Speaking at the workshop, Mr. Nguyen Khanh Long, Deputy Director of the Department of Employment ( Ministry of Home Affairs ), emphasized: "Human resources are the most important endogenous factor promoting growth". He also warned about the risk that a segment of unskilled, middle-aged and female workers in industrial zones could be left behind if they are not retrained in time.
Agreeing with the above viewpoint, Ms. Vi Thi Hong Minh, Deputy Director of the Office of Employers (VCCI), cited the rate of trained workers with degrees and certificates at only 28.8%. This is the result from the Labor Market Bulletin for the first quarter of 2025. Ms. Minh added that the demand for human resources in information technology and digital industry is about 150,000 engineers per year, but the training system only meets 40-50%; the semiconductor industry alone needs from 5,000 to 10,000 engineers per year, but the capacity to meet is less than 20%.

In response to the urgent need, Associate Professor Dr. Nguyen Thi Lan Huong, former Director of the Institute of Labor Science and Social Affairs (ILSSA), said that human resources are no longer a cost but a source of value that needs investment, a decisive factor for businesses to survive and develop. Ms. Huong emphasized the role of the Government as the "chief architect" in building a legal foundation and connecting the human resources ecosystem.
Sharing from the business's experience, Mr. Lai Hoang Dung, Chairman of the Trade Union of Samsung Electronics Vietnam, said that the Company identifies training as a strategic foundation, closely linked to technological innovation to ensure that no employee is left behind.
Concluding the workshop, Ms. Thai Thu Xuong, Permanent Vice President of the Vietnam General Confederation of Labor, affirmed: "Investing in workers today is the biggest way to save for the future". Ms. Xuong said that after the workshop, the Vietnam General Confederation of Labor will concretize the results into practical actions such as increasing support for grassroots unions to promote digital skills training, green skills and expanding links between unions, businesses and vocational training institutions. Experts at the workshop agreed on the need to soon complete the Human Resources Development Strategy to 2030, with a vision to 2050; build a national database on digital and green human resources; and encourage businesses to invest long-term in internal training.
Also on the afternoon of August 11, the Vietnam General Confederation of Labor, the Ministry of Home Affairs and VCCI held a press conference to announce the “Outstanding Enterprise for Workers 2025” Award with 8 enterprises selected for honor. The award ceremony will take place on August 16 in Hanoi.
