Considering the report of the Ho Chi Minh City Department of Construction, Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc assigned the Director of the Ho Chi Minh City Traffic Construction Investment Project Management Board (investor) to seriously and urgently inspect, review, and evaluate all contractors participating in the An Phu intersection project.
The entire An Phu intersection project must be completed before December 31, 2025.
The Chairman of the Ho Chi Minh City People's Committee requested the Director of the Transport Department to tighten contract management and apply contractual sanctions to weak contractors. This includes transferring volume, replacing personnel, evaluating capacity, updating information on the national bidding system, terminating contracts, and recovering advances.
The Traffic Department must report to the Ho Chi Minh City People's Committee and the Department of Construction before August 25.
At the same time, investors must strengthen the management of construction progress at the construction site, requiring consulting and supervising units to improve their sense of responsibility and fully perform their tasks at the site to ensure the progress and quality of the project.
Contractors must increase resources, machinery, equipment, and human resources; expand the construction site, organize "3 shifts, 4 crews" to make up for the slow progress and develop detailed construction schedules for the remaining items...
Contractors are responsible before the law and the investor if they violate the contract commitments. This content must be reported to the City People's Committee and the City Department of Construction before August 25 to serve as a basis for project management and operation.
Regarding the project completion time, the Chairman of the Ho Chi Minh City People's Committee requested the Director of the Traffic Department to urgently implement the city's direction and put the project into operation before December 31 in accordance with the resolution of the City People's Council.
The Director of the Traffic Department is responsible to the Chairman of the Ho Chi Minh City People's Committee in case of continued delays in completing the project according to the set plan.
In addition, the leaders of the City People's Committee requested the City Police to preside over and coordinate with the Department of Construction to continue supporting investors in regulating and zoning traffic, ensuring traffic safety in the area.
The Ho Chi Minh City Department of Finance urgently implements the direction of the City People's Committee regarding the site clearance of the 22,012m2 land area in the An Phu Ward Development Urban Area, reporting to the city before August 26, without delay.
Overview of An Phu intersection's slow progress through numbers
On August 21, Tuoi Tre Online published an article " An Phu Intersection behind schedule: Some contractors can only complete 7% of the work in a year " and received great attention from readers.
The progress of the investor's bid packages up to the end of July 2025, combined with data updated and monitored by Tuoi Tre Online reporters over the past year, shows a chaotic picture at the An Phu intersection.
Specifically, by the end of July 2025, the progress of the An Phu intersection project had only reached about 70%. Given this situation, the investor was forced to report a delay in the completion date to December 2026, one year later than the plan approved by the city.
Also from the data ( see table ), we can see quite clearly the construction speed between the packages in the past 11 months (from September 2024 to the end of July 2025). Notably, with packages of very small value, the construction output is very low, the speed is sluggish, not reaching 1%/month.

Specifically, the XL12 package (overpasses N1.1 and N1.3) is worth about 171.8 billion VND, with a contract implementation period of about 18.8 months. The package started construction in January 2024, but by the end of July 2025, the completed volume had only reached 17%. Thus, in the past 11 months, the progress has only increased by 7%, an average of about 0.64%/month.
Similarly, the XL10 package (N3 and N4 overpasses) is worth more than VND235 billion, with a contract implementation period of 19 months. The package, which started construction in January 2024, has reached 18%. After 11 months of implementation, the implementation volume increased by 8%, an average of about 0.73%/month.
According to the project inspection report of the Ho Chi Minh City Department of Construction, the site clearance work only affects the construction scope of the N1.2 bridge branch and the expansion of Luong Dinh Cua Street; it does not affect the progress of the main items of the intersection, including the HC1-01, HC1-02 underpasses, the N2, N3, N4 bridge branches and the N1.1 and N1.3 bridge branches.
"However, through inspection, it was found that the progress of all construction items was slower than the original plan. Some stages of construction progress were slow and output was low because the contractor had not ensured human resources, materials and equipment as required. As the investor, the Traffic Department was not decisive in handling the contractor's delay.
The investor has not yet identified in time and has appropriate solutions to ensure the project's progress according to plan," the Ho Chi Minh City Department of Construction stated the key reason for the project's delay in a report sent to the City People's Committee.
