Immediately after the merger, the General Department quickly arranged and consolidated the force organization; maintained unit stability; promptly and synchronously deployed all aspects of work, without interrupting tasks; always focused on innovation, creativity, and timely ensuring HC and KT for the entire army to perform training and combat readiness tasks (SSCD), regular and unexpected tasks, contributing significantly to the successful implementation of military and defense tasks, building a revolutionary, disciplined, elite, and modern army.

Proactive, practical, improve work efficiency

Immediately after merging the two General Departments and reorganizing them into the General Department of HC-KT according to Decision No. 366/QD-BQP dated January 24, 2025 of the Minister of National Defense , the leaders and commanders of the General Department thoroughly grasped and seriously implemented the resolutions and directives of the superiors, closely following the military and defense tasks, focusing on perfecting the organization and forces, maintaining the stability of the situation of agencies and units; maintaining the working order and regime according to regulations, not to interrupt the tasks. At the same time, actively and proactively advised the Central Military Commission and the head of the Ministry of National Defense on many policies and strategic solutions to improve the quality and effectiveness of ensuring HC-KT for building the Army, consolidating national defense, and protecting the Fatherland; both meeting the requirements of immediate tasks and ensuring long-term fundamentality. In particular, focus on solutions to build a HC and KT sector with reasonable quantity and structure, high quality, and synchronization from strategic to grassroots levels. Promote synchronous investment in weapons, equipment, means, techniques, logistics materials, especially in the military, arms, and forces to move straight to modernity. Closely coordinate with central and local departments, ministries, branches, and sectors to promote socio-economic development, combined with building potential, consolidating a solid HC and KT position in strategic directions and areas of national defense and security.

The General Department has closely coordinated with military regions, army corps, armies and arms to promptly handle problems arising after the merger and reorganization of the HC and KT agencies at the tactical and campaign levels. For newly established units, the General Department has directed a comprehensive review and assessment, and advised the head of the Ministry of National Defense to direct competent authorities to arrange HC and KT forces and facilities in a lean, compact and strong manner, in accordance with reality and mission requirements. Resources are allocated with focus and key points, not allowing organizational and staffing adjustments to affect the quality and effectiveness of HC and KT assurance work for training tasks, combat readiness, regular and unexpected tasks of agencies and units in the entire army; especially ensuring units performing the task of protecting sovereignty over seas, islands, borders, and key strategic areas of national defense.

Regarding the implementation of the two-level local government model, the General Department has promptly advised and guided the arrangement, use, and assurance of barracks, HC and KT facilities, materials, and technical equipment in a reasonable and scientific manner. Especially the plan for arranging barracks, managing and using weapons and technical equipment (VKTBKT) for the Regional Defense Command and the Border Guard Command of localities, limiting new investments, prioritizing the consolidation and renovation of existing barracks and warehouses, promptly meeting the needs of the units. Along with that, the General Department has ensured all aspects of HC and KT for urgent tasks and important political events of the Party and State, such as: Ensuring HC and KT for dealing with non-traditional security challenges, minimizing the consequences of natural disasters; participating in overcoming the consequences of the earthquake in Myanmar; Timely and fully ensure HC and KT material for the 50th anniversary of the Liberation of the South, National Reunification and the 80th anniversary of the August Revolution and National Day September 2... Timely forecast, proactively propose to increase reserves, maintain, supplement, and strictly manage the amount of logistics materials, military equipment, and national reserves in the Ministry of National Defense according to regulations, ready to ensure tasks in all situations.

Streamlining organization and staffing associated with innovation and creativity

The merger of HC-KT agencies at all three levels (tactical, campaign, strategic) is a big step forward in the process of building a lean, compact, and strong Army, but it also poses many difficulties and challenges. The HC-KT sector of the entire army has always upheld revolutionary heroism, promoted the tradition of: Loyalty, dedication, proactiveness, creativity, self-reliance, self-strengthening and the spirit of "wholeheartedly serving the troops", synchronously deployed solutions, implemented innovation and creativity, continued to perfect the method of ensuring HC-KT material in accordance with the requirements of building the Army and protecting the Fatherland in the new situation, meeting the requirements of immediate and long-term tasks.

