Efforts to construct the Eastern bypass of Dong Ha city

The Eastern bypass project of Dong Ha City has a total length of 17.5 km, of which the section from Doc Mieu - National Highway 9 is nearly 13.3 km long; the section from the intersection of Nguyen Hoang Street - Nam Cau Song Hieu is more than 4.2 km long. Currently, localities have handed over the construction sites for two sections, 11.68/13.3 km, reaching 88% and 3.54/4.26 km, reaching 84.4%. Contractors are accelerating the construction of this key project, striving to complete it in 2025.

The Traffic Maintenance Management Board (QLBTGT) under the Department of Transport (GTVT) said that the Eastern bypass project of Dong Ha City, from km 741+179 on National Highway 1 (Phong Binh Commune, Gio Linh District) to km 10+187 on National Highway 9, in Dong Giang Ward, Dong Ha City, has an investment of more than 399.9 billion VND, from the state budget in the medium-term public investment plan for the period 2021-2025. The scale of this section belongs to the level III plain road, the roadbed width is 12m; the road surface width is 11m, there are 2 lanes for motor vehicles, the design speed is 80km/h.

The starting point of this section is the route at km 0+00, intersecting with National Highway 1 at km 741+179 (Doc Mieu, Phong Binh commune), then the route goes into the rice field area adjacent to Phuoc Thi village, Gio My commune to intersect Provincial Road 575a at km 5+304.42. From here, the route goes straight, between the planning area of ​​Quan Ngang Industrial Park and Quang Tri Airport, about 100m west of the planning boundary of Quang Tri Airport to the intersection with Road 73 Dong at km 10+302.09, then goes south, to the end point at km 13+293.43, intersecting with National Highway 9 at km 10+187, the section from Cua Viet to National Highway 1.

Engineer Tran Minh Hai, commander and manager of the road section from km 2+780 -5+300, which Thanh An Joint Stock Company is responsible for constructing, said that the unit took advantage of favorable weather to concentrate motorbike forces to organize construction in 3 shifts to keep up with the set schedule.

Accordingly, the construction volume of this nearly 13.3km long section has reached about 42% of the plan. The units have dug 157,000/240,000m3 of the roadbed; filled K95 with 273,300/400,200m3; filled K98 with 24,400/54,740m3; completed construction of 33/61 culverts of all kinds... At the Canh Hom bridge project in Phong Binh commune, bored piles, abutments, concrete bridge deck, and railing edges have been completed; organic excavation, sand filling, and bridgehead road at abutment M1 have been completed.

The section from Nguyen Hoang intersection to the south of Hieu River bridge in Dong Ha city is 4.26km long and is also a level III plain road, with a roadbed width of 12m and a road surface width of 11m, enough for 2 lanes of motor vehicles.

Mr. Truong Duy Thanh, a technical officer of Quang Tri General Construction Joint Stock Company, the construction unit of the section from km 0+000 - km1+348 (of the 4.26km long section) said that on the road section the company won the bid to construct, there is the Phu Le bridge project.

By the end of October 2024, the unit had completed bored piles for the bridge, poured concrete for pier bodies T2, T5; was constructing pier body M2; and was implementing formwork and steel reinforcement for pier bodies T1, T3, T4. The weather at this time was not very favorable, so the unit took advantage of dry days to work 3 shifts to keep up with the work schedule.

According to the Traffic Management Board, from the intersection of Nguyen Hoang Street to the South of Hieu River Bridge, construction units have completed about 16.1% of the project volume. Of which, the organic roadbed is 3,552/4,209m long; geotextile is spread, sand is 1,902/2,355m long; roadbed soil is 2,850/4,209m long; wicks are installed 252/819m; various types of box culverts are being processed.

According to the design, this section currently has an intersection south of Hieu River Bridge, which is a grade-separated intersection with Ward 2 Road to Dong Luong and Dong Le Wards of Dong Ha City. However, when investing in this bypass, to ensure traffic safety during operation, the transport sector will close the existing branch road at the vortex point to Hieu River Bridge on the bypass according to Decision No. 1954/QD-UBND dated August 29, 2023 of the Provincial People's Committee on project approval.

Checking the construction progress, Director of the Department of Transport Tran Huu Hung acknowledged the efforts of the contractors in mobilizing human resources and means, actively implementing construction, and speeding up the progress of the project. In the condition that the price of land and sand for the project on the market is higher than the price regulated by the province, but to ensure the progress, the contractors are determined to work with the investor day and night when the weather permits to strive to complete this meaningful project so that it can be put into use soon.

This is a key traffic project serving the needs of socio-economic development, with the meaning of sharing and reducing traffic density for Dong Ha City and Gio Linh District. In addition, the project is also under pressure on disbursement progress, so it requires high progress and construction quality. Regarding the remaining site clearance work so that the project can be completed on schedule, Gio Linh District and Dong Ha City are requested to step up propaganda work, mobilize households to support the project, comply with the law, and hand over the site soon.

Quang Tri provincial leaders are very concerned about the progress and quality of this project. Having inspected the site clearance and construction work many times, the provincial leaders requested Gio Linh district and Dong Ha city to actively coordinate with relevant departments and agencies to review legal regulations, especially the compensation and support policies recently issued by the Provincial People's Committee and new land law regulations to support the people in the most beneficial way.

Focus on flexible application of legal regulations so that people understand clearly the Party's policies, the State's policies and laws always aim at the interests of the people. Gio Linh district focuses on speeding up the construction of resettlement areas to help people settle down, ensuring that the new place of residence has all the necessary conditions, better than the old place of residence so that people can live with peace of mind.
