Nghe An Provincial People's Committee has just issued Document No. 8056/UBND-NN dated August 8, 2025 on focusing on overcoming the consequences of natural disasters, stabilizing people's lives, and ensuring learning conditions for students before the new school year.
Accordingly, the Chairman of the People's Committee of Nghe An province requested the Secretaries and Chairmen of the People's Committees of communes affected by recent natural disasters and floods to focus on leading, directing, and implementing disaster recovery work with the most urgent and drastic spirit to quickly stabilize people's lives; ensure that people do not lack food, clothing, hunger, cold, or have no place to live; ensure that all students must go to school on time for the opening ceremony; and that patients are rescued and treated promptly.
Solving housing for households that lost their homes
The Chairman of the People's Committee of Nghe An province requested to promptly implement the regime for those who died due to natural disasters, promptly support victims according to regulations. Review and promptly organize relief of food, foodstuffs, and necessities for households at risk of hunger, especially households that have lost all their homes and policy families.
Along with that, focus on quickly repairing damaged essential infrastructure works, especially traffic works (serving the transportation of relief goods and people's travel), electricity, telecommunications, irrigation, domestic water, and healthcare to ensure people's lives, production, and activities.
Students' books buried in flood
Actively coordinate with departments and branches to focus on mobilizing forces and resources to clean up schools and classrooms, repair damaged educational facilities; supplement teaching equipment, learning materials, and textbooks; complete by August 2025 to ensure that all students can go to school and educational facilities must be spacious and clean when the new school year begins.
Request local leaders to immediately resolve temporary housing for households whose houses are completely damaged and must be urgently relocated; arrange land and rebuild houses for households who have lost their houses and land and are forced to urgently relocate (to be completed no later than September 2025).
Rebuilding houses must ensure safety, in accordance with people's customs and practices; continue to support people in repairing damaged houses and cleaning the environment. At the same time, continue to review residential areas to promptly evacuate people from weak and unsafe houses, and areas at risk of landslides, flash floods, and flash floods.
The Commander of the Provincial Military Command; Head of the Border Guard Command/Provincial Military Command; Director of the Provincial Police continue to direct forces stationed in the area to arrange human resources and means to support people to overcome the consequences of floods and storms as requested by the locality.
My Ly commune is one of the localities severely damaged by floods.
The Director of the Department of Agriculture and Environment directs coordination with units under the Ministry of Agriculture and Environment to support and guide localities in overcoming the consequences of natural disasters, repairing irrigation works, restoring agricultural production after floods; promptly support localities with agricultural materials, plant and animal varieties, chemicals for disinfecting domestic water, treating the environment, and preventing epidemics to restore agricultural production; to be completed in August 2025.
The Director of the Department of Education and Training directs coordination with units under the Ministry of Education and Training to direct and guide localities and units to grasp the situation of facilities, teaching equipment, textbooks and learning materials, especially at educational institutions in localities affected by recent natural disasters, flash floods, landslides; proactively handle support proposals from localities according to their authority, synthesize reports to the Chairman of the Provincial People's Committee to direct the handling of issues beyond their authority; complete in August 2025 to ensure that students return to normal schooling as soon as the new school year begins.
Request the Director of the Department of Construction to urgently direct, guide, and support localities to overcome landslides and traffic disruptions, ensuring smooth traffic, especially on key traffic routes and inter-commune roads.

The Director of the Department of Health directed the coordination with units under the Ministry of Health to guide and support localities with chemicals, medicines, equipment, and necessary medical instruments to ensure medical examination and treatment, and prevent disease outbreaks after floods...
Review, plan, and rearrange residential areas
The Chairman of the People's Committee of Nghe An province requested the Directors of Departments, branches, sectors; local Party committees and authorities to lead and direct functional agencies to review, plan, and rearrange residential areas, proactively relocate people from areas at high risk of natural disasters, flash floods, landslides to ensure people's safety, prioritize relocation of people to concentrated residential areas to facilitate disaster risk prevention and investment in social infrastructure to serve the people.
Inspect and evaluate essential infrastructure works, transportation, irrigation, healthcare, education to have plans for construction, repair, and upgrading to ensure long-term safety and stability; propose competent authorities to consider and allocate funds in the 2026-2030 medium-term public investment plan for implementation.
Promote restructuring of the agricultural sector, change the crop structure, contribute to limiting the impact, effectively responding to natural disasters, creating jobs, and increasing sustainable income for people; pay more attention to planting, restoring and protecting forests to increase forest cover, improve quality and promote the multi-purpose value of forests in terms of economy, protection (water retention capacity, soil protection, landslide prevention, flash floods, etc.) and environmental protection.
Working group went upstream to Nam Non to survey the location for building a new school.
Previously, on August 5, a working delegation of the Ministry of Public Security led by Major General Nguyen Hong Nguyen, Deputy Chief of the Ministry of Public Security's Office, had a working session with Nghe An province to agree on urgently completing a plan to launch a peak period of house construction for households and schools heavily affected by storm No. 3.
The working delegation of the Ministry of Public Security and the leaders of Nghe An Provincial Police visited, encouraged and presented gifts to the people of My Ly commune. The delegation also shared the difficulties and hardships with teachers and students at My Ly 2 Primary Ethnic Minority School and surveyed the proposed location for rebuilding the school.
The policy of the Ministry of Public Security is to support and rebuild 500 collapsed, completely washed away, and urgently relocated houses; and support the repair of 500 severely damaged houses in Nghe An province. Of which, My Ly commune has 86 families wishing to build prefabricated houses from the Ministry.
