Tran Dai Nghia (1913-1997), real name Pham Quang Le, was born in Chanh Hiep, Tam Binh, Vinh Long.
In 1935, he went to France to study. After years of hard work, with great intelligence and determination, Pham Quang Le received three university degrees at the same time: bridge and road engineering, electrical engineering and a bachelor's degree in mathematics. He then continued his studies and received three more engineering degrees, including: aviation, mining - geology and mechanical engineering.
During his 11 years studying abroad, he quietly researched techniques, technology and the organization system of weapons manufacturing. In September 1946, when President Ho Chi Minh went to France to negotiate with scholars about contributing to the country, Pham Quang Le was one of those outstanding young intellectuals. At that time, he proactively expressed his wish to return home and use the knowledge he had accumulated to serve the cause of national salvation.

According to the memoir "Returning to the Beloved Fatherland", on September 19, 1946, Pham Quang Le returned to the country with Uncle Ho, bringing with him 1 ton of documents packed in a box labeled "diplomatic". Before that, he received a salary of 5,500 francs/month as a chief engineer, equivalent to about 22 taels of gold at that time.
In December 1946, President Ho Chi Minh assigned him the important position of Director of the Military Ordnance Department, Ministry of National Defense (now the General Department of Defense Industry of Vietnam) and Director of the Military Ordnance Research Department, General Command of the Army (now the Institute of Military Science and Technology). With the same assigned task, President Ho Chi Minh gave him the name Tran Dai Nghia.
Directly assigned by Uncle Ho, Tran Dai Nghia and his comrades built and developed the military industry, manufacturing many new types of weapons in conditions of extreme shortage of materials and equipment, most notably Bazooka guns and bullets, SKZ recoilless rifles, contributing significantly to our army's victory on the battlefield.
Besides making guns, he also directed his colleagues at the Military Ordnance Department to make flying bombs. In early 1948, after nearly 3 months of successful research, the flying bomb made in Vietnam was born.
In early 1949, our troops tested this type of bomb. When fired, the shell flew across the Red River and fell right into the French command center. Although the material damage was not great, this type of bomb made the French army terrified and confused.
In addition to manufacturing weapons, he also opened many weapons engineering training classes and taught them himself. Most of the students he trained later became key officials.
On the day the country was reunified (April 30, 1975), Tran Dai Nghia wrote in his notebook: "Mission accomplished!". Throughout his life, he lived and worked worthy of the meaning of the name Tran Dai Nghia that Uncle Ho once said: "First, the Tran family name is the family name of the famous general Tran Hung Dao. Second, Dai Nghia means great meaning so that I can remember my duty to the people and the country."
