On the morning of November 27, at the 8th Session, the 15th National Assembly voted to approve the Resolution of the National Assembly on investment policy for the National Target Program on Cultural Development for the 2025-2035 period.

Previously, presenting the Report on reception and explanation, Chairman of the Committee on Culture and Education Nguyen Dac Vinh said that on November 1, 2024, the National Assembly discussed at the plenary session the Report on proposed investment policy for the National Target Program on Cultural Development for the period 2025 - 2035. In general, the National Assembly deputies highly agreed on the investment policy, the basic contents of the Program and the draft Resolution approving the investment policy.

Regarding the funding for the implementation of the Program, Chairman of the Committee on Culture and Education Nguyen Dac Vinh said that the National Assembly Standing Committee accepted the opinions of the delegates and expressed them in Point d, Clause 4, Article 1 of the draft Resolution. The National Assembly Standing Committee suggested that during the process of developing the Feasibility Study Report, the Government direct relevant agencies to closely coordinate with localities to determine the appropriate counterpart rate.

Regarding opinions agreeing with the specific mechanisms and policies in implementing the Program; however, requesting to continue to thoroughly review to remove difficulties and obstacles, Chairman of the Committee on Culture and Education Nguyen Dac Vinh said that the National Assembly Standing Committee accepts and recommends that the Government, in the process of developing and implementing the Program, needs to continue to review and promptly remove difficulties and obstacles to effectively implement the Program...

Regarding the investment and construction of Vietnamese Cultural Centers abroad, the Standing Committee of the National Assembly believes that the investment is in line with the policies of the Party and the State, implementing the Foreign Cultural Strategy and meeting practical requirements. Therefore, the Standing Committee of the National Assembly requests the National Assembly to include this content as one of the specific mechanisms in implementing the Program. In addition, it is requested that the Government direct, absorb the opinions of delegates, select and build centers in order of priority; continue to perfect the organizational and operational mechanisms suitable for each locality, and have solutions to improve operational efficiency to ensure feasibility, effectiveness and avoid waste.

Regarding the consensus of the Party and State's common viewpoint of maximum decentralization to localities, assigning localities to allocate resources in accordance with actual conditions; at the same time, requesting the Government, ministries and branches to strengthen inspection and supervision of the implementation of the Program, the National Assembly Standing Committee accepted and requested the Government to direct the correct implementation of this principle in the process of developing the Feasibility Study Report and organizing the implementation of the Program.

Regarding the suggestions to add some specific targets and tasks for special subjects such as laborers, workers, and ethnic minorities who are migrants working in industrial parks and export processing zones, Chairman of the Committee for Culture and Education Nguyen Dac Vinh said that the National Assembly Standing Committee accepted and proposed that the Government direct the continued review and attention to the above special subjects in the process of building and perfecting the content of the Feasibility Study Report, ensuring to avoid duplication with the national target programs being implemented and meeting the needs of cultural preservation and cultural activities of ethnic minorities...

Regarding the opinions that are still concerned, suggesting adjustments and additions to some indicators and tasks in the components of the Program; proposing some solutions to effectively implement the components, Chairman of the Committee on Culture and Education Nguyen Dac Vinh said that the National Assembly Standing Committee accepts and requests the Government to carefully study and accept the opinions of National Assembly deputies in the process of developing the Feasibility Study Report, and be responsible for concretizing and implementing the Program according to the principles and contents approved by the National Assembly...

Spending more than 122,000 billion VND on cultural development

According to the National Assembly Resolution, the program will be implemented nationwide and in a number of countries that have long-term cultural relations and interactions with Vietnam, and have a large number of Vietnamese people living, working and studying. The implementation period is 10 years, from 2025 to the end of 2035.

Regarding implementation costs, the National Assembly resolved that the total capital for implementing the National Target Program on Cultural Development for the 2025-2030 period must be at least VND122,250 billion. Of which, the central budget capital accounts for 63% with VND77,000 billion; local budget capital accounts for 24.6% with VND30,250 billion; the remaining 12.4% is from other sources (about VND15,000 billion).

The Resolution clearly states that during the operation, the Government will continue to balance the central budget to prioritize additional support for the Program in accordance with actual conditions and have appropriate solutions to mobilize all legal capital sources for implementation. The National Assembly requires that the central budget capital allocated to the Program must be invested in a focused, key and sustainable manner, focusing on the contents that need to be prioritized first to create a breakthrough in cultural development.

The resolution sets a target that by 2030, the Vietnamese cultural values ​​system, human values ​​system, and family values ​​system will be implemented nationwide through codes of conduct. Strive for 100% of provincial-level administrative units to have all three types of provincial-level cultural institutions.

The Resolution also states that by 2030, 80% of district-level administrative units will have standard Cultural - Sports Centers; ensure effective operation of grassroots cultural institutions at commune and village levels; strive to complete the restoration and embellishment of 95% of special national relics (about 120 relics) and 70% of national relics (about 2,500 relics); strive for cultural industries to contribute 7% of the country's GDP.

By 2030, strive for 100% of cultural and artistic units to be computerized, digitally transformed, and apply achievements of the 4th Industrial Revolution; strive for 100% of students in the national education system to access and participate in art education and cultural heritage education activities; 90% of talented artists, civil servants, and public employees in the cultural and artistic fields to be trained, fostered, and improve their professional skills and expertise.

Along with that, excellent, high-quality works of literature, art, cinema, literary and art criticism are supported in creation, publication, and dissemination; every year, there are at least 5 major international events on culture and art abroad with the official participation of Vietnam.

Regarding the goal by 2035, the Resolution clearly states that 100% of localities strive to include the content of moral education, lifestyle, and family values ​​in the new period into the village, clan, community, and commune covenants and support effective implementation; 100% of libraries in the library network meet the conditions for establishment and ensure operating conditions according to the provisions of the Library Law; Strive to complete the restoration and embellishment of 100% of special national monuments and at least 80% of national monuments.

Strive for cultural industries to contribute 8% of the country's GDP by 2035; Complete the National Digital Library, build smart libraries, expand connections, and integrate data with libraries in the Vietnamese and international library network; 85% of educational institutions nationwide have enough classrooms for Music, Fine Arts, and Arts subjects; 100% of talented artists, civil servants, and public employees in the fields of culture and arts have access to, training, fostering, and improving their professional skills and expertise.

The goal by 2035 is to have 10-15 national-level cultural and artistic works and projects on national history, revolutionary struggle history and the country's renovation process each year.
