AI and semiconductors are at the heart of modern technology

The policy forum "Vietnam proactively develops the semiconductor and artificial intelligence industry in the new era" organized by the National Innovation Center (NIC) under the Ministry of Finance in collaboration with Aitomatic (USA) officially took place at NIC Hoa Lac today. More than 1,000 delegates are leaders and senior technology experts from Nvidia, Meta, IBM, Google, Intel, TSMC, MediaTek, Tokyo Electron, Panasonic, Marvell... and many businesses from Silicon Valley of the US, China, Korea, Japan, India, France, Germany, the Netherlands... and Vietnam to discuss the development orientations, opportunities and challenges of the global semiconductor and artificial intelligence (AI) industry, and propose development orientations for these technology fields for Vietnam.

Speaking at the opening of the forum, Deputy Minister of Finance Nguyen Duc Tam suggested that all partners and entities in the semiconductor and artificial intelligence ecosystem - from the world's leading technology corporations to research institutes, universities, investment funds and the domestic and foreign business community - cooperate more closely to go further and make Vietnam an important link in the global semiconductor and artificial intelligence supply chain.

"The Ministry of Finance will continue to synthesize the opinions of delegates and experts throughout the Conference, coordinate with relevant ministries and branches to report and propose to the Government and Government leaders key tasks and solutions to promote these two strategic technology industries in the coming time, creating great contributions to help Vietnam achieve double-digit growth in the upcoming important development period," Deputy Minister Tam affirmed.

Innovation is the engine of economic growth

At the event, Prime Minister Pham Minh Chinh also emphasized the importance of innovation in realizing socio-economic goals.

Vietnam aims to achieve a growth target of 8% or more by 2025, creating momentum and momentum for double-digit growth in the following years. This is very difficult, but no matter how difficult, it must be done. However, the head of the Government emphasized that development must be sustainable, macroeconomic growth must be controlled, with enough revenue to cover expenditures, enough exports to cover imports, enough to eat, and debt and budget deficits under control.

In addition, economic development must also ensure social progress and social security. Everyone has equal access, especially in border areas, remote areas and islands. Third, it is necessary to ensure the goal of protecting a bright, green, clean and beautiful living environment.

These need to be based on science and technology, innovation, digital transformation, green economic development, circular economy, knowledge economy, and creativity. Vietnam needs to strongly develop emerging industries such as AI, cloud computing, IoT, chip manufacturing, etc.

The Prime Minister made five commitments from the Government to investors and partners around the world to cooperate in developing AI and semiconductors in Vietnam.

Firstly, we are committed to contributing with developed partners to develop faster and more effectively in the process of investment and business cooperation in Vietnam.

The second is to ensure that partners and businesses have higher profits. Of course, this profit is legitimate and legal for investors and businesses.

Third is to build preferential mechanisms, liberate social resources, develop production and business, research of partners, liberate human resources, mobilize resources through public-private investment, and create a positive development ecosystem.

Fourth is to ensure legitimate rights and interests through appropriate and effective institutional solutions, policies and incentives, in the spirit of harmonious benefits and shared risks.

Fifth is to always innovate the production and business environment, create an open environment, reduce compliance costs, input costs, and have visa and labor policies.

The Prime Minister said the Government is building a national one-stop investment portal so that investors only need to go to one place to carry out procedures. This will help reduce costs and travel time for businesses. This task is being assigned to Deputy Prime Minister Nguyen Chi Dung and must be implemented within 6 months.

World "giants" highly appreciate Vietnam's AI potential

At the forum, Mr. Michael Kagan - Chief Technology Officer of Nvidia Corporation - said that the corporation is honored to become a partner of Vietnam in the semiconductor and AI development strategy. This event is the next step in Nvidia's dialogue program with Vietnam in developing talent in the field of artificial intelligence (AI).

AI is the backbone technology of the future, he said. AI is one of the most important inventions for mankind, second only to the wheel. AI will transform and completely change human life.

Nvidia CTO said that the company is actively investing in Vietnam by opening an office in Hanoi and expanding the Nvidia team here. He believes that Vietnam will be a center of talent in artificial intelligence and semiconductors in the future.

He also expressed that Nvidia has great confidence in the aspirations and ambitions of the Vietnamese Government. The group believes that its strategy is very suitable for Vietnam's AI development strategy in the next decade. Therefore, the group wishes to realize this vision together with Vietnam.

Mr. Michael Kagan emphasized that Nvidia is committed to supporting Vietnam in developing the semiconductor and AI ecosystem.

"We have also seen impressive growth, which is a result of the Vietnamese government's forward-looking policies. We see Vietnam's transformation as very much in line with Nvidia's mission. We forecast the growth of this market to reach $1.5 billion over the next 10 years. This is a result of the effective policies that Vietnam is implementing," he predicted.

He assessed that Vietnam possesses important capabilities such as technological acumen, a rapidly growing economy, a large and young population, and the Government's commitment to promoting innovation.

In the future, the group wants to focus on a number of initiatives supporting AI and semiconductor education. Nvidia is collaborating with more than 65 universities in Vietnam, aiming to integrate AI and semiconductor training programs into schools and research institutes. The group is also working with Vietnamese partners to create a platform for parties to access their ecosystems and technological resources. This will help form an AI innovation ecosystem in Vietnam.

According to him, infrastructure is also very important and essential for AI development. The Group is committed to supporting Vietnam in developing infrastructure with partners such as FPT. This continuous investment cooperation will help Vietnam achieve its goal of becoming one of the major AI and semiconductor R&D centers in the world.

"We want to become a long-term partner of Vietnam. We are here to support innovation and empower Vietnamese talent," affirmed Mr. Michael Kagan.

He believes that on such a cooperative foundation, it is possible to build an infrastructure for Vietnam to master AI and data, thereby helping Vietnam capture value from AI. From there, Vietnam will become an important center in the region and rise to the top, pioneering innovation.

In his speech, Mr. Truong Gia Binh - Chairman of the Board of Directors of FPT Corporation - affirmed the readiness of Vietnamese enterprises in technology transfer and building an innovation ecosystem.

He cited the example of Nvidia President Jesen Huang being surprised to see that although Vietnam is not well-known on the world map, it has millions of IT engineers, more than half of whom are programmers. The Nvidia President said that if Vietnam converts these engineers to the AI field, Vietnam can become one of the fastest growing countries in the world.

"We are actually realizing that suggestion. We have dozens of universities teaching AI to students. Vietnam committed to training 50,000 semiconductor experts and that number is growing very quickly," said Mr. Binh. He affirmed that Vietnam can be considered a major talent center.

"The Vietnamese people are still very ambitious and progressive. I see that Vietnamese engineers even forget to eat and sleep to stay in the office to finish their work. Thousands of our employees have left their families for 4 months in the office and carried out projects racing against time. In the world, only Vietnamese engineers still maintain this attitude," the FPT chairman shared.

That is why Mr. Binh affirmed that Vietnam is a reliable destination, a long-term partner, a center of creative and innovative talents, constantly aspiring and constantly striving to rise in the world.
