Implementing the emulation movement "Skilled mass mobilization" in building the political system, at the end of June 2024, the People's Committee of Que Chau commune piloted the model of "5 administrative procedures without waiting", including: issuing marriage status certificates; marriage registration; death registration; re-registration of death certificates; issuance of copies of household registration extracts.

Accordingly, when organizations and citizens submit documents with correct components and contents according to regulations, they will be received and processed immediately. The total time for receiving, transferring, processing, and returning results is no more than 15 minutes. The model is applied on all working days of the week and is highly appreciated by the people.

Mr. Nguyen Cong (Khanh Duc village, Que Chau commune) said: “This is a model that brings practical benefits, helping people save time and travel costs. We are very excited and hope that this model will be replicated throughout the district so that people in all localities can benefit.”

In recent years, Que Chau commune has also effectively implemented the model of “Civil mobilisation Thursday”. The model is carried out on the second and fourth Thursdays of the month. The core participants are members of socio-political organisations and the masses in the commune.

According to Mr. Luong Manh Thang - Standing Deputy Secretary of the Que Chau Commune Party Committee, the model's activities mainly focus on building new rural areas and model new rural residential areas.

In nearly 4 years of implementing the model, local officials and people have planted and cared for 15 flower roads with a total length of nearly 3km. Resources have been provided to repair and build new houses for 5 disadvantaged households.

In addition, it helps many single-parent families and those facing sudden difficulties to harvest agricultural products. In particular, implementing the model of "Civil Mobilization Thursday", people in the commune voluntarily donated more than 5,000 square meters of land, dismantled many fences and gates, and contributed hundreds of working days to expand traffic routes.

Mr. Luong Manh Thang added that the viewpoint of Que Chau commune is that implementing the emulation movement "Skilled mass mobilization" must have a focus, key points, linked to the interests of the people and take effectiveness as a measure, avoiding formality, waste, and impracticality.

With the synchronous and active participation of the entire political system and the consensus and response of the people, in the period of 2009 - 2024, Que Chau commune has built 50 "Skilled Mass Mobilization" models in the fields of economy, culture - society, national defense - security, and building the political system.

The models have contributed to creating great momentum in local economic and social development, consolidating and strengthening the sustainable and close relationship between the Party committee, government and people.
