In Trung Khanh commune, stabilizing the organization and arranging personnel is one of the key and urgent tasks after the merger. According to the Chairman of the Trung Khanh Commune Fatherland Front Committee, Hoang Van Su, the new operating model brings autonomy and clear efficiency to the grassroots. Work from the provincial level to the commune level without going through intermediaries helps save a lot of time and effort. The affiliated associations and organizations operate in unison with the commune Fatherland Front, helping to carry out tasks more easily. The commune Fatherland Front is more proactive in deciding to recognize titles for member organizations.
However, in the initial stage after the reorganization, many member organizations lacked deputy positions. This pressure increased when the workload in the new merger stage was significantly higher, while the staff of the commune-level Fatherland Front was still limited in expertise, most of whom were new or transferred from other places. Faced with this situation, the locality had timely solutions to gradually improve the apparatus. In the coming time, the commune will strive to complete the missing positions when agreed upon by superiors. At the same time, the commune-level Fatherland Front staff proactively developed plans and recommended superiors to organize professional training courses for staff.
Vice Chairman of the Quang Lam Commune Fatherland Front Committee Mac Van Toan said: The commune-level Fatherland Front applies the operational information system of Party agencies to standardize the process of receiving information and reporting. Local member associations effectively utilize social networking groups to connect and share information. In the early stages of operation, tools such as forms and online surveys were used to manage activities, count the number of union members and "smart mass mobilization" models in the area. With the spirit of "doing and learning from experience", the initial difficulties due to the lack of unity in direction and unclear regulations were gradually overcome, bringing common activities into order. The new coordination model both ensures that the unions maintain autonomy according to the charter and promotes collective strength, eliminating the overlapping situation as before.
According to the Provincial Fatherland Front Committee, after completing the apparatus, the top priority task is to continue to consolidate and promote the great national unity bloc, especially in areas with changes in administrative boundaries. The Provincial Fatherland Front has proposed core operating policies, including: Innovating the method of operation towards being close to the people and the grassroots; strongly promoting the role of social supervision and criticism; actively participating in the digital transformation; perfecting the organization to build a team of "dedicated and capable" cadres to meet new requirements.
In order to ensure smooth management from the province to 56 communes and wards after the district level was abolished, the Provincial Fatherland Front Committee applied many new management methods. One of the key solutions is to increase decentralization, giving more initiative to the commune-level Fatherland Front in implementing campaigns, managing funds, monitoring and providing social feedback. The province established 10 specialized committees, with vice chairmen of provincial socio-political organizations concurrently serving as heads of committees, creating a direct and synchronous command channel from the province to the communes in each field. The strong application of information technology through shared software, online meetings and the establishment of emulation clusters directly coordinated by the province also contributed to overcoming management gaps, creating a more flexible, modern and effective method of operation.
Standing Vice Chairman of the Provincial Fatherland Front Committee Vu Khac Quang affirmed: This is a breakthrough step to build a streamlined, effective and efficient apparatus. The strategic goal is to completely resolve the overlapping of functions and tasks when many organizations do the same job, causing waste and unclear responsibilities. The model helps reduce focal points, payroll, increase resources for the grassroots; solve people's problems more quickly and effectively.
The Provincial Fatherland Front Committee has been drastically implementing synchronous solutions, including: Arranging the apparatus and personnel according to a reasonable roadmap, promoting propaganda work to create consensus; especially, focusing on comprehensive training and development for the team of commune-level cadres. The orientation that the Standing Committee of the Provincial Fatherland Front Committee is aiming for is not only to build a streamlined, efficient and technologically-intensive system, but above all, it is to affirm the position of the Front as a solid political alliance, a center for gathering and maximizing the strength of great solidarity of all classes of people.
