Promoting heroic traditions, building a clean and strong Government Cipher Committee Party Committee

Domestically, politics and society are stable; many revolutionary and breakthrough policies of the Party have been issued, creating the premise for the country to enter a new era of development - the era of the Vietnamese people's rise. However, the country faces many difficulties and challenges; hostile and reactionary forces are promoting " peaceful evolution" and espionage, information gathering, code breaking, and theft of national and state secrets, especially in cyberspace, are evolving in a complex manner. The above context poses very new requirements for the cryptographic sector with many large, diverse, and complicated tasks, requiring strong innovation in operating methods to meet the requirements of information security and safety of leadership and direction of the Party, State, and command of the armed forces in all situations.

Many missions were completed excellently, leaving a historical mark.

Under the leadership and direction of the Party, the State, the Central Military Commission, directly the Minister of National Defense ; close coordination of central and local departments, ministries and branches; proactiveness and determination of Party committees, leaders at all levels, cadres and Party members in the entire Party Committee of the Government Cipher Committee have promoted heroic traditions, overcome difficulties, overcome all challenges, and comprehensively completed the goals and tasks set out in the Resolution of the 10th Congress of the Party Committee of the Government Cipher Committee for the 2020-2025 term, many tasks were excellently completed, leaving a historical mark.

The Party Committee of the Government Cipher Committee has focused on leading, directing, proactively researching, analyzing, forecasting, and advising on many important policies and guidelines on cipher activities to meet the requirements of information security and safety, with many strategic and practical proposals; with high determination and great efforts to comprehensively implement Resolution No. 56-NQ/TW dated March 5, 2020 of the Politburo on the Strategy for the Development of Vietnam's Cipher Industry to 2030 and orientation to 2045 (Resolution 56), especially the contents that create the premise and foundation to contribute to bringing the country into a new era of development - the era of national growth. Effectively deploy the teaching of the subject "State management of cryptography" at the Ho Chi Minh National Academy of Politics and its affiliated regional Political Academies nationwide, for strategic planning officials, senior experts, department-level officials and equivalent.

The cryptographic organization continues to be consolidated, streamlined, operating effectively and efficiently, in accordance with the organization of the political system. The cryptographic force is managed in a unified and strict manner, maintaining moral qualities, sense of organization and discipline, and strict working regime, ensuring human safety, cryptographic confidentiality, and policies according to regulations. Perfecting the cryptographic organization at all levels to meet the requirements of information security and safety of central and local departments, ministries, and branches; especially merging, dissolving, and reorganizing department-level organizations under the Government Cryptographic Committee. Organizing training, retraining, fostering, and training to improve professional qualifications; building a team of cadres with capacity and qualifications for consulting, managing, commanding, and operating, meeting the title standards according to regulations; Focus on building a team of highly qualified experts, capable of researching, developing, and mastering modern cryptographic technology, providing important human resources for the Vietnamese Cryptography industry, serving socio-economic development and national digital transformation.

Planning a national cryptographic information system with modern architecture and technology, consolidated and developed firmly; promptly arranging and ensuring adequate technical equipment for cryptographic operations for the entire industry's cryptographic force to secure state secret information of departments, ministries, branches and localities. Notable among these are: Securing the information and document exploitation system directly serving the "Paperless Conference" of the Party Central Committee; tasks in the Project on developing applications of population data, identification and electronic authentication to serve national digital transformation in the period of 2022-2025, with a vision to 2030; helping the Ministry of Education and Training change the method of transferring and receiving exam papers for national exams through the cryptographic information system, ensuring confidentiality, safety and timeliness. Fully, synchronously and promptly deployed cryptographic solutions, products, and digital signatures specialized for public service to secure confidential State information and online public services from the central to commune levels to serve the activities of two-level local governments from July 1, 2025.

The specialized digital signature authentication system for public service has been developed, advanced, modernized and effectively maintained, effectively serving the direction, operation, and settlement of administrative procedures in the electronic environment, building a digital government. Timely issuance, revocation, extension, and change of digital certificate information content, contributing to improving productivity and efficiency in handling work in the digital environment, saving time and costs, increasing transparency and accuracy. Deploying an information security monitoring system for key information technology networks of the Party and State. Improving the efficiency of civil cryptography management; advising on the promulgation of national cryptography standards and regulations; appraising dossiers and implementing administrative procedures for granting business licenses, importing and exporting civil cryptography products and services throughout the process on the National Public Service Portal, ensuring timeliness and compliance with regulations.

