On the afternoon of May 20, Comrade Cao Tuong Huy, Acting Chairman of the Provincial People's Committee chaired a working session with the education and training sector on the situation and results of the 2022-2023 school year; listened to and gave opinions on a number of difficulties, problems and proposed recommendations of the education sector. Also attending was Comrade Nguyen Thi Hanh, Vice Chairman of the Provincial People's Committee.

According to the report of the provincial Department of Education and Training, as of the 2022-2023 school year, the whole province has 643 educational institutions, including 586 public educational institutions and 57 private educational institutions, with a total number of staff and teachers in the whole sector of over 21,800 people. In the 2022-2023 school year, the quality of mass education and key education continues to receive attention, achieving many important achievements. Preschool education maintains a stable 100% rate of children studying 2 sessions/day. Universal primary education maintains level 3 standards. The rate of students passing high school graduation exams is high every year, in 2022 alone, the average score of Quang Ninh's high school graduation exam ranked 31/63 provinces and cities nationwide, up 5 places compared to 2021, up 19 places compared to 2020. The quality of excellent students at all levels has increased. In particular, in the past 5 years, Quang Ninh has had students winning regional and international excellent student awards in Biology, Physics, and Informatics; many students won awards in international science and technology invention competitions...

The Department of Education and Training has also advised the Provincial People's Committee to issue a Decision approving the "Project to renovate, repair, upgrade and complete educational facilities in the period 2022 - 2025". Up to now, the rate of solid classrooms has reached 92.1%. Regarding the goal of building 22 high-quality general schools, up to now, some schools have basically completed the construction of the rough part of the project...

At the meeting, leaders of the provincial Department of Education and Training and representatives of a number of education units also pointed out a number of difficulties and problems and made a number of proposals and recommendations on a number of contents, such as: Planning and arranging the network of schools and classes; staff, teachers, people working in the education sector and the quota of education civil servants under the Department and the Departments of Education and Training; the shortage of education managers at the head level of units under the Department; issues of facilities, building high-quality schools, facilities for teaching 2 sessions/day for primary schools, the use of public assets to implement joint ventures and associations; support policies for teachers and students in remote, border, island and ethnic minority areas; a number of problems and difficulties in the process of implementing digital transformation in the education sector...

After listening to the suggestions and recommendations of the Department of Education and Training and other units, representatives of a number of related departments and sectors discussed, shared, and directly clarified a number of issues. They focused on the issue of staffing quotas in the education sector; the policy of reducing public service units, encouraging the increase of non-public education; the autonomy project of units in the education sector; special policies to support education in remote areas, border areas, islands, and ethnic minority areas, etc.

Concluding the meeting, Acting Chairman of the Provincial People's Committee Cao Tuong Huy acknowledged and commended the efforts and remarkable achievements of the education and training sector, education managers and teachers in the past time; at the same time, he shared the difficulties and hardships of the education and training sector and teachers.

The Acting Chairman of the Provincial People's Committee emphasized that the issue of socialization of education and training is extremely important, requiring the education and training sector and related departments and branches to continue to coordinate to implement it more effectively; quickly remove bottlenecks and bottlenecks in thinking, policy mechanisms, and quality of practical activities to fundamentally and comprehensively innovate and improve the quality of education and training. In particular, it is necessary to focus first on improving the quality and effectiveness of socialization of preschool education. To do this well, the Department of Education and Training of localities needs to be closely and responsibly aware of the actual situation, promptly report to all levels on existing problems and limitations to find solutions; localities need to seriously implement the policy of allocating land funds for socialization of education; The Department of Education and Training needs to quickly absorb and synthesize proposed opinions, coordinate with relevant departments and branches to research and propose new mechanisms and policies suitable to the reality of the new development process of the province. Regarding some inadequacies in the Law on Education, relevant departments and branches need to coordinate to review and carefully research to have proposals and recommendations to the Central Government for reasonable amendments and supplements.

The education and training sector also needs to proactively and quickly implement the planning of public investment estimates from the provincial budget so that the province can balance and allocate capital reasonably and promptly to serve the province's education and training activities.

For some difficult issues, problems and specific suggestions and recommendations, the Acting Chairman of the Provincial People's Committee assigned departments, branches and localities to find solutions based on their functions and tasks.
