Comrade Phan Huy Ngoc, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee attended the Congress.

Also attending the Congress were leaders of the Department of Home Affairs; former leaders of the old Meo Vac district and communes before the merger; leaders of neighboring communes and 189 official delegates representing over 750 party members of the entire commune Party Committee.

After the merger, Khau Vai commune has a natural area of over 107 ^km2 . The commune Party Committee currently has 49 subordinate Party cells. The whole commune has 3,771 households/22,300 people, with 11 ethnic groups living together; of which the Mong ethnic group accounts for over 95%.

In the 2020-2025 term, despite many difficulties and challenges, and the impact and influence of epidemics and natural disasters, the Party Committee and people of all ethnic groups in the area have united and strived to complete and achieve many set targets.

Party building work has had positive changes in politics , ideology, ethics and organization; great solidarity among ethnic groups continues to be consolidated and enhanced, creating trust among the people. Economy - culture - society has had many changes, 3 National Target Programs have been implemented synchronously and effectively.

People gradually eliminated backward customs and practices, built a civilized lifestyle; ethnic, religious, and social security policies were implemented and ensured. The program to eliminate temporary and dilapidated houses was effectively implemented. National defense and security were strengthened, preventing complicated, passive, unexpected incidents and hot spots from occurring.

In the 2025-2030 term, the Commune Party Committee determined to focus on implementing 3 key tasks, 2 breakthroughs and 20 main targets in the fields of Party building, economy , society, national defense and security.

Some of the major targets include: Reducing the average multidimensional poverty rate by 5.5% per year; creating new jobs for 2,000 people; the rate of online settlement records out of the total number of administrative procedure settlement records of the commune reaching 95%; the rate of exchanging electronic documents with specialized digital signatures reaching 95%; the rate of villages with concrete roads to the center reaching 80%...

Speaking at the Congress, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Phan Huy Ngoc affirmed: In order to successfully implement the goals, of which the key goal is "By 2030, Khau Vai commune will become a bright spot in tourism and service development, with the poverty rate falling below 30%", the commune needs to focus on leading and directing the building of a clean and strong Party and political system in terms of ideology, organization and ethics; specifically identify key projects, plans and tasks to successfully implement the goals of the Congress Resolution with the spirit of "clear people, clear work, clear time, clear responsibility, clear products, clear authority".

Aiming to turn tourism into a spearhead economic sector, an attractive and prominent destination in the tourism space of Dong Van Karst Plateau Global Geopark; identifying this as the shortest path to poverty reduction, sustainable income improvement and quality of life for the people.

The commune continues to resolutely restructure agriculture, expand the variety of crops and livestock with high economic value; promote and build brands for key local products; strengthen administrative reforms towards being close to the people, proactively serving the needs of the people; focus resources on investing in the construction of essential infrastructure, prioritizing transportation, electricity, domestic water, and schools; preserve, maintain, and promote traditional cultural values; eliminate backward customs and practices; proactively grasp the situation and thoughts of the people to handle and resolve difficulties right at the grassroots level, ensuring social order and safety.
