Site clearance has long been considered the biggest bottleneck of public investment projects. This is a prerequisite step, because only when the site is handed over cleanly and synchronously can construction items be implemented on schedule. In reality, slow site clearance will lead to a series of consequences: contractors have to adjust plans, equipment and labor are congested, investment capital cannot be disbursed, and projects are prolonged, causing waste.
Faced with this situation, many localities have chosen a more proactive approach, instead of just announcing or applying administrative measures. Mobilizing and directly dialogue with people helps the government listen to concerns from the grassroots, creating consensus. Some places apply the mechanism of "handing over the site as it is done", that is, land acquisition in parts so that contractors can receive the site and start construction at the same time. Although this method requires smooth coordination between the parties, it helps save a significant amount of time for the overall implementation of the project.
According to Mr. Nguyen Thai Thinh, Vice Chairman of Phu Yen Ward People's Committee, immediately after the merger, the ward urgently completed the working apparatus, considering the site clearance work as a key task. The ward is reviewing the resettlement subjects, compensation plans for site clearance for projects such as the Southern Residential Area Technical Infrastructure of the Nam Tuy Hoa New Urban Area; Central Park Area of the Nam Tuy Hoa New Urban Area... Along with that, the ward has strengthened the work of mobilizing people to hand over the site to the contractor to ensure progress.

With the Ho Chi Minh Road Construction Investment Project, the Eastern Buon Ma Thuot bypass, the site clearance work was also implemented in the direction of "going to every alley, knocking on every door". Board A coordinated with the locality to approach each household, not only mobilizing the handover of the site but also supporting human resources for dismantling and cleaning. At the same time, a detailed plan was developed, with effective implementation measures, ensuring the progress of handing over the site to the contractor.
“Households that have not been relocated will continue to be informed and persuaded with the goal of completing the project in 2025. This approach shows that the investor not only focuses on technical work, but also proactively participates in solving social difficulties, creating a foundation for construction progress,” said Mr. Dang Tho Dan, Head of the Traffic Project Management Department (Board A).
At the construction site of some sections of the embankment to prevent erosion on the right bank of the Ban Thach River combined with the traffic road (from Ban Thach Bridge to Ben Lon Bridge), dozens of engineers, workers and machines have been mobilized to construct. Up to now, the project has achieved about 45% of the volume of work according to the contract. The contractor's representative said that, in addition to office hours, the unit has arranged additional evening shifts, even working overnight on some items to ensure progress according to plan.

Mr. Nguyen Dinh Tuy, Construction Supervisor (Category C) said: “The current weather is very favorable for pouring concrete and constructing the roadbed, so we mobilize maximum human resources and equipment. The supervisory unit is also regularly present at the site to urge and promptly resolve any arising problems. The working shifts are scientifically organized to ensure both speed and safety for workers. The contractor deploys 3 construction teams: at the beginning of the route, the roadbed and embankment are built; in the middle, the box culverts are built across the road and the embankment foot; at the end of the route, the sidewalk is built. The work of receiving and accepting completed work is also shortened in processing time to ensure timely disbursement of capital. With the current progress, the embankment project will ensure safe flood crossing and reach the finish line this year."
At many other projects, contractors have also signed progress commitments with investors, clearly stating the time frame for completing each item each week, promptly handling any problems that arise. "With the goal of completing the project in September, we are mobilizing about 60 workers each day to deploy the items to complete the project of the Provincial Maternity and Pediatrics Hospital," said Mr. Le Hoang Long, Project Manager (Nghe An Construction Joint Stock Company).
As expected, by the end of this year, the investor and contractor are determined to complete many projects in the province such as: Provincial Maternity and Pediatrics Hospital, Construction of some embankment sections to prevent erosion on the right bank of Ban Thach River combined with traffic roads (section from Ban Thach Bridge to Ben Lon Bridge)... Completing the project on schedule or ahead of schedule will not only help disburse public investment capital in a timely manner but also contribute to effectively promoting capital sources, creating a spillover effect on the socio-economic development of the locality.