After the merger and reorganization, the HC-KT agencies at all levels quickly stabilized and re-planned the warehouse system and facilities to ensure HC-KT in accordance with the new force arrangement, without interrupting tasks and ensuring absolute safety in all aspects. Focus on immediately implementing solutions to build a lean, compact, and strong HC-KT force; have a reasonable, high-quality reserve force, ready to develop to meet mission requirements in all situations. Actively promote resources, perfect methods of ensuring logistics and material, well implement programs, projects, maintain stability and improve the lives of soldiers. Perform well the technical assurance work, focus on exploiting and mastering new-generation, high-tech and improved, modernized HC-KT. Strengthen scientific and technological research, administrative reform, digital transformation; Focus on forecasting, discovering new problems, creating breakthroughs in applying scientific and technological advances.

Along with streamlining the organization and staff, the General Department of Personnel and Training has implemented many solutions to build a team of personnel and professional personnel in personnel and technical training with sufficient quantity and good quality. Promote education and training, well implement the mottos and viewpoints in training, education and training, especially the motto: "The quality of training of the school is the combat readiness capacity of the unit". Regularly innovate the content and training programs towards standardization, modernization, and closeness to the practical work of personnel and technical training of the Army in the new period. At the same time, diversify training types, connect schools, research facilities with units and strengthen international cooperation, attach importance to supplementing training content in new combat conditions; prioritize building a team of cadres with high professional qualifications and skills in key, specific, and spearhead fields; have policies to attract leading cadres and experts. The emulation movement "The Army Logistics Sector follows Uncle Ho's teachings" and the Campaign "Managing and exploiting technical equipment and technology well, durably, safely, economically and in traffic safety" were promoted and spread throughout the army.

In the 2025-2030 term, the General Department of Administrative and Economic Affairs identifies the key task as thoroughly implementing the goal of building comprehensively strong agencies and units in the General Department, "exemplary and typical"; advising correctly, accurately and effectively on policies and solutions for administrative and economic work to meet task requirements; directing and organizing to ensure good administrative and economic work for tasks, contributing to building a strong national defense, building a revolutionary, disciplined, elite and modern army. The General Department aims to build 100% of agencies and units to be comprehensively strong, of which over 90% are "exemplary and typical" in all aspects of work.

Promoting the effectiveness of streamlining the organization and staff, the General Department has improved the quality of research, proposals, and well performed its advisory function to the Central Military Commission and the Ministry of National Defense, and deployed the tasks of administrative and technical work closely, correctly, and promptly. Party committees, commanders, and administrative and technical agencies at all levels continue to thoroughly grasp the Party's military and defense guidelines, directly the Resolution of the 8th Central Committee (13th tenure) on the Strategy for protecting the Fatherland in the new situation. Proactively develop and synchronously and effectively implement resolutions, conclusions, projects, programs, and plans of the Central Military Commission and the Standing Committee of the Central Military Commission on administrative and technical work, focusing on Resolution No. 1658-NQ/QUTW on military logistics work to 2030 and the following years; Resolution No. 1656-NQ/QUTW on leading technical work to 2030 and the following years.

The General Department has implemented a number of solutions to proactively promote resources, effectively implement logistics and material assurance work, maintain stability and improve soldiers' lives. Well implement planning and manage the overall planning of barracks; develop a medium-term investment plan for the period 2026-2030. Proactively create sources, purchase, ensure timely and adequate supplies, fuel, technical equipment and transportation for training, combat readiness, regular and unexpected tasks... Direct and implement in-depth investment projects to improve the capacity of repairing military equipment and producing technical supplies...

Continue to arrange and consolidate the organization of the General Department to ensure a lean, compact, strong, synchronous and reasonable organizational structure, while at the same time making breakthroughs in innovation, improving the quality of training and education work; attach importance to synchronous and in-depth training, training in exploiting and mastering new-generation weapons and technical equipment. Combine training with practice and organize various forms of drills, sports, and competitions, improve the level and capacity of command and organization to ensure HC, KT and mobility, combat readiness, especially the capacity of consulting and directing.
