Decision No. 659/QD-TTg issued by the Government on March 23, to be allowed to pilot in Vietnam, SpaceX will have to commit to fully comply with the provisions of law, foreign policy, and the "four no" defense policy of Vietnam.

SpaceX will have to place a ground gateway station (Gateway Station) on Vietnamese territory, ensuring that all traffic generated by satellite subscribers on Vietnamese territory must pass through this Gateway Station and connect to the public telecommunications network in Vietnam.

SpaceX will have to stop providing services in case of request from competent state agencies as prescribed by law; stop providing services to subscribers in Vietnam who violate the law at the request of competent state agencies as prescribed by law.

The Company must ensure that information and data of service users in Vietnam must be stored in Vietnam in accordance with the provisions of the law on network security, the law on personal data protection and other provisions of Vietnamese law.

SpaceX also needs to have a solution to ensure control and prevent the use of services by terminals that cause harmful interference and terminals that do not comply with Vietnamese law on conformity certification and conformity declaration.

The use of frequencies must ensure that no harmful interference is caused to radio equipment licensed to use radio frequencies in Vietnam and to communications systems serving defense and security purposes.

The use of frequencies and handling of harmful interference between non-geostationary satellite systems are carried out in accordance with the provisions of the Radio Regulations of the International Telecommunication Union and the provisions of Vietnamese law.

SpaceX satellites must not interfere with or adversely affect the coordination of satellite frequencies and orbits with Vietnam's future non-geostationary satellite system.

During the pilot period, the maximum number of subscribers SpaceX is allowed to provide services in Vietnam is 600,000, including the total number of telecommunications service subscribers of enterprises established in Vietnam and of telecommunications enterprises reselling services to enterprises established in Vietnam.

The pilot period will be implemented within 5 years from the date the enterprise established by SpaceX in Vietnam is granted a telecommunications service business license and must end before January 1, 2031.

The pilot deployment of satellite Internet will help expand Internet coverage, especially in remote areas, islands, where terrestrial telecommunications infrastructure is limited, helping everyone access Internet services, contributing to accelerating the digital transformation process in Vietnam.

Licensing foreign enterprises to provide telecommunications services via the Internet will contribute to enhancing Vietnam's image and attracting more investment from large technology corporations in the world.
