Long Thanh International Airport exploitation plan will be finalized in September 2025

The Ministry of Construction is asking the Civil Aviation Authority of Vietnam to work with ACV to urgently work with airlines to thoroughly study and assess the impact of the exploitation plan of Long Thanh International Airport.

According to the Ministry of Construction , the Feasibility Study Report for the Long Thanh International Airport Construction Investment Project Phase 1 includes plans to exploit Long Thanh International Airport and Tan Son Nhat International Airport.

For international flights, Long Thanh International Airport will operate all international flights (flights longer than 1,000 km and flights selected by airlines), new flights of all airlines that Tan Son Nhat International Airport cannot receive, and unscheduled flights.

Tan Son Nhat International Airport will operate all airlines operating code C aircraft (A321/320, B737...) or flights under 1,000 km. Operation criteria will be reviewed after the first 5 years of operation.

Currently, Vietnam Airports Corporation and Consultants have proposed a plan to transfer all regular international flights from Tan Son Nhat International Airport to Long Thanh International Airport to ensure effective investment in the Project.

However, the above plan still has opinions from some airlines, so the Ministry of Construction requested the Civil Aviation Authority of Vietnam to preside over and work with ACV urgently with airlines to thoroughly study, assess the impact of the exploitation plan and determine the roadmap to transfer international flights from Tan Son Nhat International Airport to Long Thanh International Airport to soon report the official results of the exploitation plan in September 2025.

It is known that ACV is currently directing the consulting unit to study the instructions of the Ministry of Construction to complete the exploitation division plan between Long Thanh International Airport and Tan Son Nhat International Airport.

Accordingly, ACV and the consulting unit are researching, evaluating, and analyzing the advantages and disadvantages of 2 options (Option 1: Transfer all international flights to Long Thanh International Airport; Option 2: Divide the exploitation of international flights between Long Thanh International Airport and Tan Son Nhat International Airport).

Based on comprehensive analysis and assessment of exploitation plans and receiving opinions from agencies and units, ACV recommends that competent authorities consider approving the policy of transferring all regular international flights from Tan Son Nhat International Airport to Long Thanh International Airport according to a specific roadmap to ensure efficiency and achieve the investment goals of the Project (The specific roadmap will be reported by the Consultant in August 2025).

According to ACV's assessment, to realize economies of scale and strengthen Vietnam's position in the regional aviation market, all international routes should be transferred to Long Thanh International Airport as part of a long-term strategy to support economic development.

In addition, route allocation is an important issue that can significantly affect the business operations of Vietnamese airlines.

“To ensure that domestic airlines have a competitive advantage over foreign airlines, concentrating international routes at Long Thanh International Airport is a necessary strategy to form an aviation transit hub,” said an ACV representative.