Focus on leading and directing the promotion of scientific and technological research activities; autonomously design and manufacture modern, diverse cryptographic products, synchronized with the national information technology - telecommunications system. Successfully research many cryptographic algorithms and cryptographic protocols, including the MKV cryptographic algorithm, putting Vietnam in the group of few countries with their own civil cryptographic standards, affirming the level of cryptographic science in the region and the world. International cooperation in the field of information security and safety is promoted, especially with partners with advanced science and technology and traditional partners. Research, design, testing and production facilities are invested, consolidated, developed, and gradually transformed into digital products, meeting the increasing demand for information security and safety in the process of national digital transformation, effectively serving the task of protecting the Fatherland in the new period.

During the past term, the Party Committee of the Government Cipher Committee focused on leadership and direction and had many policies and measures to lead, train and build a team with a focus on managers at all levels, cryptographic science and technology staff, ensuring long-term succession, development and stability. The work of building the Party organization was promoted and focused on, focusing on building a strong Party organization in terms of politics and ideology; developing a team of cryptographic cadres and employees with the motto of taking people as the center and revolutionary ethics as the foundation. The leadership capacity and fighting strength of Party organizations at all levels were consolidated; leadership methods and working styles were innovated; the principles of democratic centralism, self-criticism and criticism were maintained, seriously and substantially implemented. The work of cadres was closely and systematically led and implemented; the work of inspection, supervision and enforcement of Party discipline had many innovations, seriously and comprehensively implemented. Building a revolutionary, standardized, and modern Vietnamese cryptographic industry

In the coming years, the world and regional situation is forecast to continue to evolve rapidly and complicatedly; the fourth industrial revolution is developing strongly, deeply affecting all fields, including the cryptographic field. Domestically, the entire political system focuses on implementing the "four pillars" to enter the era of national development by merging administrative units and implementing two-level local government, reorganizing the apparatus of the political system associated with digital transformation, interconnected, synchronous, fast and effective. The task of securing and securing information of the Party's leadership and direction, the State's management, and the armed forces' command; building a revolutionary, standardized, and modern Vietnamese cryptographic industry in the new era of development poses higher requirements and demands. The Party Committee of the Government Cryptographic Committee identifies and focuses on organizing a number of key tasks and solutions as follows:

Grasp the direction, goals, viewpoints and instructions of the Party and State on cryptographic work; proactively research and forecast the situation closely and accurately to promptly advise the Party, State, Central Military Commission and Minister of National Defense on the development orientation and implementation of State management on cryptography, avoid being passive or surprised, and ensure the highest national interests.

Research and perfect institutions, mechanisms and policies on cryptography; organize and implement the arrangement and adjustment of the organization and staffing of the Government Cipher Committee and cryptography organizations in the entire industry towards unity, streamlining, strength, high specialization, with strict and rigorous working regimes, efficient, effective and efficient operations; separate State management functions and operational functions in conjunction with promoting decentralization and delegation of authority in professional activities of agencies and units.

Focus on producing and promptly providing cryptographic products, security solutions, and information security to ministries, departments, branches, and localities, serving national digital transformation. Direct the synchronous and effective implementation of projects and programs to modernize cryptographic operations. Innovate cryptographic operations at ministries, branches, and localities in the direction of focusing on the tasks of advising, implementing, ensuring, providing technical support, and tasks related to information security, safety, and digital transformation.

Promote scientific and technological research activities to ensure quality and efficiency, meeting practical requirements; implement close and effective international cooperation with traditional partners; expand cooperation with partners with advanced science and technology.

Lead the construction of a comprehensively strong Government Cipher Committee "Exemplary, typical" and effectively and substantially implement all aspects of Party building work.

In the coming term, the tasks of the Party Committee of the Government Cipher Committee in particular and the Vietnamese cipher industry in general are facing new and extremely heavy requirements. The Congress calls on all cadres and party members to promote the heroic and glorious tradition of "Loyalty, dedication, solidarity, discipline, creativity"; grasp opportunities, overcome challenges, strive to comprehensively complete the goals and tasks of the 2025-2030 term with higher results than the 2020-2025 term, contributing to the successful implementation of the Resolution of the 12th Military Party Congress and the Resolution of the 14th National Congress of the Party, creating a solid foundation for building and developing the revolutionary, disciplined, and modern Vietnamese cipher industry in the new era of development - the era of the Vietnamese nation's rise.
